On the morning of October 6, 2022, the General Statistics Office (GSO) held a press conference to announce the labor and employment situation in the third quarter and nine months of 2022. Mr. Nguyen Trung Tien – Deputy General Director of GSO chaired the meeting. Attending were representatives of ministries and branches; representatives of units under the GSO; representatives of the media. The press conference was connected online at the bridge points of the Statistical Departments of the provinces and centrally-run cities.

At the press conference, GSO announced labor and employment data in the third quarter and nine months of 2022; reported the recovery of the labor market after the Covid-19 pandemic in the third quarter of 2022.

According to the report on labor and employment, with the determination to recover and develop the economy, creating momentum to complete the socio-economic goals of 2022 and the period of 2021-2025 according to the Resolution of the XIII Party Congress, the Government, The Prime Minister has directed ministries, branches and localities to drastically implement the tasks and solutions of Resolution No. 01/NQ-CP, Resolution No. 02/NQ-CP, Resolution No. 11/NQ-CP on the program of socio-economic recovery and development. On that basis, our country’s socio-economic development in the third quarter of 2022 prospered in most fields. As a result, our country’s labor market in the third quarter of 2022 continues to maintain its recovery momentum. The labor force, the number of employed people, and the average monthly income of employees in the third quarter of 2022 all increased compared to the previous quarter and the same period last year. Unemployment and underemployment rates in working age decreased compared to the previous quarter and the same period last year.

Accordingly, in the third quarter of 2022, the whole country had just over 4.4 million people aged 15 and over who were negatively affected by the Covid-19 pandemic, down by nearly half (3.6 million people) compared to the previous quarter. The labor force aged 15 and over in the first quarter and second quarter of 2022 was 51.9 million people , an increase of more than 0.2 million people compared to the previous quarter and an increase of 2.8 million people compared to the same period last year – the time period. The Covid pandemic has had a severe impact on the domestic labor market. In the first nine months of 2022, the labor force aged 15 and over reached 51.6 million people, 1.2 million people higher than the same period last year. The labor force in urban areas is 19.2 million people, accounting for 37.2 percent; female labor force is 24.1 million people, accounting for 46.8% of the labor force of the country.

Employee aged 15 years and over working in the second quarter of the first quarter of 2022 is 50.8 million people, an increase of 255.2 thousand people compared to the previous quarter and an increase of 3.5 million people compared to the same period last year. Generally, in the first nine months of 2022, employed workers aged 15 years and over reached 50.5 million people, an increase of 1.5 million people compared to nine months of 2021. In which, employed workers are in urban areas. 18.7 million people, an increase of 1.1 million people and 26.8 million people in men, an increase of 806.9 thousand people compared to the same period last year.

The rate of workers with informal employment in non-agricultural jobs in the third quarter of 2022 was 54.1%, down 1.5 percentage points compared to the previous quarter and down 0.4 percentage points over the same period last year. The rate of workers with non-agricultural informal employment in the first nine months of 2022 was 55.3%, down 1.1 percentage points over the same period last year.

The number of self-employed workers in the third quarter of 2022 was 4.3 million people, a slight decrease compared to the previous quarter (a decrease of nearly 60 thousand people) and a sharp decrease of nearly 1 million people compared to the same period last year. Generally, in the first nine months of 2022, the number of employees doing self-sufficient work is nearly 4.5 million people, 0.2 million higher than the same period last year. These workers are mainly in rural areas.

The underemployment rate of workers in this quarter was 1.92%, down 0.04 percentage points compared to the previous quarter and down 2.54 percentage points over the same period last year. In the first nine months of 2022, the underemployment rate of working-age workers was 2.29%, down 0.77 percentage points over the same period last year. In which, the underemployment rate in urban areas is lower than in rural areas (1.75% and 2.63% respectively).

The unemployment rate of working age in the third quarter of 2022 was 2.28%, down 0.04 percentage points compared to the previous quarter and down 1.70 percentage points over the same period last year. The unemployment rate of working age in the first nine months of 2022 is 2.35%, down 0.64 percentage points over the same period last year. The youth unemployment rate in the nine months of 2022 was 7.86%, down 0.04 percentage points over the same period last year.

The average monthly income of employees in the third quarter of 2022 is VND 6.7 million, an increase of 143 thousand VND compared to the previous quarter and an increase of 1.6 million VND compared to the same period last year. The average income of employees in the first nine months of 2022 is 6.6 million VND, a sharp increase compared to the same period in 2021, up 12.4%, corresponding to an increase of 727 thousand VND; compared to the same period in 2019, when the Covid-19 pandemic did not appear, the average income of employees in the 9 months of 2022 increased by 11.8%, equivalent to an increase of 693 thousand VND.

Overview of the conference  

In general, thanks to policies to stabilize the macro-economy, control inflation, and ensure major balances of the economy in the third quarter and the first nine months of 2022, it has contributed to the recovery and development of the economy general and the labor market in particular. The labor market has prospered with positive changes. Unemployment and underemployment rates plummeted. The number of workers in formal employment increased sharply. Employee income continues to improve. Social security life is gradually guaranteed.

In addition to the achieved results, the Vietnamese labor market continues to face a number of difficulties and challenges. Production and business activities also face many risks due to local shortage of labor, high prices of raw materials and input materials, and high production costs. The life of a part of workers still faces many difficulties.

Faced with that situation, the General Statistics Office proposes a number of solutions as follows:

– Continue to consistently implement the motto “Living together safely with the Covid-19 epidemic”. Proactively respond in time to new strains of the Covid-19 epidemic and other diseases. Ensuring the supply of drugs, equipment, supplies and medical biological products for medical examination, treatment and epidemic prevention and control to meet the needs of each citizen for health care and protection, including: workers.

– Effectively implement policies on social security, labor and employment. Improve the efficiency of the connection between labor supply and demand – jobs, improve the quality of vocational training, thereby improving the quality of human resources and increasing labor productivity to meet the increasing demands of domestic enterprises. and FDI enterprises.

– Stabilize the macro-economy, be proactive, flexible, synchronize monetary policy tools, closely coordinate with fiscal policy and other macroeconomic policies to control inflation, contribute to stabilize the economy, focus on supporting and creating jobs for workers.
