In the morning of October 27, 2021, the General Statistics Office held a training conference on Surveying, Collecting Information, Making Inter-sectoral Balance Sheets and Calculating Intermediate Cost Coefficients in 2021 in both face-to-face and online forms. Ms. Nguyen Thi Huong, General Director of General Statistics Office chaired the conference.
Attending the conference in person at the headquarters of the General Statistics Office were Mr. Nguyen Trung Tien, Deputy Director General, leaders and specialists of the Department of Data Collection and Statistical IT Application, Department of National Accounts System; representatives of leaders and experts of a number of related units of the General Statistics Office. Attending the conference online, there were bridge points at 63 Statistical Offices and a number of Statistical Sub-Departments.
The survey to collect information for the preparation of the inter-sectoral balance sheet and the calculation of intermediate cost coefficients in 2021, also known as the IO Survey 2021, belongs to the National Statistical Survey Program issued under Decision No. 43/ 2016/QD-TTg dated October 17, 2016 of the Prime Minister.
Speaking at the opening of the conference, Ms. Nguyen Thi Huong, Director General of the General Statistics Office emphasized the importance of the IO survey: (1) Obtaining the base year intermediate cost coefficient as an alternative to the cost coefficient intermediaries since 2012 are no longer relevant; (2) Building the IO table in 2019, representing the economic structure for the period 2015-2019, verifying the accuracy of GDP data by 3 methods: production, spending and income, for compilation official GDP figures adjusted scale 2018-2020; being a tool to build analytical and predictive models.
Due to a number of objective reasons, and at the same time, in order to synchronously carry out the major work of the whole industry, the General Statistics Office had to change the survey year under the National Statistical Survey Program in 2018 to 2021, collecting information of 2019. The survey collects information from investigating units, including: the Ministry of Finance; State bank; enterprise; individual production and business establishments; AFF production households; non-profit organization; and residential households.
The purpose of the survey is: (1) Prepare the 2019 Inter-industry Balance Sheet according to 178 IO product industries; (2) Compiling intermediate cost coefficients and other related coefficients; (3) Evaluation of the change in the structure of production, accumulation, consumption costs…; (4) Building models for macroeconomic analysis.
The survey collected the following key information:
+ Information on state budget revenues and expenditures, taxes and production subsidies;
+ Information on labor, costs, products, production and business results of enterprises, individual production and business establishments, agricultural, forestry and fishery production households, administrative agencies, and public service units, businesses, associations, religious establishments, faith establishments and non profit organizations;
+ Information on final consumption of households.
The General Director said that this is a very important survey and one of the most difficult and complicated surveys of the Statistics industry. In particular, this 2021 survey is held in the context of the whole country focusing on disease prevention, causing more difficulties and challenges. Therefore, the Director General requested delegates, lecturers, supervisors and investigators attending the Conference to focus, seriously communicate, absorb and actively discuss and share experiences so that the Conference can achieve the highest results, creating a premise for the successful implementation of the investigation.
The conference will take place in 3 days from October 27, 2021 to October 29, 2021.
