The socio-economic situation in the 9 months of 2022 of our country took place in the context that the world economic outlook had become more difficult when the military conflict between Russia and Ukraine seem no pointed end; inflation remained high, especially in Europe and the US; the trend of increasing interest rates, narrowing monetary and fiscal policies in many countries; Unusual weather changes in many continents… The World’s economic growth is forecasted to decrease by international organizations compared to previous forecasts. The World Bank forecasts global growth of only 2.8% in 2022, down from the forecast of 4.1% at the beginning of 2022. Fitch Ratings has revised down 0.5 percentage points from the reported forecast of 2.9% as of June 2022. The International Monetary Fund predicts that global growth in 2022 will reach 3.2%, 0.4 percentage points lower than the forecast in April 2022.

Domestically, with the determination to recover and develop the economy, creating momentum to fulfill the socio-economic goals of 2022 and the period of 2021-2025 according to the Resolution of the XIII Party Congress, the Government and Prime Minister have indicated directing ministries, branches and localities to drastically implement the tasks and solutions of Resolution No. 01/NQ-CP, Resolution No. 02/NQ-CP, Resolution No. 11/NQ-CP on the Recovery Program, social economic development. Macro-economy continues to remain stable, inflation was under control, and huge balances are ensured; Monetary and fiscal policies operate proactively, flexibly, and effectively. The business investment environment has improved positively, social security has been ensured, contributing to socio-economic recovery and development, and creating the trust and support of the people and the business community.

In that context, our country’s socio-economic development in the nine months of 2022 will prosper in most fields. Production and business activities in the third quarter of 2022 grew strongly, especially compared to the same period last year, when many localities across the country had to implement prolonged social distancing to prevent epidemics, especially in key economic provinces in the South. Many industries have recovered strongly and achieved higher growth rates than before the Covid-19 epidemic, such as the Processing and manufacturing industry; total retail sales of consumer goods and services; export of goods… Achievements of sectors and fields in the third quarter and nine months of 2022 are as follows:

I. ECONOMIC GROWTH

1. Gross domestic product growth rate

Gross domestic product (GDP) in the third quarter of 2022 was estimated to increase quite high at 13.67% compared to the same period last year because the third quarter of 2021 [1] was the time when the Covid-19 pandemic broke out, seriously production and business activities. Of which, the agriculture, forestry and fishery sector increased by 3.24%; the industry and construction sector increased by 12.91%; service sector increased by 18.86%. Regarding GDP use in the third quarter of 2022, final consumption increased by 10.08% over the same period last year, contributing 38.21% to the overall growth rate of the economy; accumulated assets increased by 8.7%, contributed 21.13%; exports of goods and services increased by 9.32%; imports of goods and services increased by 2.72%; the difference between import and export of goods and services contributed 40.66%.

GDP in 9 months of 2022 increased by 8.83% compared to the same period last year, the highest increase of 9 months in the period 2011-2022, production and business activities gradually regained growth momentum, the Govenment’s policies of recovery and socio-economic development have brought into effectiveness. In the general increase of the whole economy, the agriculture, forestry and fishery sector increased by 2.99%, contributing 4.04%; the industry and construction sector increased by 9.44%, contributing 41.79%; the service sector increased by 10.57%, contributing 54.17%.

In the agriculture, forestry and fishery sector, the livestock industry develops stably, timber exploitation is promoted; aquaculture production has increased quite to meet the demand for domestic consumption and export. Of which, the agricultural sector in nine months of 2022 increased by 2.43% over the same period last year, contributing 0.22 percentage points to the increase of the total added value of the whole economy; the forestry sector increased by 5.2% but accounted for a low proportionwith about 0.03 percentage points contribution; the fisheries sector increased by 4.43%, contributing 0.12 percentage points.

In the industry and construction sector, the industry tends to recover quickly with an increase of 9 months in 2022 reaching 9.63% over the same period last year, contributing 3.25 percentage points to the total growth rate. added value of the whole economy. Of which, the processing and manufacturing industry is the growth engine of the whole economy with an increase of 10.69%, only lower than the growth rate of the same period in 2011, 2017 and 2018[2], contributing 2.74 percentage points. Construction industry increased by 8.55%, contributing 0.59 percentage points.

The service sector grew strongly with a growth rate of 9 months in 2022 reaching 10.57%, the highest of 9 months in 2011-2022 [3]. The number of market service industries increased sharply, contributing much to the growth rate of total added value of the whole economy as follows: The wholesale and retail industry increased by 10.24% over the same period last year, contributing 1 percent score; the transportation and warehousing industry increased by 14.2%, contributing 0.83 percentage points; the accommodation and food service sector had the highest increase in the service sector[4] with an increase of 41.7%, contributing 0.81 percentage points; financial, banking and insurance activities increased by 9.05%, contributing 0.52 percentage points; the information and communication sector increased by 7.65%, contributing 0.5 percentage points. Particularly, the health sector and social assistance activities decreased by 2.67%, down 0.04 percentage points because the Covid-19 pandemic was under control[5].

Regarding the structure of the economy in the nine months of 2022, the agriculture, forestry and fishery sector accounted for 11.27%; industry and construction accounted for 38.69%; the service sector accounted for 41.31%; product tax minus product subsidies accounted for 8.73%.

Regarding GDP use in the nine months of 2022, final consumption increased by 7.26% over the same period in 2021, contributing 44.46% to the overall growth rate of the economy; accumulated assets increased by 5.59%, contributing 18.46%; exports of goods and services increased by 8.94%; imports of goods and services increased by 4.74%; the difference between import and export of goods and services contributed 37.08%.

2. Agriculture, forestry, and fishery

Agriculture, forestry, and fishery production in the nine months of 2022 still maintained stable growth despite being affected by erratic weather from the beginning of the second quarter of 2022, and high input prices. Production of some key perennials increased over the same period last year; livestock production developed stably; logging activities were actively implemented. Aquaculture has developed quite well due to the increase in demand and export prices of key aquatic products such as pangasius and shrimp; however, marine fishing faced many difficulties due to high fuel prices.

a) Agriculture

Spring paddy

The spring paddy crop in 2022 reached 19.98 million tons, a decrease of 649 thousand tons compared to the spring crop in 2021due to the reduction of sown area to switch to non-agricultural land for urbanization and to other crops, perennial crops or switch to aquaculture for higher economic efficiency; yield reached 67.2 quintals/ha, down 1.5 quintals/ha compared to the previous year’s spring crop because of high prices of fertilizers and pesticides, so famers reduced used volume.

Winter paddy

As of mid-September, the cultivated area of ​​winter paddy nationwide reached 1,505.3 thousand hectares, equaling 100.2% of the same period last year, of which the northern provinces reached 1,023.8 thousand hectares, equaling 98.3%, the southern provinces reached 481.5 thousand hectares, equaling 104.3%. This year the cultivated area of ​​winter paddy in the North was lower than that of the same period last year, because the economic efficiency from paddy cultivation is not high, so farmer reduce the planting area. Some localities had a decrease in the cultivated area compared to the same period last year: Nghe An decreased by 4.6 thousand hectares; Ha Noi reduced 3.1 thousand ha; Thanh Hoa decreased by 1.6 thousand hectares; Hung Yen decreased by 1.4 thousand ha; Ha Nam reduced by 1.1 thousand hectares. Currently, in the northern localities, paddy is making flowers, and some early paddy is in the stage of firming and ripening; Southern localities continue to sow.

Summer-autumn paddy

The country’s summer-autumn rice crop this year cultivated 1,915.6 thousand hectares, down 38.6 thousand hectares compared to the previous year’s summer-autumn crop, of which in the Mekong River Delta decreased was 32.9 thousand hectares due to input costs increased, so farmers reduced the inefficient, low-yielding area converted to fruit trees, grass cultivation or to aquaculture for higher economic efficiency.

As of September 15, 2022, localities have harvested 1,830.1 thousand hectares of summer-autumn paddy, accounting for 95.5% of the cultivated area and equaling 100.3% of the same period last year, of which the Delta Mekong River harvested 1,440.7 thousand hectares, accounting for 97.6% and equaling 100.6%. According to local reports, the country’s summer-autumn rice yield was estimated at 56.4 quintals/ha, down 0.6 quintals/ha compared to the summer-autumn crop in 2021; production reached 10.8 million tons, down 340 thousand tons.

Autumn-winter paddy

By mid-September, the Mekong Delta had planted 574 thousand hectares of autumn-winter paddy, equaling 93.7% of the same period last year due to heavy rains, so farmers let the land rest and opened fields to receive alluvium for the upcoming spring crop 2022-2023. The Agriculture sector has directed localities to promote mechanization, synchronously apply technical and advanced farming processes to reduce production costs; monitor the weather situation, pests and diseases; encourage farmers to use high-quality rice varieties.

Other annual crops

Along with paddy cultivation, localities across the country are planting other crops. Most of the cultivated area decreased compared to the same period last year due to unfavorable weather, inundation in many areas along with economic efficiency from such as corn, sweet potato, and peanuts not high, so farmers reduce area.

The total area of ​​perennial plants in 9 months of 2022 was estimated at 3,656.2 thousand hectares, up 1.2% over the same period last year, of which industrial plants reached 2,198.3 thousand hectares, up 0.8%; fruit trees reached 1,162.6 thousand ha, up 2.3%.

The production of some major industrial crops in the 9 months of 2022 increased over the same period last year, of which: Tea reached 891.9 thousand tons, up 0.7%; rubber reached 841.3 thousand tons, up 3.2%; pepper reached 267.6 thousand tons, up 0.5%. The production of some fruit trees has increased quite well: Bananas reached 1,832.5 thousand tons, up 4.7% over the same period last year; oranges reached 989.6 thousand tons, up 10.1%; mango reached 812.4 thousand tons, up 3.3%; longan reached 531.7 thousand tons, up 3.5%; pomelo reached 527.8 thousand tons, up 6%. Particularly, dragon fruit reached 701.1 thousand tons, down 9.6% due to the reduced price and low export volume, so farmer did not take care; old dragon fruit age have not replanted them.

