On the morning of November 18, 2022, in Hanoi, a signing ceremony of the Regulation on coordination of statistical work and sharing of statistical information took place between the General Statistics Office (GSO) and the National Economics University (NEU). The signing ceremony was held at a meaningful time in the educational cause of the country in general and of the National Economics University in particular; towards the 40th anniversary of Vietnamese Teachers’ Day, November 20, 1982, and November 20, 2022. The signing of the Regulation on Cooperation will mark a new milestone in promoting coordination and information sharing between the GSO and the NEU in an official manner based on the principle of compliance with the Law on Statistics and current regulations related to statistical methods for collecting, using, and disseminating statistical information to ensure quality, efficiency, regularity, and closeness; promote scientific research and recommend socio-economic development policies.

The General Director of GSO Mrs. Nguyen Thi Huong and the Rector of NEU Mr. Pham Hong Chuong co-chaired the ceremony. Attending the ceremony were Mr. Nguyen Trung Tien, Deputy General Director of the General Statistics Office, and representatives of related units of the two agencies.

Regulations on coordination between GSO and NEU are based on the content of comprehensive implementation of professional and professional activities suitable to the functions and tasks of each party; especially the coordination between theory and practice, between production and use of statistical information. According to the Regulations, the GSO provides and shares with the University information, data, statistical reports, and survey databases at the specific request of the University; The NEU provides the GSO with new textbooks, documents, statistical methods, reports, and research related to the field of statistics, providing information on relevant training and retraining courses on macroeconomics and statistics. At the same time, assisting experts in formulating strategies, programs, and plans for the implementation of state statistical activities.

To promote digital transformation in the production and use of statistical information, within the framework of this Regulation, the GSO will coordinate with the University to develop software tools to support information and data sharing automatically to ensure that right after the GSO publishes information, the data will be automatically transferred to the University’s Portal to ensure that the data is updated to the latest and easy to search and look up. This form was first developed and applied to the NEU and hopes to continue to be expanded in the near future to apply to universities, ministries, branches, and localities in the country.

The Regulation on coordination of statistical work and sharing of statistical information between the GSO and the NEU has 3 Chapters and 11 Articles. Specifically, Chapter 1 general provisions include 4 articles: Scope of regulation and subjects of application; Target; Rule; Request. Chapter 2 provides specific provisions including 5 articles: Coordination of document development; Coordinate the implementation of professional and professional activities; Coordinate in organizing training and scientific research; Coordinate information sharing; Information sharing methods. Chapter 3 implementation organization includes 2 Articles: Assignment of responsibilities and terms of implementation. The objective of the Regulation is to improve the efficiency of statistical work; ensure consistency and timeliness in the use of statistical information; efficient use of resources and information available to the two Agencies; Share data and statistical information to better serve research, teaching, management, and administration; Implement the Vietnam Statistical Development Strategy for the period of 2021-2030, with a vision to 2045.

Director General Nguyen Thi Huong believes that the cooperation between the NEU and the GSO will become more and more effective

Speaking at the Signing Ceremony, on behalf of GSO, General Director Nguyen Thi Huong sent wishes of health, enthusiasm, and success to the teachers of the NEU in their teaching and research careers. In order for the Regulations to comply with regulations, and bring efficiency and benefits to the two agencies, the General Director expressed her wish that the Leaders, Schools, and Teachers will direct and closely coordinate with GSO in the process of implementing the Regulations. In the process of using statistical information, if there is any information that is unclear or needs to be exchanged for more information, the two agencies need to exchange, discuss, and ensure that they have the same correct understanding of the statistics information published by the GSO. Director General Nguyen Thi Huong believes that the cooperation between the NEU and the GSO will become more and more effective, contributing to the scientific development and socio-economic development of the country.
