On the morning of December 16, 2021, the General Statistics Office (GSO) held a conference to disseminate the Law amending and supplementing a number of articles and the Appendix to the List of national statistical indicators of the Law on Statistics. Mr. Tran Quoc Phuong, Deputy Minister of Planning and Investment (MPI) chaired the Conference. Directly attending the Conference were Ms. Nguyen Thi Huong, General Director of GSO; Mr. Nguyen Trung Tien, Deputy General Director of GSO and representatives of leaders of units in GSO. Online attendance at bridge points with representatives of ministries and branches; United Nations Children’s Fund (UNICEF) and leaders of 63 Statistical Offices of provinces and centrally-run cities.
The Law amending and supplementing a number of articles and the Appendix to the List of National Statistical Indicators of the Law on Statistics was approved by the 15th National Assembly, the second session on November 12, 2021, and took effect from January 1, 2022. The Law was announced according to Publication Order No. 03/2021/L-CTN dated November 25, 2021, of the President. The Law consists of 02 articles and 01 attached Appendix.
Speaking at the opening of the Conference, Mr. Tran Quoc Phuong, Deputy Minister of Planning and Investment, introduced new points of the Law amending and supplementing a number of articles and the Appendix to the list of national statistical indicators of the Law on Statistics. Compared with the 2015 Law on Statistics, this revised Law amends, and supplements Clause 6, Article 17, Point d, Clause 2, Article 48 and replaces the Appendix to the list of national statistical indicators promulgated together with the Law on Statistics. No. 89/2015/QH13, specifically:
– Firstly, supplementing regulations assigning the Minister of Planning and Investment to assume the prime responsibility for, and coordinate with ministries, branches and localities in, formulating and submitting to the Government for promulgation the process of compiling gross domestic product and gross domestic product targets. in provinces and centrally-run cities.
– Second, supplementing regulations assigning the Minister of Planning and Investment to assume the prime responsibility for, and coordinate with ministries, branches, and localities every five years, to review the scale of gross domestic product and report to the Government for submission to the National Assembly for consideration decision on the reassessment of gross domestic product.
– Third, amend and supplement regulations on the authority to publish statistical information of the head of the provincial statistical office with respect to statistical information of the provincial statistical indicator which is a subdivision of the statistical indicator nation.
– Fourth, replace the Appendix with the list of national statistical indicators attached to the 2015 Statistics Law.
Appendix List includes 21 groups with 230 indicators. These are indicators at the national level, reflecting the basic and core contents of the economy, society, and environment. In which, focusing on reflecting and evaluating the implementation of the contents of the Resolution of the 13th National Congress of the Party; 10-year socio-economic development strategy 2021-2030; policies on sustainable development; Fourth Industrial Revolution, focusing on groups of digital transformation, digital economy; green economy, circular economy, inclusive economic development; improve competitiveness and develop logistics services; gender and gender equality; international integration relations, international commitments of Vietnam.
Also on this occasion, the Deputy Minister thanked all agencies and organizations that have accompanied the General Statistics Office in the process of developing the Law; the coordination and support of ministries, sectors, and international organizations: United Nations Children’s Fund (UNICEF), United Nations Population Fund (UNFPA), International Labor Organization (ILO), International Labor Organization German International Cooperation Organization (GIZ) and scientists. In order to implement the Law, the MPI hopes that the ministries, branches, and localities will closely cooperate in the implementation so that this Law can really come to life.
At the conference, Ms. Nguyen Thi Huong, General Director of GSO presented the plan to implement the Law amending and supplementing a number of articles and the Appendix to the list of national statistical indicators of the Law on Statistics.