Livestock

Cattle and buffalo husbandry has developed stably, and LSD was gradually controlled, but the risk of recurrence is still high. Local authorities and specialized agencies still need to continue to implement solutions for disease prevention, vaccination; monitor, promptly handle newly arising outbreaks; strictly handle cases of illegal transportation, and trading of buffaloes and cows of unknown origin.

 Pig and poultry production recovered due to the well-controlled disease, breeders were proactive in breeding stock and the market demand increased. However, the livestock industry still faced difficulties due to high feed prices, especially for small-scale farmers. Farmers need to take advantage of available raw materials to partially replace industrial food, and at the same time, it is necessary to continue to promote the supply chain from farm to meal.

As of September 23, 2022, the whole country has no longer avian flu and foot-and-mouth disease; LSD was still in Quang Ngai, Dak Lak, Dak Nong, Tien Giang and African swine fever was reported in 20 localities for less than 21 days.

b) Forestry

Forest production in the third quarter of 2022 had many advantages for planting and taking care of forests; logging activities has promoted due to increased demand for raw materials. In the third quarter, the area of ​​concentrated newly planted forest nationwide was estimated at 71.3 thousand hectares, up 5% over the same period last year; the number of scattered forest trees reached 23.5 million trees, up 4.1%; firewood production reached 4.4 million ste, up 0.2%; timber production reached 5,216.6 thous. m3, up 6.6%. The production of timber increased sharply compared to the same period last year due to it was the age for the forest to be exploited, the price of timber increased and the demand for raw wood for processing factories was restored.

Generally, in the 9 months of 2022, the area of ​​concentrated newly planted forest nationwide was estimated at 191.2 thousand hectares, up 4.1% over the same period last year; the number of scattered forest trees reached 70.4 million trees, up 5.4%; timber production reached 13.7 million m3, up 6.2%; firewood production reached 13.9 million ste, up 0.5%.

In the third quarter, the whole country had 276.5 hectares of forest damaged, down 77.1% over the same period last year, including: The burned forest area was 1.4 hectares, down 99.9%; the area of forest cleared was 275.1 hectares, an increase of 4.3%. In the 9 months of 2022[6], the damaged forest area was 887.9 hectares, down 62.2% over the same period last year, including: The burnt forest area was 24.5 hectares, down 98.3%; the area of forest cleared was 863.4 hectares, down 1.6%.

c) Fishery

Fishery production in the third quarter was estimated at 2.406 thousand tons, up 2.8% over the same period last year, including fish reached 1.706.8 thousand tons, up 2.2%; shrimp reached 366.6 thousand tons, up 8%; other fishery products reached 332.6 thousand tons, up 0.8%. Generally, in the 9 months of 2022, fishery production was estimated at 6.602.8 thousand tons, up 2.6% over the same period last year, including fish reached 4.751.2 thousand tons, up 1.9%; shrimp reached 886.6 thousand tons, up 8.8%; other fishery products reached 965 thousand tons, up 1.1%.

Aquaculture production in the third quarter was estimated at 1,343.5 thousand tons, up 6.9% over the same period last year, of which, fish reached 862.8 thousand tons, up 6.5%; shrimp reached 329.2 thousand tons, up 9%. Generally, in the 9 months of 2022, aquaculture production was estimated at 3,611.2 thousand tons, up 7.2% over the same period last year, including fish reached 2,415.6 thousand tons, up 6.5%; shrimp reached 777.6 thousand tons, up 10.4%; other fishery products reached 418 thousand tons, up 5.5%.

Pangasius farming has grown quite well due to the increase in the price of raw pangasius in the Mekong Delta in recent months[7]  and the high demand in the world market[8]. Pangasius output in the third quarter of 2022 was estimated at 367 thousand tons, up 10.1% over the same period; in the 9 months, it reached 1,139.5 thousand tons, up 10.9%.

The price of farmed shrimp was high and maintained at a stable level, farmers are profitable, and the application of high technology in vannamei shrimp farming still brings high economic efficiency. Black tiger shrimp production in the third quarter of 2022 reached 84.2 thousand tons, up 2.3% over the same period last year; vannamei shrimp production reached 233.3 thousand tons, up 10.9%. In the 9 months of 2022, the output of black tiger shrimp reached 202.1 thousand tons, up 2.4% over the same period last year; vannamei shrimp production reached 533 thousand tons, up 14.3%.

Catch fishery production in the third quarter was estimated at 1,062.5 thousand tons, down 1.9% over the same period last year, of which, fish reached 844 thousand tons, down 1.8%; shrimp reached 37.4 thousand tons, down 0.8%. Generally, in the 9 months of 2022, catch fishery output was estimated at 2,991.6 thousand tons, down 2.4% over the same period last year, including fish reached 2,335.6 thousand tons, down 2.5%; shrimp reached 109 thousand tons, down 1.1%; other fishery products reached 547 thousand tons, down 2.1%. Due to the high price of fuel and unfavorable fishing grounds weather due to the influence of storms and tropical depressions, so fishermen limit going to sea or letting their ships lie on the shore. In 9 months, marine fishery production reached 2,850.1 thousand tons, down 2.5% over the same period last year, of which, fish reached 2,240.1 thousand tons, down 2.6%; shrimp reached 98.8 thousand tons, down 1.3%.

3. Industrial production

Industrial production in the third quarter of 2022 grew quite well because the production and business activities of enterprises were maintained and gradually recovered, the growth rate of value added was estimated at 12.12% over the same period last year[9]. In the nine months of 2022, the value added of the industry increased by 9.63% over the same period last year, of which the manufacturing industry increased by 10.69%.

The value added of the whole industry in the nine months of 2022 was estimated to increase by 9.63% over the same period last year (up 7.16% in the first quarter; 9.51% in the second quarter; 12.12% in the third quarter). Of which, the manufacturing industry increased by 10.69% (in the first quarter up 7.85%; in the second quarter up 11.07%; in the third quarter up 13.02%), contributing 2.74 percentage points to the increase of total value added of the whole economy; Electricity, gas, steam and air conditioning supply increased by 7.71%, contributed 0.31 percentage points; the Water supply; sewerage, waste management and remediation activities increased by 7.03%, contributing 0.04 percentage points; the mining and quarrying increased by 4.42%, contributing 0.15 percentage points to the overall increase.

Industrial index of production in 9 months of 2022 of a number of 2- digit key increased sharply compared to the same period last year: Manufacture of beverages (31.9%); Manufacture of wearing apparel (22.5%); manufacture of leather and related products (20.4%); Manufacture of pharmaceuticals, medicinal chemical and botanical products (18.3%); Manufacture of machinery and equipment n.e.c (17.3%); Manufacture of wood and of products of wood and cork (16.4%); Manufacture of electrical equipment (14.9%); Manufacture of other transport equipment, and Manufacture of tobacco products (both increased by 11.4%). In the opposite direction, the IIP index of some industries decreased: Manufacture of rubber and plastic products (-5.4%); Manufacture of basic metals (-0.8%).

 Industrial production index in 9 months of 2022 compared to the same period last year increased in 61 localities and decreased in 02 localities across the country. Some localities with IIP index achieved a relatively high increase due to the manufacturing; electricity distribution industry increased[10]. In the opposite direction, some localities have low or low IIP index increase because the manufacturing industry has not regained the high growth momentum as before the pandemic; Mining and electricity production and distribution industry increase or decrease [11].

Some key industrial products in the first 9 months of 2022 increased sharply compared to the same period last year : Beer increased by 35.8%; processed fishery products increased by 20.4%; phone accessories increased by 17.3%; automobiles increased by 16.5%; bar steel and corners increased by 15.4%; clothes increased by 13.2%; cigarettes increased by 11.4%; Leather footwear increased by 10.2%; chemical paint increased by 10.1%; Monosodium glutamate increased by 9.6%. In the opposite direction, a number of products decreased compared to the same period last year: Steel tron, crude decreased by 13.7%; mobile phones fell 5.8%; NPK mixed fertilizer decreased by 4.1%; Aquatic feed decreased by 3.3%; Textile fabric from polyester or artificial yarn decreased by 3.1%; Liquidized gas (LPG) down 2.5%; televisions of all kinds decreased by 1.8%; Extracted crude oil decreased by 0.6%.

Consumption index of the entire manufacturing industry in September 2022 increased by 2.3% compared to the previous month and increased by 8.8% over the same period last year. In nine months of 2022, the consumption index of the entire manufacturing industry increased by 9.7% over the same period in 2021 (in the same period in 2021 increased by 2.8%).

The inventory index of the manufacturing industry was estimated as of September 30, 2022, up 7.3% over the same period last month and up 13.4% over the same period last year (the previous year increased by 28.2%). The average inventory rate of the whole manufacturing industry in 9 months of 2022 was 76.4% (average of 9 months in 2021 was 81.1%).

The number of employees working in industrial enterprises as of September 1, 2022 increased by 1.1% over the same period last month and 21.8% over the same period last year. In which: State-owned enterprises increased by 0.1% and decreased by 6.5%; non-state enterprises increased by 0.5% and 17.4%; foreign-invested enterprises increased by 1.4% and 25.8%. By industry, the number of employees working in mining and quarrying enterprises increased by 0.1% over the same period last month and by 2.5% over the same period last year; manufacturing increased by 1.2% and 23.5%; Electricity, gas, steam and air conditioning supply remained unchanged and increased by 2.2%; Water supply; sewerage, waste management and remediation activities activities increased by 0.2% and by 5.5%.

