On March 7th, 2023, the Director General of the General Statistics Office issued Decision No. 275/QD-TCTK on the issuance of the Plan for conducting the Labor Force Survey for the year 2023. The Labor Force Survey for 2023 (abbreviated as LFS 2023) is a sample survey within the national statistical survey program. Its primary purpose is to collect information on labor market participation of individuals aged 15 and above, as well as labor participation of individuals aged 5 to 17 currently residing in Vietnam. This information serves as a foundation for synthesizing and compiling national statistical indicators on labor, employment, unemployment, and workers’ earnings. The survey results help the Government, the Prime Minister, various administrative levels, and sectors assess and forecast labor market dynamics nationwide and at the provincial and regional levels. It also supports the development of human resource policies and production-business plans aligned with labor market trends.

This report will present the primary findings of the Labor Force Survey for 2023, providing labor and employment information to users. Since the data collection focuses on individuals aged 15 and above, the report will mainly calculate labor and employment indicators for this age group. However, to address the research, evaluation, and analytical needs of the statutory working age group (before 2020: males aged 15 to 59 and females aged 15 to 54; in 2021: males aged 15 to 60 years and 3 months; females aged 15 to 55 years and 4 months; in 2022: males aged 15 to less than 60 years and 6 months; females aged 15 to less than 55 years and 8 months; in 2023: males aged 15 to less than 60 years and 9 months; females aged 15 to less than 56 years according to the 2019 Labor Code), this this report will also present some key labor indicators for this target group. The data is aggregated quarterly at the national and regional levels and annually at the provincial level.

The Labor Force Survey for 2023 received technical support from the International Labour Organization (ILO). The General Statistics Office highly appreciates this support and hopes to continue receiving assistance from the ILO for future surveys.
