1. Agriculture, forestry, and fishery

a) Agriculture

Winter rice: In the 2023 summer rice crop, the whole country cultivated 1,544.5 thousand hectares, equal to 99.5% of the previous year’s crop. As of mid-October, the whole country harvested 1,028.3 thousand hectares of seasonal rice, accounting for 66.6% of the cultivated area and equal to 106.9% of the same period last year, of which: Northern localities harvested 699.2 thousand hectares, accounting for 69.5% and equal to 116%; Southern localities harvested 329.1 thousand hectares, accounting for 61.1% and equal to 91.6%.

Summer-autunm rice: localities across the country completed summer-autumn rice production with an area of 1,912.8 thousand hectares, down 1.9 thousand hectares compared to the summer-autumn crop in 2022, yield reached 57.6 quintals/ha, an increase of 0.1 quintals/ha; output reached 11 million tons, an increase of 173 thousand tons.

Autumn-winter rice: As of mid-October, localities in the Mekong River Delta cultivated 692.9 thousand hectares of autumn-winter paddy, equal to 106.9% of the same period last year. So far, the region harvested 247 thousand hectares of winter-autumn paddy, made up 35.6% of the total cultivated area and equaled to 88%.

Annual crops: Due to favorable weather, northern localities were taking advantage of planting winter vegetables, so this year’s winter planting progress was faster than the same period last year.

Livestock: Cattle and poultry farming during the month developed stably and diseases were basically controlled. At the end of October, pig population increased by 3.4% compared to the same period in 2022; poultry population increased by 2.9%; cattle population increased by 0.7%; buffalo population decreased by 1%.

b) Forestry

The area of concentrated newly planted forests nationwide in October 2023 was estimated at 31.3 thousand hectares, down 5.6% over the same period last year. Generally, in the 10 months of 2023, the area of newly concentrated planted forest was estimated at 229.3 thousand hectares, down 0.8%; the number of scattered forest trees reached 83.7 million trees, up 4.7%; timber production reached 16.2 mill. m3, up 3.2%; the damaged forest area was 1,662.8 hectares, up 68.1% over the same period last year, of which the destroyed forest area was 983.2 hectares, up 2.1%; the burned forest area was 679.6 hectares, 25.7 times higher.

c) Fishery

Fishery output in October, 2023 was estimated at 848.5 thousand tons, up 3% over the same period last year, including: aquaculture output reached 544.4 thousand tons, up 4.5%; the caught fishery output reached 304.1 thousand tons, up 0.5%. In general, in 10 months of 2023, fishery output was estimated at 7,645.2 thousand tons, up 2.2% over the same period last year, including: Fishes reached 5,455.9 thousand tons, up 1.9%; shrimp reached 1,091.4 thousand tons, up 4.4%; other fishery products reached 1,097.9 thousand tons, up 1.7%.

2. Industrial production

– The index of industrial production (IIP) in October 2023 was estimated to increase by 5.5% over the previous month  and by 4.1% over the same period last year. Generally, in the 10 months of 2023, IIP was estimated to increase by 0.5% over the same period last year (the same period in 2022 increased by 8.9%). Of which, the manufacturing increased by 0.5% (same period in 2022 increased by 9.5%), contributing 0.7 percentage points to the overall growth; electricity, gas, steam and air conditioning supply increased by 2.6%, contributing 0.2 percentage points; water supply; sewerage, waste management and remediation activities increased by 5%, contributing 0.1 percentage point; The mining and quarying decreased by 3.2%, reducing the overall increase by 0.5 percentage points.

– The industrial production index in the 10 months of 2023 compared to the same period last year increased in 49 localities and decreased in 14 localities across the country.

– The number of employees working in industrial enterprises as of October 1, 2023 increased by 1.0% compared to the same time last month and decreased by 1.4% compared to the same time last year.

3. Enterprise registration status[1]

– In October, the whole country had more than 15.4 thousand newly established enterprises, up 21.7% compared to September, 2023 and up 18.5% compared to the same period last year. In addition, the country also had 5.6 thousand enterprises re-operated, down 3.1% compared to the previous month and up 44.2% compared to the same period in 2022; 5,501 enterprises ceased for a certain time, up 33,4% compared to the previous month and up 35.6% over the same period in 2022; 4,898 enterprises temporarily ceased and awaited dissolution procedures, a decrease of 7.1% and an increase of 16.6%; 1,501 do enterprises completed dissolution procedures, up 4.2% and down 6.3%.

