In the morning of January 12nd, 2021, the General Statistics Office (GSO) held a workshop on the results of implementation of Enhanced General Data Dissemination System (e-GDDS) in 2020 and the plan for 2021. Mr. Pham Quang Vinh, Deputy Director General of GSO, Head of the Interdisciplinary Working Group on GDDS chaired the workshop. Attending this event were representatives of relevant ministries and leaders representatives of units under the GSO.

The e-GDDS was adopted by the IMF on July 01, 2015 to support improved data transparency, encourage statistical development, and help create synergies between data dissemination and surveillance. The GDDS was replaced by the e-GDDS.

With the role of Vietnam’s national coordinating agency for GDDS, annually, GSO actively coordinates with with ministries, line ministries to make plans, implement, coordinate, summarize the implemented work in the year and launch the plan for the next year. At the annual meeting, the ministries, line ministries and the GSO assessed the results of the implementation of GDDS, the situation of statistical work at ministries, line ministries, and proposed measures to make the statistical work better and better. Ministries, line ministries and GSO have always identified the participation in the General Data Dissemination System as a framework for developing the State statistical system, promoting production activities, disseminating and improving the quality of statistics according to international standard.

At the workshop, Ms. Nguyen Thu Oanh, Director of Integral Statistics and Statistical Information Dissemination Department, National Coordinator for GDDS, presented the report on implementation results of e-GDDS in 2020 and the plan for 2021. According to the report, in 2020, thanks to the regular coordination, sharing of information and exchange of professional competence among ministries, line ministries and the GSO, a smooth network of statistical information has been created, step by step ensuring the consistent data between the GSO and ministries, line ministries, contributing to the improvement of the efficiency and quality of statistical work as well as the quality of statistical information.

The report outlined the main results achieved in 2020 as follows: The Government, ministries and line ministries have developed and issued many important legal documents to create a favorable environment for statistical activities and improve the quality of statistical information; the statistical regime method according to international standards and in accordance with Vietnam’s practice continues to be improved; the dissemination of statistical information continued to be promoted in a timely, complete, objective and transparent direction; coordination and information sharing between the statistics of ministries, line ministries and GSO have been strengthened, the propaganda, dissemination and education of the law on statistics has been increasingly concerned and focused.

In e-GDDS, ministries, line ministries have actively implemented the tasks in their fields to improve the efficiency and quality of statistics, gradually approaching the requirements of the Special Data Dissemination Standard (SDDS). To date, GSO, State Bank of Vietnam (SBV) and Ministry of Finance (MOF) have completely updated metadata under their respective fields. Every year, changes and improvement plans are made in the short and medium term, demonstrating the seriousness and activeness of agencies in participating in e-GDDS.

The report also outlined the key plans that need to be implemented in 2021, including: (1) Continue to implement o the Statistics Law, the Vietnam Statistical Development Strategy and Major Projects of the Sector; (2) Complete the amendment and promulgation of the system of statistical indicators, statistical reporting regime at ministerial and line ministerial level; (3) Continue to implement digital transformation in the field of Statistics; (4) Ministries, line ministries and GSO continue to compile and disseminate data to ensure the scope, classification, frequency and time of dissemination as recommended by e-GDDS and SDDS; (5) Strengthen the dissemination of information on the website of ministries, line ministries and National Summary Data Page (NSDP); (6) Timely and fully supplement, complete and update the annotated data tables to ensure the structure and content according to the DQAF framework; (7) The Ministry of Planning and Investment (GSO), the State Bank of Vietnam, the Ministry of Finance and relevant ministries and line ministries review and specifically evaluate the implementation of indicators related to the SDDS; proactively develop plans and submit to competent authorities problem-solving measures to meet SDDS standards; (8) Research and propose technical assistance from IMF, survey and learn from experiences of some countries participating in SDDS.

In the closing speech, Mr. Pham Quang Vinh, Deputy Director General of GSO, appreciated the serious and enthusiastic coordination spirit of ministries, line ministries with the GSO. Mr. Pham Quang Vinh asked the Integral Statistics and Statistical Information Dissemination Department to acquire participants’ ideas in order to complete the implementation plan for e-GDDS in 2021 and have better methods for the mechanism on coordination in the next years.