4. Enterprise activities

The number of registered enterprises for new establishment and returning to operation in the nine months of 2022 reached 163.3 thousand enterprises, up 38.6% over the same period last year. The total registered capital added to the economy in the nine months of this year was 3,908.2 trillion VND, up 36% over the same period last year. The number of enterprises withdrawing from the market was 112.7 thousand enterprises, an increase of 24.8% compared to the nine months of 2021. The results of the business tendency survey of the manufacturing enterprises in the third quarter of 2022 showed a positive assessment when 82,6% of enterprises identified their production and business activities in the fourth quarter of 2021 compared to the third quarter of 2021 could be better and stable.

a) Enterprise registration status [12]

In September 2021, the whole country had 11,466 newly established enterprises with registered capital were 136 trillion VND and a total number of registered employees of 61.9 thousand employees, a decrease of 3,8% in the number of enterprises, up 4.5% in the registered capital and a decrease of 17.7% in the number of employees compared to last month; compared to the same period 2021; compared to the same period 2021, 194.1% increase in the number of enterprises, a decrease of 117.9% in the registered capital and up 24.1% in the number of employees. The average registered capital of a newly established enterprise reached 11.9 billion VND, an increase of 8.6% compared to last month, and a decrease of 25.9% compared to the same period in 2021. In September, there were 5,118 re-operated enterprises in the whole country, which decreased by 20.7% compared to the previous month and up 54.3% compared to the same period in 2021.

Generally, in the 9 months of this year, the whole country had 112.8 thousand newly registered enterprises with a total registered capital of 1,272.3 trillion VND and a total number of registered employees of 758.1 thousand employees, up 31.9% in the number of enterprises, an increase of 6.4% in number the registered capital and an increase of 16.8% in the number of employees compared to the same period last year. The average registered capital of a newly established enterprise in 9 months achieved 11.3 billion VND, down 19.4% compared to the same period last year. If including 2,635.9 trillion VND of the additionally registered capital of nearly 38.7 thousand enterprises that recorded an upward adjustment of capital, the total additional registered capital in the economy in 9 months of this year was 3,908.2 trillion VND, down 36% compared to the same period last year. Besides, there were 50.5 thousand re-operated enterprises, an increase of 56.1% over the same period last year, bringing the total number of newly registered enterprises and re-operated enterprises in 9 months this year to 163.3 thousand enterprises, an increase of 38.6%. The average every month had 18.1 thousand newly established and re-operated enterprises.

By economic sector in 9 months, there were 1,543 newly-established enterprises in the agriculture, forestry, and fishery sector, up 5.3% compared to the same period in 2021; 27.9 thousand enterprises in the industry and construction sector, increased by 20.8%; 83.3 thousand enterprises in the service sector, increased by 36.8%.

In September 2022, 2,935 enterprises ceased for a certain time, a decrease of 21.9% compared to last month and an increase of 31% compared to the same period 2021; 4,187 enterprises temporarily ceased and awaited dissolution procedures, a decrease of 6% and an increase of 66.9%; 1,516 enterprises completed dissolution procedures, a decrease of 22.4% and an increase of 150.2%.

In 9 months this year, there were 62.5 thousand enterprises temporarily ceased for a certain time, an increase of 38.7% compared to the same period last year; 36.3 thousand enterprises temporarily ceased and awaited dissolution procedures, a climb up 12.1%; 13.8 thousand enterprises completed dissolution procedures, an increase of 8%. On average, 12.5 thousand businesses withdraw from the market every month.

 b) Business trends of the enterprises

Results of the business tendency survey of manufacturing enterprises in the third quarter of 2022 showed that: 38.6% of enterprises assessed that the business production situation was better than the second quarter of 2022; 36.0% of enterprises said that the business production situation was stable and 25.4% of enterprises faced difficulties[13]. For the expected outcome of the fourth quarter of 2022, 48.7% of enterprises presented that the tendency would get better than the third quarter of 2022; 33.9% of enterprises said that business production situation would be stable and 17.4% said it would be more difficult. In which, the non-state sector was the most optimistic, 83.6% of enterprises forecasted a better business production situation and expected to remain stable in the fourth quarter of 2022 compared to the previous quarter; these rates in the FDI enterprises and the State-owned enterprises were 80.9% và 79.1% respectively.

Regarding production volume, 39.1% of enterprises pointed out the production volume in the third quarter of 2022 increased compared to the previous quarter; 35.3% of enterprises reported that the production volume would be stable and 25.6% enterprises considered reduced[14]. For the trend in the fourth quarter of 2021, 46.8% of enterprises forecasted an increase in the production volume; 36.2% of enterprises predicted stability and 17% of enterprises forecasted a decrease.

Regarding orders for goods, 35% of enterprises had more orders in the third quarter of 2022 than the previous quarter; 39% of enterprises had stable orders and 26% of enterprises recorded a decrease in orders[15]. About trend in the fourth quarter, 2022 over the previous quarter, 44.5% of enterprises expected an increase in orders; 38% of enterprises expected to have stable orders and 17.5% of enterprises expected a decrease.

Regarding export orders, 26.9% of enterprises confirmed more export orders in the third quarter of 2022 than the previous quarter; 45.1% of enterprises experienced stable export orders and 28% of enterprises with a decrease in new orders. About trend in the fourth quarter of 2022 over the previous quarter, 37.1% of enterprises expected to have an increase in export orders; 44.9% of enterprises expected to be stable and and 18% of enterprises expected to decrease.

5. Service activities

a) Retail sales of consumer goods and services

Trade and service activities in September recovered and developed positively with total retail sales of consumer goods and services estimated to increase by 2.9% over the previous month and by 36.1% over the same period last year. In nine months of 2022, the total retail sales of consumer goods and services is estimated to increase by 21% over the same period last year, of which the first quarter increased by 5%, the second quarter increased by 20.1%, and the third quarter increased by 41.7%.

Total retail sales of consumer goods and services in September was estimated at 493.1 trillion VND, up 2.9% over the previous month and up 36.1% over the same period last year, reaching the scale in 2019 – the year without the Covid-19 epidemic[16]. In the third quarter of 2022, the total retail sales of consumer goods and services was estimated at 1,450.4 trillion VND, up 3.8% compared to the previous quarter and 41.7% over the same period last year. Generally, for nine months of 2022, the total retail sales of consumer goods and services were estimated at 4,170.2 trillion VND, up 21% over the same period last year (down 5% in the same period in 2021), if excluding the price factor, up 16.8% (the same period in 2021 decreased by 6.6%).

Total retail sales of consumer goods and services in nine months of 2022 had a larger scale and growth rate than the same period in many years and an increase of 14.2% compared to 9 months of 2019 – the year before the outbreak of Covid-19. However, total retail sales of consumer goods and services in nine months of 2022 is estimated at only 84% in normal conditions not affected by the Covid-19 epidemic.

Retail sales of goods in nine months of 2022 were estimated at 3,300 trillion VND, up 15.8% over the same period last year[17] (if excluding the price factor, it was an increase of 11.6%), mainly due to low revenue in the same period last year due to the impact of the Covid-19 epidemic. In which, the group of cultural and educational products increased by 25.9%; garments increased by 16.6%; means of transport (except for cars) increased by 15.3%; food and foodstuffs increased by 11.4%; household appliances, tools and equipment increased by 6.9%. Retail sales of goods in 9 months of this year recovered positively with a revenue increase of 19% over the same period in 2019. Retail sales of goods in 9 months of 2022 compared to the same period last year of some localities are as follows: Khanh Hoa increased by 60.8%; Ho Chi Minh City increased by 57.2%, Binh Duong by 43.0%; Can Tho increased by 41.1%; Ha Noi increased by 40.4%; Da Nang increased by 39.5%; Hai Phong increased by 31.2%; Quang Ninh increased by 27.3%

Revenue from accommodation and food services in nine months of 2022 was estimated at 430.9 trillion VND, up 54.7% over the same period last year due to the high demand for entertainment and tourism of the people during the summer[18]. However, the revenue of accommodation and food services in 9 months of this year is only 97.8% compared to the same period in 2019. The revenue of 9 months in 2022 compared to the same period last year of some localities is as follows: Can Tho increased by 122.5%; Ho Chi Minh City increased by 100.2%; Ha Noi increased by 92.4%; Quang Ninh increased by 84.7%; Da Nang increased by 84.0%; Dong Nai increased by 55.5%; Binh Duong increased by 48.7%.

Tourism revenue in 9 months of 2022 was estimated at 18.2 trillion VND, 3.9 times higher than the same period last year due to the strong recovery of tourism activities[19], especially domestic tourism. However, the tourism revenue in nine months of this year was only 55.9% compared to the same period in 2019. The revenue of some localities in nine months of 2022 compared to the same period last year is as follows: Can Tho increased by 766.8%; Da Nang increased by 634.7%; Ha Noi increased by 386.3%; Hai Phong increased by 277%; Ho Chi Minh City increased by 151.9%; Quang Ninh increased by 90.3%.

Other service revenue in 9 months of 2022 was estimated at 421.1 trillion VND, up 34.5% over the same period last year[20]. Specifically, the 9-month increase over the same period last year of some localities is as follows: Da Nang increased by 85.8%; Can Tho increased by 55%; Thanh Hoa increased by 31.6%; Ha Noi increased by 30.9%; Ho Chi Minh City increased by 23.8%; Binh Duong increased by 19.8%; Hai Phong increased by 14.6%.

b) Transport

Transport activities in September continued to grow strongly in both passenger and freight transport. In which, passenger carried was 3.9 times higher and passenger traffic was 5.7 times higher than the same period last year; freight transport increased by 52.6% in terms of carried and 60.4% in traffic.

In the third quarter of 2022, passenger carried was 3.9 times higher and 5.3 times higher in passenger traffic compared to the same period last year; freight transportation increased by 65.5% and 63.7%, respectively. In 9 months of 2022, passenger carried  increased by 40.7% and passenger traffic increased by 59.4% over the same period last year; freight carried increased by 24.4% and passenger traffic increased by 31% over the same period last year.