– General, in the 10 months of 2023, 183.6 thousand newly established enterprises and re-operated enterprises, up 2.9% compared to the same period last year; the average every month had nearly 18.4 thousand newly established and re-operated enterprises. The number of businesses withdrawing from the market was 146.6 thousand enterprises, an increase of 20% over the same period last year; On average, 14.7 thousand enterprises withdraw from the market every month.

4. Investment

– Investment capital realized from the State budget in October was estimated to reach 65.7 trillion VND, up 20.7% over the same period last year. Overall, for the 10 months of 2023, realized investment capital from the State budget was estimated to reach 479.3 trillion VND, equal to 65.8% of the yearly plan and an increase of 22.6% over the same period last year (same period of 2022 equaled 65.1% and increased by 21.1%).

– Total foreign investment capital registered in Vietnam as of October 20, 2023, including: Newly registered capital, adjusted registered capital and value of capital contributions and share purchases by foreign investors reached nearly 25.76 billion USD, an increase of 14.7% compared to the same period last year.

Realized foreign direct investment capital in Vietnam in the 10 months of 2023 was estimated to reach 18 billion USD, up 2.4% over the same period last year.

Vietnam’s investment abroad in the 10 months of 2023 has 95 projects newly granted investment certificates with a total Vietnamese capital of 251.2 million USD, down 36.6% over the same period last year. before; There were 19 projects with capital adjusted with an increased capital of 173 million USD, nearly 2.8 times higher. Overall, Vietnam’s total investment capital abroad (new and adjusted capital) reached 424.4 million USD, down 6.1% over the same period last year.

5. State budget revenue and expenditure

Total State budget revenue in October 2023 was estimated to reach 169.5 trillion VND. Accumulated State budget revenue in the 10 months of 2023 was estimated to reach 1,398.7 trillion VND, equal to 86.3% of the year’s estimate and down 9.2% over the same period last year.

Total State budget expenditure in October 2023 was estimated to reach 118 trillion VND; Accumulated 10 months of 2023 reached 1,357.6 trillion VND, equaled to 65.4% of the year’s estimate and an increase of 11.4% over the same period last year.

6. Trade, prices, transport and tourism

a) Retail sales of consumer goods and services

Total retail sales of consumer goods and services in October was estimated at 536.3 trillion VND, up 1.5% over the previous month and up 7% over the same period last year. Generally for 10 months of 2023, the total retail sales of consumer goods and services at current prices was estimated at 5,105.4 trillion VND, up 9.4% over the same period last year (up 20.8% in the same period in 2022), if excluding the price factor, up 6.9% (the same period in 2022 increased by 16.7%).

b) Export and import of goods[2]

Total export and import turnover of goods[3] in October was estimated at 61.62 billion USD, up 4.1% over the previous month and up 5.6% over the same period last year. Generally, in 10 months of 2023, the total export and import turnover of goods reached 557.95 billion USD, down 9.6% over the same period last year.

– Export of goods

+ Export turnover of goods in October 2023 was estimated at 32.31 billion USD, up 5.3% over the previous month and up 5.9% compared to the same period last year. Generally, in 10 months of 2023, the export turnover was estimated at 291.28 billion USD, decreased by 7.1% over the same period last year.

+ Regarding the structure of exported groups in 10 months of 2023, the group of processing industry was estimated at 257.42 billion USD, accounting for 88.3%

 – Import of goods:

+ Import turnover in October 2023 was estimated at 29.31 billion USD, increased by 2.9% over the previous month and by 5.2% compared to the same period last year. Generally in 10 months of 2023, the import turnover was estimated at 266.67 billion USD, decreased by 12.3% over the same period last year.

+ Regarding the structure of imported groups in 10 months of 2023, the group of production materials was estimated at 250.12 billion USD, accounted for 93.8%.

– Regarding the export and import market of goods in 10 months of 2023, the United States was Viet Nam’s largest export market with a turnover of 78.6 billion USD. China remained the largest import market of Viet Nam with a turnover of 89.8 billion USD.

– The trade balance of goods in October was estimated to have a trade surplus of 3 billion USD. Generally in 10 months of 2023, the trade balance of goods was estimated to have a trade surplus of 24.61 billion USD (in the same period last year, the trade surplus of 9.56 billion USD).

c) Consumer price index, gold price index and US dollar price index

– Consumer price index (CPI) in October 2023 increased slightly by 0.08% compared to the previous month. Compared to December 2022, October CPI increased by 3.2% and compared to the same period last year increased by 3.59%. On average in the 10 months of 2023, CPI increased by 3.2% over the same period last year; core inflation increased by 4.38%.

