In the morning of May 6th, 2021 in Hanoi, the General Statistics Office held the Ceremony the 75th Anniversary of the Viet Nam’s Statistics Foundation (May 6th, 1946 – May 6th, 2021) and received the First Class Labor Order. At the Ceremony, the General Statistics Office was honored to welcome Mr. Le Minh Khai, Secretary of the Central Committee of the Communist Party of Viet Nam, Deputy Prime Minister to attend; Mr. Nguyen Chi Dung, Member of the Central Committee of the Communist Party, Minister of Ministry of Planning and Investment; representatives of Leaders of Government Office, Ministries and Branches; International organizations; Leaders and former Leaders of the Ministry of Planning and Investment, General Statistics Office; Leaders and representatives of civil servants and employees of units, Party and unions in the General Statistics Office. Attending the conference online there are bridge points at the Provincial Statistical Offices and the District Statistical Offices.
Speaking at the opening ceremony of the Ceremony, Director General Nguyen Thi Huong highlighted the glorious tradition of 75 years of development of the Viet Nam Statistics. She said that this is a meaningful political activity aimed at traditionally educating generations of officials of the Viet Nam Statistics to continue training and strive to successfully complete the task in the coming journey.
Over the past 75 years of establishment and development, the Viet Nam Statistics has grown steadily, affirming its role, position and prestige for the Party, State, management agencies at all levels, and users of the domestic and international. The process of formation and development of the Viet Nam Statistics attaches to the historical periods of the country. On behalf of the leaders of the Viet Nam Statistics, the General Director has passed important milestones and contributions of the Viet Nam Statistics in the cause of national construction and development.
On May 6th, 1946, President Ho Chi Minh signed Decree No. 61/SL to establish the Ministry of National Economy, including the Viet Nam Statistical Office – the forerunner of the General Statistics Office today.
In 1956, the Prime Minister issued Charter No. 695/TTg on the organization of the Central Statistical Office (under the State Planning Committee), the local Statistical Office and the Statistical Organization in the Ministries of Democratic Republic of Viet Nam. By the end of 1957, most of the provinces and cities directly under the Central Government of the North had a local Statistical Office.
In 1961, the Government issued Decree No. 131/CP defining the tasks, powers and apparatus of the General Statistics Office. Accordingly, the General Statistics Office is an agency directly under the Government Council.
In 1974, the Government Council issued Decree No. 72/CP, which stipulates that the General Statistics Office is an agency under the Government, with affiliated departments, Provincial Statistical Offices, District Statistical Office. This is the period marking the Statistics sector, organized according to a unified “vertical” system from the central to the district level.
In 1988, the Council of Ministers issued Decision No. 81 / HDBT defining the functions, tasks and organizational structure of the Statistics sector at all levels. According to this Decision, the local statistical apparatus is transferred from the General Statistics Office to the People’s Committee of the province or city directly under the Central Government.
In 1994, the Government issued Decree No. 23/CP defining the functions, tasks, powers and organizational structure of the General Statistics Office, replacing Decision No. 81/HDBT in 1988. According to this Decree, the General Department of Statistics returned to vertical management. This is a particularly important event for the development and maturity of the Viet Nam Statistics, creating favorable conditions for statistical activities in the stage of industrialization and modernization of the country. Following that, the 2003 Statistical Law and the 2015 Statistical Law continue to stipulate that the system of centralized statistical organizations is organized vertically, including the central statistical agency and the local statistical agency. From 1994 up to now, despite many amendments to functions, tasks, powers and organizational structure, the General Statistics Office still implements vertical management. These are favorable conditions for the General Statistics Office to consistently, synchronously and maintain professional independence.