Passenger carried in September was estimated at 323.3 million passengers, up 1.1% over the previous month and passenger traffic was 14.4 billion passengers-kilometers, up 2.1%. In nine months of 2022, passenger carried was estimated at 2,842.3 million passengers, up 40.7% over the same period last year (23.7% in the same period in 2021) and passenger traffic was 132 billion passengers.km, increased by 59.4% (in the same period last year, it decreased by 30.8%). In which, domestic transport reached 2,839.3 million passengers, up 40.6% over the same period last year and 122.6 billion passengers-kilometers, up 48.7%; Overseas transport reached 3 million passengers, 32.7 times higher and 9.4 billion passengers-kilometers, 29 times higher than the same period last year. Although passenger transport has prospered, the passenger carried in nine months of this year only equaled 75.5% in Carried and 71.5% in traffic compared to the same period in 2019.

 Freight transport in September was estimated at 182.2 million tons of freight carried, up 1.3% from the previous month and 39.1 billion tons.km of freight traffic, up 0.6%. Generally, for nine months of 2022, freight transport is estimated at 1,492.7 million tons of freight carried, up 24.4% over the same period last year (down 5.2% in the same period in 2021) and 318, 1 billion tons.km of freight traffic, an increase of 31% (the same period last year decreased by 0.3%). In which, domestic transport reached 1,460.3 million tons of freight carried, up 24.3% and 193 billion tons.km of freight traffic, up 48%; Overseas transport reached 32.4 million tons of freight carried, up 29.1% and 125.1 billion tons.km of freight traffic, up 11.2%. Enterprises went into stable operation, import and export continued to prosper, so the demand for domestic and foreign goods transportation in the nine months of 2022 increased sharply compared to the same period in previous years[21].

c) Telecommunications

­­­­ Telecommunications revenue in the third quarter of 2022 was estimated at 79.9 trillion VND, up 8.1% over the same period last year (if excluding the price factor, it increased by 7.8%). In nine months of 2022, telecommunications revenue was estimated at 248.5 trillion VND, up 7.1% over the same period last year (if excluding the price factor, it increased by 6.6%).

The total number of telephone subscribers at the end of September 2022 was estimated at 129.2 million subscribers, up 1.7% over the same period last year, of which the number of mobile subscribers was 126.6 million subscribers, up 2.3%. The number of subscribers accessing fixed broadband internet at the end of September was estimated at 20.9 million subscribers, up 12.2% over the same period last year, of which subscribers accessing via fiber optic system ( FTTH) and private channel rental tend to increase rapidly; subscribers via cable television system (CATV) and via xDSL continue to decrease.

d) International visitors to Viet Nam[22]

International visitors to Viet Nam[23] in September reached 431.9 thousand arrivals, down 11.2% compared to the previous month and 45.4 times higher than the same period last year because Viet Nam has opened tourism, international routes was restored. In nine months of 2022, international visitors to our country reached 1,872.9 thousand arrivals, 16.4 times higher than the same period last year but still down 85.4% compared to the same period in 2019, the year without Covid-19.

Out of a total of nearly 1,872.9 thousand international arrivals to Viet Nam in nine months of this year, arrivals by air reached 1,659.9 thousand arrivals, accounting for 88.6% of international arrivals to Viet Nam and 22 times higher than  the same period last year; by road reached 212.5 thousand turns of people, accounting for more than 11.3% and 5.5 times higher; by sea reached 494 arrivals, accounting for 0.03% and increasing by 24.1%.

I. MACROECONOMIC STABILITY, INFLATION CONTROL

1. Banking, insurance, and securities activities

Credit growth was quite good, positively supporting economic growth in nine months of 2022. The insurance business is stable, ensuring the interests of beneficiaries. The stock market was affected by the global stock market when many countries implemented tight monetary policies, of which the stock market capitalization as of September 16, 2022 decreased by 17.1% compared to the end of 2021.

As of September 20, 2022, the total liquidity increased by 2.49% compared to the end of 2021 (in the same period of 2021 increased by 4.95%); capital mobilization from credit institutions increased by 4.04% (in the same period in 2021 increased by 4.28%); credit growth of the economy reached 10.54% (in the same period of 2021 increased by 7.17%).

In the trend of international inflation continued to be high and the US Federal Reserve (Fed) decided to raise interest rates for the fifth time this year by 0.75% on 22/9/2022, the State Bank of Vietnam adjusted interest rates to continue implementing measures to contribute to controlling inflation, stabilizing the macro-economy, supporting economic recovery, ensuring the safety of banking operations. Accordingly, the refinancing interest rate increased from 4.0%/year to 5.0%/year;  discount rate from 2.5%/year to 3.5%/year; interest rates for overnight loans in interbank electronic payments and loans to cover capital shortfalls in clearing payments of the State Bank of Vietnam for credit institutions from 5.0%/year to 6, 0%/year. At the same time, the maximum interest rate applicable to demand deposits and deposits with a term of less than 1 month increased from 0.2%/year to 0.5%/year; for term deposits from 1 month to less than 6 months, from 4.0%/year to 5.0%/year. Particularly, the maximum interest rate for deposits in Vietnam Dong at People’s Credit Funds and Microfinance Institutions is from 4.5%/year to 5.5%/year.

The foreign currency market remained stable, the USD/VND exchange rate moved flexibly and under control, in line with market conditions, macroeconomic and monetary balance. Market liquidity is still basically guaranteed. Payment activities in the economy took place safely and effectively, the legal framework for payment activities continued to be perfected, and non-cash payments were promoted.

The insurance market continued to achieve stable growth. Total premium revenue of the whole insurance market in the third quarter of 2022 was estimated to increase by 18% over the same period last year, of which, the life insurance sector was estimated to increase by 19%; The non-life insurance sector is estimated to increase by 15%. Generally, for nine months of 2022, the total premium revenue of the entire insurance market was estimated to increase by 17% over the same period last year, of which the premium revenue of the life insurance is estimated to increase by 17%, the non-life insurance sector by 18%. This is a positive growth rate of the non-life insurance sector and tends to be maintained, increasing higher when the economy recovers.

The military conflict between Russia and Ukraine has negatively affected the world stock market, some countries have applied tight monetary policy to cope with high inflation, which has affected the Viet Nam stock market in 9 months of 2022.

On the stock market, as of 27/9/2022, the VNIndex reached 1,166.54 points, down 8.9% compared to the end of last month and down 22.14% compared to the end of 2021.

As of September 16, 2022, the stock market capitalization reached 6,437 trillion VND, down 17.1% compared to the end of 2021. In September 2022, the average trading value reached VND 16,394 billion/session, down 12% from the previous month. In 9 months of 2022, the average transaction value reached 22,743 billion VND/session, down 14.5% compared to the previous year’s average.

Currently, 753 listed stocks and fund certificates; 858 shares registered for trading on UPCoM with the total value of listing and registered trading reached VND 1,901 trillion VND, an increase of 9.32% compared to the end of 2021.

On the bond market, as of September 16, 2022, the average trading value reached VND 6,987 billion/session, up 13% compared to the previous month; In the first nine months of 2022, the average transaction value reached VND 9,326 billion/session, down 18.2% compared to the average in 2021.

The bond market currently has 440 listed bond codes with a listed value of more than VND 1,687 trillion, up 7.1% compared to the end of 2021.

On the derivatives market , as of 16/9/2022, the average trading volume of futures products on the VN30 index reached 215,090 contracts/session, up 10% from the previous month; in 9 months of 2022 reaching 210,910 contracts/session, up 12% compared to the previous year’s average.

In September 2022, the average trading volume of covered warrants reached 31.1 million warrants/session, down 2% from the previous month; average trading value reached 16.78 billion VND/session, down 19%. In 9 months of 2022, the trading volume reached 30.4 million rights/session, up 43% compared to the average in 2021 and the transaction value reached VND 26.28 billion VND/session, down 63%.

2. Development investment

Realized social investment capital in 9 months or 2022 at current prices was estimated at 2,130.3 trillion VND, up 12.5% ​​over the same period last year, this increase reflects the strong recovery of business activities, manufacturing business. Of which, foreign direct investment capital realized in Vietnam reached 15.4 billion USD, up 16.3% over the same period, reaching the highest level in 9 months of the years from 2018 to 2022.

Realized social investment capital in the third quarter of 2022 at current prices was estimated at 833.8 trillion VND, up 18.1% over the same period last year, including State capital was estimated at 216.5 trillion VND, up 27.8%; the non-State sector reached 491.2 trillion VND,It was estimated that in 9 months of 2022, the realized investment capital of the whole society at current prices reached 2,130.3 trillion VND, up 12.5% ​​over the same period last year, including State capital reached 544,9 trillion VND, accounting for 25.6% of the total capital and increasing by 16.1% over the same period last year; non-state sector reached 1,227.1 trillion VND, equaling 57.6% and increasing by 10%; the foreign direct investment sector reached 358.3 trillion VND, equaling 16.8% and increasing by 16.3%.

In the realized capital of the State sector in the nine months of 2022,  the State budget capital was estimated at 334,5 trillion VND, equaling 58.7% of the year plan and up 19.6% compared to the same period last year (the same period in 2021 was equal to 55.7% and decreased by 5.7%). According to the management level, the central capital reached 59.5 trillion VND, equaling 53.5% of the year plan and up 19.8% over the same period last year; the local capital was 275 trillion VND, equaling 59.9% and up 19.5%. In the local capital, the state budget capital at the provincial level reached 180.6 trillion VND, equaling 56.8% and up 16.4%; at the district level reached 81.2 trillion VND, equaling 66% and increasing by 29%; at the commune level reached 13.2 trillion VND, equaling 75.5% and up 10.6%.

The foreign direct investment from the beginning of the year to 20th September 2022[24] including newly registered capital, adjust registered capital, and the total value of capital contribution and share purchases of foreign investors reached nearly 18.75 billion USD, decreased by 15.3% compared to the same period in 2021.

­­­– Newly registered capital included 1,355 newly licensed projects with a registered capital of 7.12 billion USD, up 11.8% compared to the same period last year in the number of projects and a decrease of 43% of registered capital; of which, processing and manufacturing industry attracted the 1st foreign direct investor with the registered capital of newly licensed projects reaching 4.87 billion USD, accounting for 68.4% of the total newly registered capital; real estate business reached 1.23 billion USD, accounting for 17.2%, the remaining industries reached 1.02 billion USD, accounting for 14.4%.