– Gold price index in October 2023 increased by 0.92% compared to the previous month; an increase of 5.87% compared to December 2022; increased 8.28% over the same period last year; the average increase in the 10 months of 2023 was 2.81%.

– US dollar price index in October 2023 increased by 1.2% compared to the previous month; an increase of 1.56% compared to December 2022; increased 1.79% over the same period last year; the average increase in the first 10 months of 2023 was 2.24%.

d) Transport

Passenger carried in 10/2023 was estimated at 399.7 million passengers, decreased 0.3% over the previous month and passenger traffic was 22.3 billion passengers-kilometers, up 2.2%. In 10 months of 2023, passenger carried was estimated at 3,807.8 million passengers, up 12.5% over the same period last year and passenger traffic was 206.2 billion passengers.km, increased by 27.6%.

Freight transport in 10/2023 was estimated at 200.1 million tons of freight carried, up 3% from the previous month and 44 billion tons.km of freight traffic, up 4,8%. Generally for 10 months of 2023, freight transport was estimated at 1,888.3 million tons of freight carried, up 14.4% over the same period last year and 402 billion tons.km of freight traffic, an increase of 11.4%.

đ) International visitors to Viet Nam

International visitors to Viet Nam in October reached over 1.1 million arrivals, up 5.5 % compared to the previous month and 2.3 times higher than the same period last year. In 10 months of 2023, international visitors to our country reached nearly 10 million arrivals, 4.2 times higher than the same period last year but still equal to 69% compared to the same period in 2019 – the year without the Covid-19.

7. Some social situations

– According to survey results, the living situation of households in October was quite stable. The proportion of households whose income during the month was assessed to be unchanged and increased compared to the same period last year was 93.7% (slight decrease of 0.4 percentage points compared to the September 2023 reporting period); The proportion of households assessed to have reduced income and not knowing was 6.3%. In total, in the 10 months of this year, the Government exported nearly 21.5 thousand tons of rice, supporting 1,437.8 thousand people, of which: Supporting people during Tet in 2023 was 16,919.9 tons of rice for 1,128 thousand people; Support for people in 2023 was 4,647.5 tons of rice for more than 309.8 thousand people.

– The mass sports movement continues to be promoted, fitness and sports movements are widely organized, some outstanding activities take place during the month such as Vietnam being the host of the Army men’s volleyball tournament. ASEAN countries in 2023. Regarding high-performance sports, in October 2023, a number of outstanding events took place such as: The Vietnamese sports team ranked 21st on the medal table (including 3 gold medals) at Asiad 19; National Youth Skating Championship 2023; National Athletics Championship 2023; National Fencing Championship 2023.

– During the month (from September 15 to October 14, 2023), there were 1,491 traffic accidents nationwide. In the 10 months of this year, there were 9,829 traffic accidents nationwide, including 7,136 traffic accidents from less serious or more, and 2,693 traffic collisions, killing 5,496 people and 4,025 injured and 2,948 people suffered minor injuries.

– Damage caused by natural disasters in October was mainly due to the impact of heavy rains, floods, and landslides. In total, in the 10 months of this year, natural disasters left 136 people dead or missing, and 130 people injured; More than 21.4 thousand houses collapsed and damaged; 63.2 thousand cattle and poultry died; Nearly 106 thousand hectares of rice and 42.1 thousand crops were damaged. The total value of property damage was estimated at 3,679.7 billion VND, down 73.8% over the same period in 2022.

– During the month (from September 17 to October 16, 2023), according to reports from the Department of Natural Resources and Environment, Police of provinces and centrally run cities compiled by the Departments of Statistics, agencies Authorities discovered 1,683 environmental violations. Overall, in the 10 months of this year, 14,897 cases of environmental violations were detected, of which 13,293 cases were handled with a total fine of 243.9 billion VND, an increase of 9.6% over the same period last year.

– During the month, there were 154 fires and explosions nationwide, killing 7 people and injuring 4 people, with estimated damage of 19.3 billion VND, an increase of 96.4% compared to the previous month and a decrease of 38.1% compared to the previous month. with the same period last year. In the 10 months of this year, there were 1,639 fires and explosions nationwide, killing 139 people and injuring 119 people, with an estimated loss of 229.7 billion VND, down 59.5% over the same period last year.