Looking back on the path of formation, development, innovation and integration over the past 75 years, in each stage, each period, with different names, although the organization structure and functions and tasks have changed, the Viet Nam Statistics always completes all the tasks assigned by the Party and State. Compile and promptly provide socio-economic information, authentic evidence to help Party and State leaders formulate, monitor and evaluate the implementation of socio – economic development strategies and plans of country, ministry, branch and local. Statistics are an important tool to help state management agencies at all levels issue big and important decisions; and reflect honestly and objectively evaluate the socio-economic situation, serving the management, direction and administration of all levels and branches to ensure the implementation of the set objectives. The efforts and contributions of the Viet Nam Statistics are highly appreciated by the international community. With the achievements achieved in 75 years of construction and development, the Viet Nam Statistics has been recognized by the Party and State and honored by the society. Many units and individuals in the GSO have been awarded many noble rders, orders and awards by the Party and State. The GSO was awarded the Ho Chi Minh Order by the State (2006), the First Class Independence Order (1996 and 2011), and the Third Class Independence Order (2016). On today’s anniversary, the GSO was honored to receive the First Class Labor Order, and the Prime Minister’s Decision on the annual recognition of May 6 as “Viet Nam Statistics Day”. This is the honor and pride of those who work in statistics all over the country. This shows the recognition of the Party, State and society for the great contributions of the Viet Nam Statistics, of those who work in statistics in the cause of national construction and defense.
Inheriting and promoting the achievements and results achieved in the past 75 years, in the coming time, the Viet Nam Statistics will continue to innovate, create strong changes for rapid and steady development. To do that, the Viet Nam Statistics will focus on well performing the following tasks and solutions: (1) Improving the institution, renovating the organizational model, developing human resources; (2) Develop, complete, promulgate and apply statistical standards, processes and models; (3) Modernizing data collection, processing and administration; (4) Innovating the activities of identifying needs, analyzing, forecasting, compiling and disseminating statistical information; (5) Accelerate documentation and digital transformation in statistics work; (6) Expanding and improving the quality and efficiency of international cooperation and foreign statistics in statistical work; (7) Promote scientific research, innovation; (8) Strengthening inspection, supervision and inspection of specialized statistics; (9) Strengthen material foundations and mobilize financial resources for statistics work.
On behalf of generations of civil servants, officials and employees of the Viet Nam Statistics, General Director expressed the deep gratitude to the leaders of the Party, State, leaders and former leaders of the Ministry of Planning and Investment. has paid great attention to the Viet Nam Statistics, recognizing the contributions of Statistics in the cause of national construction and development.
Speaking at the Ceremony, Deputy Prime Minister Le Minh Khai, on behalf of the Government of the Socialist Republic of Viet Nam, sent congratulations to all officials and employees of the General Statistics Office on the Ceremony the 75th Anniversary of the Viet Nam’s Statistics Foundation and commend the achievements, great contributions and efforts of generations of civil servants, officials and employees of the Viet Nam Statistics during the past 75 years. In particular, the Deputy Prime Minister congratulated the Prime Minister’s recognition of May 6 every year as Viet Nam Statistics Day. The Deputy Prime Minister suggested that, in the coming time, the Viet Nam Statistics will continue to promote the great achievements left by the previous generations, improve the political bravery, the sense of professional ethics, and make strong efforts to innovate thinking to take advantage of opportunities and overcome challenges; overcoming the shortcomings in building the Viet Nam Statistics increasingly developing strongly, affirming the role and position.
Deputy Prime Minister suggested that the Viet Nam Statistics in the coming time should pay attention to well implement the following tasks: (1) Continue to improve quality of statistical information; promptly reflect and forecast major fluctuations of each branch or field; forming a database system for socio-economic forecasting and warning, sectors and fields, serving the leadership, direction and administration of the Party, the National Assembly, the Government, ministries and localities, better meeting the statistical information demand of objects using information; (2) Focus on building action programs and detailed plans to effectively implement Viet Nam Statistical Development Strategy (VSDS) for the period 2021 – 2030 with a vision to 2045; (3) Continue to renovate the work of statistical regime methods, increase the application of information technology in statistical activities; (4) Improve the professional qualifications of the team working in statistics; (5) Strengthening international cooperation in the field of statistics, promoting the provision and dissemination of statistical information according to international standards and practices.
The Deputy Prime Minister believes that the leaders, civil servants and employees of the Viet Nam Statistics continue to promote good traditions and great achievements over the past 75 years, overcoming difficulties and challenges to be conscious, make more strenuous efforts, excellently complete the assigned tasks, become more mature and strong in all aspects, worthy of the previous generations and the beliefs of the Party, State and People, contribute more to the cause of building and defending the country.