Among 63 countries and territories having newly licensed investment projects to Vietnam in 9 months in 2022, Singapore was the largest investor with 1.45 billion USD, accounting for 20.4% of total newly registered capital; Denmark 1.32 billion USD, accounting for 18.5%; Japan 927.5 million USD, accounting for 13%; South Korea 749.1 million USD, accounting for 10.5%; China 735.3 million USD, accounting for 10.3%; Hong Kong 611.4 million USD, accounting for 8.6%.

– Adjust registered capital included 769 turns of projects which were licensed in the previous years registered to adjust investment capital with the additional capital of 8.35 billion USD, which increased by 29.9% compared to the same previous of last year.

If including additional newly registered capital and adjusting registered capital of licensed projects in previous years, foreign direct investment capital in the processing and manufacturing industry reached 11.4 billion USD, accounting for 73.7% of the total newly registered capital and additional capital; real estate business reached 2.23 billion USD, accounting for 14.4%; the remaining industries reached 1.84 billion USD, accounting for 11.9%.

– Capital contribution and share purchases of foreign investors included 2,697 turns with a total value of the capital contribution of 3.28 billion USD, an increase of 1.9% compared to the same period last year. Of which 1,209 turns of capital contribution, share purchase caused the increase of charter capital of the enterprise with the value of contributed capital of 1.62 billion USD, and 1,488 turns of foreign investors repurchased domestic shares without increasing the charter capital with a value of 1.66 billion USD. About the form of capital contribution and share purchase by foreign investors, the investment capital in the real estate business reached 1.29 billion USD, accounting for 39.4% of the total capital contribution; the processing and manufacturing industry reached 726.3 million USD, accounting for 22.1%; the remaining industries reached 1.26 billion USD, accounting for 38.5%.

Foreign direct investment capital implemented in 9 months of 2022 reached 15.43 billion USD, an increase of 16.3% over the same period last year, this is the highest increase of the 9 months of the year in the past 5 years; of which the processing and manufacturing industry reached 12.05 billion USD, accounting for 78.1% of total realized foreign direct investment capital; real estate business activities gained 1.26 billion USD, making up 8.2%; electricity, gas, steam, and air conditioning supply recorded 1.15 billion USD, comprising of 7.5%.

Vietnam’s investment abroad in 9 months of 2022, there were 80 projects newly granted investment certificates with a total investment capital of 347.4 million USD, 2.3 times higher over the same period of last year; 15 turns of projects adjusted capital with adjusted capital added 50.9 million USD, a decrease of 87.9%.

Generally, the total investment capital of Vietnam abroad (newly and additionally licensed capital) reached 398.3 million USD, a decrease of 30.4% over the same period last year, in which the processing and manufacturing industry 219.7 million USD, making up 55.2%;the financial, banking insurance activities reached 35.3 million USD, making up 8.9%; mining activities 35.2 million USD, making up 8.8%.

In 9 months of 2022, 24 countries and territories received investment from Vietnam, of which Laos was the leading country with 66.4 million USD, making up 16.7%; Singapore 41.5 million USD, making up 10.4%; United States 38.2 million USD, making up 9.6%; Germany, Netherland, France also reached 34.7 million USD at the same time, making up 8.7%.

3. State budget revenue and expenditure [25]

State budget revenue in the nine months of 2022 was estimated to increase by 22% over the same period last year. State budget expenditure was estimated to increase by 5.4% over the same period in 2021, ensuring the needs of socio-economic development, defense, security, state management, payment of due debts as well as timely payment to subjects according to regulations.

State budget revenue:

Total state budget revenue in September 2022 was estimated at 94.8 trillion VND. The accumulated total state budget revenue in 9 months of 2022 reached 1,327.3 trillion VND, equaling 94% of the year estimate and increasing 22% over the same period last year. Some of the main revenues are as follows:

– Domestic revenue in September 2022 was estimated at 71.3 trillion VND. Accumulated 9 months of 2022 reached 1,045.8 trillion VND, equaling 88.9% of the year estimate and up 18.8% over the same period last year .

– Revenue from crude oil in September 2022 was estimated at 7 trillion VND; accumulated 9 months of 2022 reached 60.1 trillion VND, 2.1 times higher than the yearly estimate and up 103.5% over the same period last year .

– Budget balance revenue from import and export activities in September 2022 was estimated at 16.5 trillion VND; accumulated 9 months of 2022 reached 216.5 trillion VND, equaling 108.8% of the year estimate and increasing 22.1% over the same period last year .

State budget expenditure:

Total state budget expenditure in September 2022 was estimated at 132.7 trillion VND; accumulated 9 months of 2022 was estimated at 1,086.3 trillion VND, equaling 60.9% of the year estimate and increasing by 5.4% over the same period last year. Of which, the regular expenditure in 9 months of 2022 reached 758.8 trillion VND, equaling 68.3% of the yearly estimate and increasing by 4.6% over the same period last year; development investment expenditure reached 253.1 trillion VND, equaling 48.1% and increasing by 15.8%; interest payment was 72.6 trillion VND, equaling 70% and decreased by 9.1%.

4. Export and import of goods and services

a) Export and import of goods [26]

Total export and import turnover of goods in September 2022 was estimated at 58.74 billion USD, down 11% over the previous month and up 8.4% over the same period last year. Generally, in 9 months, total import-export turnover was estimated at 558.52 billion USD, which rose by 15.1% over the same period last year, of which export turnover increased by 17.3%; import turnover increased by 13%[27]. The trade balance of goods in 9 months of 2022 was estimated to have a trade surplus of 6.52 billion USD

Export of goods

Export turnover in August 2022 reached 34.92 billion USD, 1.538 million USD higher than the estimated figure.

Export turnover in September 2022 was estimated at 29.94 billion USD, decreased by 14.3% over the previous month, of which the domestic economic sector gained 7.57 billion USD, a decrease by 11.9%; the FDI sector (including crude oil) reached 22.37 billion USD, decreased by 15%. Compared to the same period last year, export turnover of goods in September rose by 10.3%, of which the domestic economic sector increased by 7.4%, and the FDI sector (including crude oil) increased by 11.4%.

In the third quarter of 2022, export turnover reached 96.5 billion USD, grew by 17.2% over the same period in 2021, and was down 0.5% compared to the second quarter of this year.

Generally, in nine months of 2022, the export turnover was estimated at 282.52 billion USD, which rose by 17.3% over the same period in 2021, of which, the domestic economic sector was 73.22 billion USD, went up 16.4%, accounting for 25.9% of total export turnover; the FDI sector (including crude oil) attained 209.3 billion USD, increased by 17.6%, sharing 74.1%.

In nine months of 2022, there were 32 products with an export turnover of over 1 billion USD, contributing 92.8% to the total export turnover (6 products with export turnover of over 10 billion USD, accounting for 63.9%).

Regarding the structure of export products in 9 months of 2022, fuel and mineral products accounted for 1.4%, up 0.3 percentage points over the same period last year; processed industrial products accounted for 89%, down 0.1 percentage points; agricultural and forestry products accounted for 6.6%, down 0.6 percentage point; aquatic products accounted for 3%, up 0.4 percentage points.

Import of goods

Import turnover of goods in August 2022 reached 31.06 billion USD, 99 million USD higher than the estimated figure.

Import turnover in September 2022 was estimated at 28.8 billion USD, decreased of 7.3% over the previous month, of which the domestic economic sector gained 9.8 billion USD, a decrease of 5.2%; the FDI sector reached 19 billion USD, a decrease of 8.3%. Compared to the same period in 2021, the import turnover of goods in September increased by 6.4%, of which the domestic economic sector increased by 14.2%; the FDI sector rose by 2.8%.

In the third quarter of 2022, the import turnover reached 90.7 billion USD, which rose by 8.1% over the same period in 2021, and was down 7.1% compared to the second quarter of this year.

Generally, in nine months of 2022, the import turnover was estimated at 276 billion USD, increased by 13% over the same period in 2021, of which the domestic economic sector reached 96.11 billion USD, which went up by 13.6%; the FDI sector gained 179.89 billion USD, edged up by 12.7%.

In nine months of 2022, there were 42 imported products with a turnover of over 1 billion USD, accounting for 92.3% of the total import turnover (4 products with an export turnover of over 10 billion USD, accounting for 45.5%).

Regarding the structure of imported goods in 9 months of 2022, the group of production materials accounted for 93.9%, up 0.1 percentage point over the same period last year, in which the group of machinery, equipment, tools spare parts accounted for 44.6%, down 1.3 percentage points; raw materials, fuel, and materials accounted for 49.2%, up 1.4 percentage points. The group of consumer products accounted for 6.1%, down 0.1 percentage points.

 Regarding the export and import market of goods in 9 months of 2022, the United States was the largest export market of Viet Nam with an estimated turnover of 86.3 billion USD. China was Viet Nam’s largest import market with an estimated turnover of 91.6 billion USD. In 9 months of 2022, the trade surplus to the EU was estimated at 24.3 billion USD, up 48.2% over the same period last year; trade surplus from Japan was 10 million USD (the same period had a trade deficit of 1.7 billion USD); trade deficit from China was 51.5 billion USD, up 21.3%; trade deficit from Korea was 29.6 billion USD, up 20.8%; trade deficit from ASEAN was 9.3 billion USD, down by 1.6%.

 The trade balance of goods in August had a trade surplus of 3.86 billion USD[28]; 8 months had a trade surplus of 5.38 billion USD; September was estimated to have a trade surplus of 1.14 billion USD. Generally, in 9 months of 2022, the trade balance of goods was estimated to have a trade surplus of 6.52 billion USD (in the same period last year, the trade deficit of 3.44 billion USD). In which, the domestic economic sector has a trade deficit of 22.89 billion USD; the FDI sector (including crude oil) had a trade surplus of 29.41 billion USD.

b) Export and import of services

In the third quarter of 2022, the export turnover of services reached 3.8 billion USD, which increased by 174.6% over the same period in 2021 and 34.2% over the previous quarter; the import turnover of services reached 6.9 billion USD, went up by 36.7% over the same period in 2021 and up 4.4% over the previous quarter.

In nine months of 2022, export turnover of services was estimated at 8.2 billion USD, which went up by 118.4% over the same period in 2021, of which travel service gained 1.9 billion USD (accounting for 24.1% of the total turnover), increased nearly 18 times; transportation service reached 3.7 billion USD (accounting for 45.8%), increased by 164.1%.

Import turnover of service in nine months of this year was estimated at 19.4 billion USD, edged up by 28.5% over the same period last year, of which transportation service gained 9.7 billion USD (accounting for 49.7% of the total turnover), increased by 25.2%; travel service reached 4.7 billion USD (accounting for 24.2%), increased by 75.4%. The trade deficit of services in nine months of 2022 was 11.2 billion USD (of which transportation and insurance service fees for imported goods were 6.9 billion USD).

5. Price index

a) Consumer price index

The consumer price index (CPI) in September 2022 increased by 0.4% compared to the previous month mainly due to the increase in prices of essential consumer goods and services in line with the prices of raw materials, fuel, input materials, and some localities increased tuition fees for the new school year 2022-2023. Compared to December 2021, CPI in September increased by 4.01% and increased by 3.94% over the same period last year.

The average CPI in the third quarter of 2022 increased by 3.32% compared to the third quarter of 2021. On average in 9 months of this year, CPI increased by 2.73% over the same period last year; core inflation increased by 1.88%.

In the increase of 0.4% of CPI in September 2022 compared to the previous month, 9 groups of goods and services had an increase in the price index and 2 groups of goods with a decrease in the price index.

(1) Nine groups of goods and services with an increase in price index include:

The education group with the highest increase of 5.84%, of which educational services increased by 6.48%[29] because of the period of tuition exemption and reduction during the pandemic in many localities ended, and some provinces, centrally-run cities increase tuition fees according to the Resolution of the Provincial People’s Council on regulations on tuition fees, service fees and support for educational activities from the academic year 2022-2023 onwards at public preschool, general and continuing education institutions in the area. In addition, some non-public educational institutions must be self-sufficient in funding to adjust the increase in tuition fees in accordance with regulations. Besides, preparing for the new school year should increase the demand for books and school supplies. Textbook prices increased by 1.41%; prices of notebooks and writing papers of all kinds increased by 0.92%; pens of all kinds increased by 0.9% compared to the previous month.

– Housing and construction materials group increased by 0.94% mainly due to the increase in real house rent by 8.16%; housing repair service prices increased by 0.33%; the price of housing maintenance materials increased by 0.07%; the kerosene price increased by 0.06%. In the opposite direction, electricity prices in September decreased by 0.42% compared to the previous month[30]; gas prices fell 1.72%[31].

– Food and foodstuff groups increased by 0.18%, the overall CPI impact increased by 0.06 percentage points, of which: Food decreased by 0.08%[32], the impact decreased by 0.003 percentage points; foodstuff increased by 0.16%[33], impact increased by 0.03 percentage points; eating outside the family increased by 0.32%[34], the impact increased by 0.03 percentage points.

– Garment, hats and footwear group increased by 0.16% due to the increase in the price of production materials, labor costs and procurement demand for the new school year.

– Household equipment and goods group increased by 0.16%, mainly focusing on items such as Prices of beds, cabinets, tables and chairs increased by 0.2%; blenders, fruit juicers increased by 1.18%; voltage stabilizers increased by 0.18%; rice cookers increased by 0.36%; soaps and detergents up 0.23%; refrigerators increased by 0.15%… In the opposite direction, prices of microwave ovens, ovens, and induction cookers decreased by 0.64% compared to the previous month; metal utensils fell by 0.14%.

– Other goods and services increased by 0.14%, mainly focusing on the price of elderly care services at nursing homes, which increased by 2.19%; body care items such as lotion, lipstick and perfume increased by 0.22%; Funeral items, funeral, and worship supplies increased by 0.68%, 0.19%, respectively; personal services increased by 0.25%.

– The beverage and cigarettes group increased by 0.13% due to the increase in prices of raw materials for the production of beverages and cigarettes.

– Medicines and medical services increased by 0.03%, of which: Medical services increased by 0.01%.

– The group of culture, entertainment, and tourism increased by 0.03%, mainly focusing on the following groups: Prices of domestic tourism services increased by 0.3%; sports equipment increased by 0.12%, movie tickets, music increased by 0.28%.

 (2) Two groups of goods and services with reduced price indexes include:

– The transportation group decreased by 2.23%, contributing to a decrease in the overall CPI by 0.22 percentage points, due to the influence of domestic petrol price adjustments on September 5, 2022, September 12, 2022 and September 21, 2022; public transport service prices decreased by 0.44%. In the opposite direction, the price of new cars continued to increase by 0.17% due to the lack of supply of components and spare parts.

– Post and telecommunications groups decreased by 0.04%.

Average CPI in the third quarter of 2022 increased by 3.32% over the same period last year, of which: Transportation increased by 10.22%; culture, entertainment and tourism by 4.65%; beverages and cigarettes by 3.45%; food and foodstuff services increased by 3.31%; other goods and services increased by 2.83%; household equipment and goods by 2.42%; housing and construction materials by 2.31%; garment, hats and footwear by 2.03%; education increased by 1.84%; medicine and medical services increased by 0.44%. Particularly, the post and telecommunications group decreased by 0.17%.

The average CPI for 9 months of 2022 increased by 2.73% compared to the average of the same period in 2021. CPI of 9 months of this year increased compared to the same period last year due to some main reasons:

(i) Domestic gasoline prices increased by 41.07% over the same period last year (the impact of increasing the overall CPI by 1.48 percentage points); gas price increased by 18.75% (making the overall CPI increase by 0.27 percentage points).

(ii) The price of meals outside the family increased by 4.38% over the same period last year (making the overall CPI increase by 0.38 percentage points) because the Covid-19 epidemic was under control, the demand for eating out of restaurants increased.

(iii) The price of housing maintenance materials in 9 months increased by 7.88% over the same period last year due to the increase in the price of cement, iron, steel and sand in line with the price of input materials, causing the overall CPI to increase by 0 ,16 percentage points.

(iv) Prices of food items increased by 0.5% over the same period last year (making the overall CPI increase by 0.11 percentage points); rice price increased by 1.14% (making CPI increase by 0.03 percentage points).

Besides, there are a number of factors contributing to restraining CPI growth rate in 9 months of 2022:

(i) The price of educational services decreased by 1.88% because some provinces and centrally-run cities exempted and reduced tuition fees in the 2021-2022 school year due to the impact of the Covid-19 pandemic, causing the overall CPI to decrease by 0.1 percentage points.

(ii) Post and telecommunications prices decreased by 0.42% over the same period last year due to lower prices of mobile phones.

(iii) In order to proactively respond to challenges in the face of increasing inflationary pressure, the Government has drastically directed ministries, sectors and localities to synchronously implement solutions to stabilize prices and limit inflation. negative impacts on socio-economic development.

Core inflation[35] in September 2022 increased by 0.47% over the previous month, by 3.82% over the same period last year. On average, in the nine months of 2022, core inflation increased by 1.88% over the same period in 2021, lower than the overall average CPI (up 2.73%), which reflects consumer price fluctuations mainly due to food prices and gasoline prices.

b) Gold price index and US dollar

The domestic gold price fluctuates in the same direction as the world gold price. As of September 25, 2022, the average world gold price stood at 1,702.79 USD per ounce, down 4.74% compared to August 2022 when the US tightened monetary policy. Domestically, the gold price index in September 2022 decreased by 1.71% compared to the previous month; increased by 1.34% compared to December 2021; increased by 4.06% over the same period last year; an average CPI in the 9 months of 2022 increased by 6.22%.

The US dollar on the world market increased in September 2022 as the US Federal Reserve (Fed) continued to raise interest rates to fight inflation. On September 21, 2022, the Fed announced to raise the basic interest rate by 0.75 percentage points, to a range of 3% – 3.25%. This is the 5th rate hike this year and the 3rd time in a row that the Fed raises interest rates by 0.75 percentage points. As of September 25, 2022, the US dollar index in the international market reached 109.7 points, up 2.8 points from the previous month. Domestically, the average US dollar price on the free market is around 23,530 VND/USD. US dollar price index in September 2022 increased by 0.53% compared to the previous month; increased 2.87% compared to December 2021 and increased by 3.45% over the same period last year; the average 9 months of 2022 increased by 0.7%.

c) Producer price index

In the first nine months of 2022, the world commodity market will faced many difficulties, challenges, increased risk factors and uncertainties along with rapidly changing policies of major economies. Production and consumption supply chains continue to be broken, the risk of energy insecurity increases inflation in many countries. Domestically, the economy recovered quickly in most industries and fields, the demand for production of goods for consumption and export increased, along with the impact of the prices of raw materials, fuel and materials on the world market, . pushed up the prices of domestic goods and services. Producer price index, price index of raw materials for production, export and import price index in the third quarter and nine months of 2022[36] all increased over the same period in 2021.

Producer price index of agricultural, forestry and fishery products in the third quarter of 2022 increased by 1.83% compared to the previous quarter and by 6.49% over the same period last year. In which, the producer price index of agricultural products and related services increased by 2% and 4.99%; forestry and related services increased by 3.34% and 5.83%; exploited and farmed aquatic products increased by 1.15% and 11.22%. In the nine months of 2022, the PPI of agricultural, forestry and fishery products increased by 3.05% over the same period in 2021, of which the PPI of agricultural products and related services increased by 1.58%; forestry and related services by 3.21%; fishing and aquaculture increased by 7.68%.

Producer price index of industry products in the third quarter of 2022 increased by 0.65% compared to the previous quarter and by 4.62% over the same period in 2021. In which, the PPI of mining and quarrying increased by 0.9% and up 24.18%; processing and manufacturing industrial products increased by 0.39% and 3.86%; production and distribution of electricity, gas, hot water, steam and air-conditioning increased by 3.36% and by 5.6%; water supply, management and treatment of waste and wastewater increased by 0.25% and 1.62%.

In the nine months of 2022, the producer price index of industrial products increased by 4.71% over the same period in 2021. In which, the producer price index of mining and quarrying increased by 23.29%; processing and manufacturing industrial products by 4.05%; production and distribution of electricity, gas, hot water, steam and air-conditioning by 4.93%; water supply, waste and wastewater management and treatment activities increased by 1.81%.

PPI for services in the third quarter of 2022 increased by 1.28% compared to the previous quarter and by 4.4% compared to the same period in 2021. Specifically, PPI of some industries are as follows: Transportation and warehousing services increased by 2.8% and 12.44%; accommodation and food services increased by 1.22% and 6.28%; information and communication increased 0.08% and 0.38%; education and training increased by 2.13% and 2.82%; health care and social assistance activities increased by 0.06% and by 0.83%; entertainment and entertainment increased by 0.19% and 0.48%.

In the nine months of 2022, the service production price index increased by 3.34% over the same period in 2021. In which, transportation and warehousing services increased by 8.01%; accommodation and food services increased by 5.06%; information and communication increased by 0.54%; education and training increased by 1.36%; health care and social assistance activities increased by 0.79%; entertainment and entertainment increased by 0.42%.

Input producer price index in the third quarter of 2022 increased by 0.91% compared to the previous quarter and by 5.92% over the same period in 2021. In which: Raw material price index raw materials for agricultural, forestry and fishery production increased by 2.2% and 10.85%; used for industrial production, processing and manufacturing increased by 0.96% and by 5.72%; used for construction increased by 0.36% and 8.24%.

In the nine months of 2022, the price index of raw materials for production increased by 6% over the same period last year. In which, the price index of raw materials used for agricultural, forestry and fishery production increased by 10.29%; used for industrial production, processing and manufacturing increased by 5.76%; used for construction increased by 8.96%.

Merchandise export price index in the third quarter of 2022 increased by 1.19% compared to the previous quarter and 8.85% over the same period in 2021. Specifically, the price index of agricultural products and foodstuffs increased by 0.9 % and increased 8.98%; fuel group increased by 2.85% and 70.12%; other processed and manufactured goods increased by 1.17% and by 6.96%.

In the nine months of 2022, the merchandise export price index increased by 8.31% over the same period last year. In which, the price index of agricultural products and food increased by 9.29%; the fuel group increased by 67.54%; other processed and manufactured goods increased by 6.35%. The export price index for 9 months of 2022 compared to the same period last year of a number of commodities are as follows: Crude oil increased by 69.08%; gasoline increased by 73.21%; fertilizers increased by 48.81%; iron and steel increased by 15.2%.

The merchandise import price index in the third quarter of 2022 increased by 0.65% compared to the previous quarter and 10.15% over the same period in 2021. Specifically, the price index of agricultural products and foodstuffs increased by 0.76 % and up 10.29%; fuel group increased by 0.3% and 37.49%; other processed and manufactured goods increased by 0.67% and by 8.97%.

In the nine months of 2022, the merchandise import price index increased by 10.86% over the same period last year, of which the price index of agricultural products and foodstuffs increased by 10.82%; fuel group increased by 42.2%; other processed and manufactured goods increased by 9.53%. The 9-month import price index of some commodities: Petrol rose 47.65%; fertilizers increased by 40.87%; iron and steel increased by 32.3%; wheat increased by 28.67%.

The merchandise term of trade (TOT) [37] in the third quarter of 2022 increased by 0.53% compared to the previous quarter and decreased by 1.18% compared to the same period in 2021. In which, iron and steel decreased by 8.89% and decreased by 14.17 %; vegetables and fruits increased by 2.29% and decreased by 1.14%; wood and wood products increased by 1.75% and decreased by 3.09%; rubber down 1.63% and down 3.39%; computers, electronic products and components down 0.79% and up 7.22%; aquatic products increased by 0.14% and 5.67%; petrol and oil of all kinds increased by 7.91% and 28.28%.

In the nine months of 2022, TOT decreased by 2.3% over the same period last year, of which iron and steel decreased by 12.93%; wood and wood products down 5.68%; rubber down 3.63%; vegetables and fruits decreased by 2.63%; petrol and oil of all kinds increased by 17.31%; computers, electronic products and components by 6.15%; seafood products increased by 4.55%. TOT in 9 months of 2022 decreased compared to the same period last year because the increase in the export price index was lower than that of the import price index, reflecting that Vietnam is in an unfavorable position when import prices are more favorable than export prices.

 III. SOCIAL SECURITY ASSURANCE

1. Labor and Employment

The labor and employment situation in the third quarter of 2022 continued to recover, the labor force, the number of working people and the average monthly income of employees increased compared to the previous quarter and the same period last year. Unemployment and underemployment rates decreased compared to the previous quarter and compared to the same period last year

The country’s labor force aged 15 and over in the third quarter of 2022 was estimated at 51.9 million people, an increase of 0.2 million people compared to the previous quarter and an increase of 2.8 million people over the same period last year. In the nine months of 2022, the labor force aged 15 and over was 51.6 million people, an increase of 1.2 million people compared to the same period last year. The labor force participation rate in the nine months of 2022 was estimated at 68.5%, up 0.9 percentage points over the same period last year.

The employed population aged 15 and over in the third quarter of 2022 were estimated at 50.8 million people, including 14 million people working in agriculture, forestry and fishery, accounting for 27.6% of the total; the industry and construction sector were 17 million people, accounting for 33.4%; service sector 19.8 million people, accounting for 39%. In the nine months of this year, the number of working employees aged 15 years and over were 50.5 million people, including 13.9 million people working in agriculture, forestry and fishery, down 1.1% compared to the same period last year; the industry and construction sector was 16.9 million people, up 4.5%; service sector was 19.7 million people, up 4.8%.

The unemployment rate of working age in the third quarter of 2022 was estimated at 2.28%, down 0.04 percentage points compared to the previous quarter and down 1.70 percentage points over the same period last year. In the nine months of 2022, the unemployment rate of working-age workers was 2.35%, of which the urban area was 2.88%; the rural area was 2.02%.

The youth unemployment rate (aged 15-24) in the third quarter of 2022 was 8.02%, up 0.39 percentage points compared to the previous quarter and down 0.87 percentage points over the same period last year. The youth unemployment rate (aged 15-24) in the nine months of 2022 was estimated at 7.86%, of which the urban area was 9.65%; the rural area was 6.91%.

The underemployment rate of working age in the third quarter of 2022 was 1.92%, down 0.04 percentage points compared to the previous quarter and down 2.54 percentage points over the same period last year. In the first nine months of this year, the underemployment rate of working-age workers is estimated at 2.29%, of which the underemployment rate in urban areas is 1.75%; the underemployment rate in rural areas is 2.63%

The rate of workers with informal jobs outside of households in agriculture, forestry and fishery[38] in the first quarter of 2022 was 56.2%; the second quarter of 2022 was 55.6%; the third quarter of 2022 was estimated at 54.1%, of which the urban area was 45.4%; the rural area was 61.4%. In the nine months of 2022, the rate of workers with informal employment outside of agricultural, forestry and fishery households was estimated at 55.3%, of which 47.0% in urban areas; the rural area was 62.2% (9 months of 2021 were 56.4%; 47.8%; 63.7%, respectively).

The average monthly income of salaried employees in the third quarter of 2022 was 7.6 million VND/month, an increase of 126,000 VND compared to the previous quarter and 1.6 million VND compared to the same period last year, of which the income of male workers was 8 million VND/month, female workers was 7 million VND/month. Generally, for the nine months of 2022, the average monthly income of salaried employees was estimated at 7.5 million VND/month, an increase of 805,000 VND compared to the same period last year.

2. Residential life and social security assurance

According to preliminary results of the Household Living Standards Surveying the 9 months of 2022, the living conditions of the population are improving day by day. The rate of assessment with income in the month remained unchanged and increased compared to the same month in 2021 was 83.2%; The rate of assessment with income reduction was 16.8%. Among the reduction assessment, 74% of households rated it due to the impact of the Covid-19 pandemic; 19.5% support the assessment that household members lose their jobs / take a break, and 16.0% think that the input cost increase of household production and business activities. In addition, the Covid-19 pandemic largely affected people’s lives when 60.2% suffered negative effects from the pandemic; 2.2% of households were affected by diseases for livestock and crops, and 1.8% were affected by other diseases respectively.

In 9 months of this year, 25.4% of households get help from different sources. Specifically, the percentage of households receiving assistance from general national programs and policies was 10.4%; from relatives, relatives was 12.1%; from local programs and policies was 9.4%; from charitable activities of other organizations and individuals was 5.5% and from other sources was nearly 0.2%.

Social security work was concerned by all levels from central to local levels. According to reports from the locality, the value of gifts for the sponsored object under Decree 20/2021/ND-CP was 2.1 trillion VND; the value of money, visiting gifts and support for poor and near-poor households was nearly 1.5 trillion VND; the value of money and gifts for subjects who are a revolutionary contributor and their relatives was 3.4 trillion VND (on the occasion of July 27, it was nearly 1.9 trillion VND); supporting for sudden and unusual events (natural disasters, storms, floods, etc.) arising in the localities with more than 4.38 trillion VND. In addition, nearly 29.7 million health insurance cards/books/cards for free medical examination and treatment were distributed and donated to policy beneficiaries nationwide.

In addition, the Government’s support package due to the impact of the Covid-19 epidemic continues to be implemented. According to the report of the Ministry of Labor, War Invalids and Social Affairs, as of September 22, 2022, the support package under Resolution No. 11/NQ-CP has disbursed about 3,539 billion VND to support more than 5 million employees at 120,295 enterprise units. Specifically, support 3,055 billion VND, for 4.7 million employees working in 91,892 enterprise units; support more than 484 billion VND for 422,687 workers returning to the labor market at 28,403 enterprise units. In addition, in order to ensure that people do not suffer from food shortages, on August 29, 2022, the Prime Minister issued Decision No. 1010/QD-TTg to provide rice for hunger relief and support grain for Binh Dinh province 1,290,7 tons of rice and Phu Yen province 84 tons of rice. In 9 months of this year, the Government issued a total of more than 23.3 thousand tons of rice to support 471,343 households with 1,558.8 thousand people. In which: 13,959 tons of rice supported 291,723 households with 930,639 people during Tet holiday; 8,989.8 tons of rice for 171,211 households with 599,318 people in between-crop period and 432 tons of rice to support disaster consequences and recovery for 8,409 households with 28,852 people.

The new rural construction program in recent years has had a positive impact, contributing to improving people’s living standards in rural areas, and promoting the development of socio-economic infrastructure systems in rural areas. As of August 26, 2022, there were 5,842/8,225 communes (accounting for 71%) reaching new rural standards; there were 837 communes meeting the standards of advanced rural areas and 105 communes meeting the standards of the rural areas model. On average, the whole country reached 17.1 criteria/commune; 255 district-level units in 58 provinces and centrally-run cities have completed the task of meeting rural standards (reaching 39.6% of the number of districts nationwide); In 18 provinces, 100% of communes meet the standards of rural areas.

3. Education and training

In the school year 2022-2023, there were 15,329 kindergartens nationwide[39], including 12,071 public schools and 3,258 non-public schools; 25,741 general schools. A number of kindergarten teachers was 531.8 thousand people; there were 828.3 thousand classroom teachers in general education, including 391.1 thousand primary school teachers; 292.2 thousand lower secondary school teachers, and 145 thousand upper secondary teachers. There were 5.1 million children going to kindergartens; there were 18.1  million pupils of the general school, including 9.3 million primary school pupils; 6 million lower secondary school pupils, and 2.8 million pupils in upper secondary schools.

For the national high school exam in 2021-2022, there were 2,243 test points nationwide with 42,293 exam rooms and 1,002.4 thousand candidates registered to take the exam, of which the number of candidates participating in the exam was 989.9 thousand candidates, equal to 98.7% of the number of candidates registered for the exam. The general school graduation rate for the 2021-2022 school year reached 98.62%.

In terms of vocational education, the enrollment target set for 2022 is 2,086,000 people, of which: 530 thousand people at college and intermediate level, 1,556 thousand people in elementary and others; there were 1,824 thousand students who graduated. In which: 346 thousand persons at college and intermediate level; primary and others training courses were 1,478 thousand persons.

In the eight months of 2022, vocational training establishments nationwide have recruited 1,462.3 thousand people, reaching 70.1% of the 2022 plan. In which, vocational colleges and intermediate vocational schools enrolled 162.3 thousand people, reaching 31%; Vocational primary education and other vocational training programs enrolled 1,300 thousand people, reaching 83.5%.

4. Epidemic diseases and food poisoning

According to the report of the Ministry of Health, in the month (of August 19 – September 18, 2022), there were 33,674 cases of hemorrhagic fever (16 cases died); 4,502 cases of hand, foot and mouth disease (01 case died); 25 cases of virus encephalitis and 44 cases of scarlet fever suspected for measles. Generally, in the 9 months of 2022, there were 199,518 cases of hemorrhagic fever (78 cases died); 48.839 cases of hand, foot, and mouth disease (03 cases died); 215 cases of virus encephalitis (04 cases died); 10 cases of virus encephalitis and 205 cases of scarlet fever suspected for measles.

In the world, Forecasting the Covid-19 epidemic is still complicated, unpredictable, and difficult to predict with the appearance of many new strains[40]. In Vietnam, many localities have recorded new variants BA.4, BA.5, BA2.74, BA2.12.1 with the ability to spread quickly. From the first case of Covid-19 in Vietnam on January 23, 2020, to September 27, 2022, there were 11,475.3 thousand cases have been reported, of which  10,588.8 thousand have been cured and 43.1 thousand cases died.

From March 8, 2021, to September 26, 2022, the total number of doses of the Covid-19 vaccine that have been administered was 259,983.3 thousand doses, of which the first time was 90,006.1 thousand doses; the second time was 84,293.9 thousand doses; additional dose 14,539.1 thousand doses; the first booster dose was 55,778.7 thousand doses; the second booster dose was 15,365.5 thousand doses.

The total number of people living with HIV nationwide as of September 18, 2022 was 219,266 persons and the number of deaths by HIV/AIDS as of the above time-point was 112.146 persons.

In September 2022, there were 03 cases of food poisoning with 22 persons poisoned. Generally, in 9 months of 2022, there were 39 cases of food poisoning with 544 persons poisoned (11 cases died).

5. Cultural and sports activities

The protection and promotion of the value of tangible and intangible cultural heritage have always been paid attention and invested by the State, contributing to the protection and preservation of national cultural values. Such as: Appraisal and decision to put 12 cultural heritages on the National Intangible Cultural Heritage List; held the 5th Anniversary of the 1972 Convention in Ninh Binh; held the Ceremony to receive the Certificate of Registration of Then Practice of the Tay, Nung and Thai people in Vietnam on the Representative List of Intangible Cultural Heritage of Humanity in Tuyen Quang; The ceremony to receive the certificate of UNESCO inscribed “Art of Xoe Thai” as the representative intangible cultural heritage of humanity in Yen Bai.

Continue implementing the campaign “All people exercise their body following the great Uncle Ho’s example” in association with the movement “All people unite to build a cultural life” and “Program on building a new countryside”. Movements of mass exercise and sports were promoted and widely organized in all localities: Organized 08 national mass sports tournaments and 02 professional training courses in physical training and sports for 322 officials,  collaborators, and grassroots sports instructors.

In terms of high-performance sports, successfully organized 58 national and international sports tournaments. 6. Traffic accident[41]

In the month (from August 15 to September 14), there were 825 traffic accidents in the whole country, including 560 traffic accidents from less serious or over and 265 traffic collisions, causing 438 deaths, 307 injuries and 282 minor injuries. 7. Damage caused by natural disasters[42]

Damages caused by natural disasters in September were mainly heavy rain, and landslides that killed 16 people and went missing; 6 people were injured; 29.1 thousand hectares of paddy and 7.8 thousand hectares of crops were damaged; 4.7 thousand houses collapsed, washed away and damaged; the total value of property damage caused by natural disasters in the month was 770.8 billion VND, up 74.4% over the same period last year.

Generally, for 9 months of this year, natural disasters made 134 people dead and missing; 86 people were injured; 202.1 thousand hectares of paddy and 44.8 thousand hectares of crops were damaged; more than 253.2 thousand cattle and poultry died; nearly 19.2 thousand houses collapsed, washed away and damaged. The total value of property damage caused by natural disasters in 9 months of 2022 was estimated at nearly 6,617 billion VND, 4.9 times higher than the same period last year.

8. Environmental protection and fire prevention

In September 2022, authorities discovered 1,936 cases of environmental violations, of which 1,711 cases were handled with a total fine of 22.9 billion VND, an increase of 10.2% compared to the previous month and nearly 2.2 times higher over the same period last year. In the nine months of this year, 16,652 cases of environmental violations were detected, of which 14,515 cases were handled with a total fine of 195.5 billion VND, up 0.9% over the same period last year.

In month[43], the whole country had 138 fires and explosions, killing 39 people and injuring 20 others, with an estimated damage of 14.9 billion VND, down 49.8% compared to the previous month and up 66.6% compared to the previous month. in the same period last year. The economy achieved an increase of 8.83%, which is very impressive growth compared to other countries in the region and the world; macroeconomic stability, and inflation is controlled at an appropriate level. Supply and demand for essential goods were ensured, and goods consumption and export activities increased. The area of ​​agriculture, forestry and fishery has a relatively high growth rate, confirming that the restructuring of the field has brought into play effectively, ensuring the supply of food, food, and essential goods. The processing and manufacturing industry continues to play the role of driving force for economic growth. The progress of disbursement of public investment capital has improved markedly, the growth rate of investment capital made from the State budget has reached a high level, and social security has been paid attention to ensure.

In addition to the achieved results, entering the fourth quarter, our country’s economy – society continues to face many difficulties and challenges, especially Vietnam’s economy has a large openness and is affected by many interwoven influences, complicated and unpredictable world political situations, the world economy’s slow growth, the high price of essential goods, and the high global inflation. Although the Covid-19 epidemic has been basically controlled in Vietnam, there is an increased risk in the world with new variants. Fourthly, proactively and flexibly manage monetary policy in combination with fiscal policy, stabilizing the macro-economy, controlling inflation, supporting businesses, and meeting the capital needs of the economy. Continuously update forecast scenarios on growth and inflation to proactively manage and respond to arising situations. Closely monitor the price movements of the most essential commodities, especially petroleum products, develop plans to regulate supply, and limit sudden price increases to minimize the impact of inflation on people’s lives.

Fifthly, boost domestic production, especially raw materials, fuel, and input materials to limit imports and proactively supply. Effectively deploying export promotion activities, connecting supply and demand, removing barriers, creating favorable conditions for domestic consumption and export of agricultural, forestry, and fishery products; have the policy to tighten regulations on traceability of imported goods, diversify markets, and export goods. Focus on deploying agricultural production in the seasonal frame; synchronously implement solutions for livestock development, disease prevention, and control in livestock and poultry; strengthen the management of fisheries exploitation, ensure the safety of fishermen and fishing vessels operating at sea.

Sixthly, improve the effectiveness of direction and administration of branches and levels; tighten discipline and administrative discipline in state management in all fields; strictly observe working regulations and disciplining statements; publicity, transparency, and create an equal business and production environment. Preventing and dismantling bad and untruthful information that confuses public opinion; strengthening information and propagating beautiful images about the country and people of Vietnam./.
