On the morning of August 7, 2018, in Hanoi, after the courtesy reception for the Statistics Bureau of Japan (SBJ) to visit and work with the General Statistics Office (GSO), the signing ceremony of the Memorandum of Cooperation between GSO and SBJ on the implementation of cooperation program in information and communication technology for official statistics (MOC 2018) was held. Mr. Nguyen Bich Lam, Director General of GSO chaired the reception and the signing ceremony. Members of the high ranking delegation from Japan were Mr. Masato Chino, Director-General of SBJ; Mr. Yoichi Inagaki, Director for Planning; Mr. Satoshi Sumida, Director of Information and Technology Department, National Statistics Center of Japan (NSTAC); Mr. Yuichiro Uchida, First Secretary of the Embassy of Japan in Hanoi. On the side of GSO, attending the reception and the signing ceremony were Ms. Nguyen Thi Huong, Deputy Director General of GSO; representatives of leaders of related units under the GSO.
Vietnam and Japan are the two countries with the special friendship based on the mutual trust and respect, equality, both countries are now not only extensive strategic partners but also sincere friends. Over the last 45 years of ties (1973-2018), Vietnam has always recognized and affirmed Japan as the leading and long-term partner for the benefits of the two people. The relationship between Vietnam and Japan is developing well, strongly and substantially in all areas with high political credibility.
In 2015, GSO and SBJ signed the Memorandum of Bilateral Cooperation in the area of official statistics. Since then, the two agencies have had many cooperative activities to share and exchange experiences in the fields being strengths of the two sides. After nearly 7 months of together research, study and exchange in the spirit of urgency and responsibility, the technical cooperation program between GSO and SBJ on information and communication technology has been developed.
The cooperation program on information and communication technology with SBJ aims to acquire the technological achievements that Statistics Japan transfers in order to enhance the information and communication technology capacity of the GSO for carrying out censuses and statistical surveys by utilizing the technology instead of traditional survey methods, help GSO to modernize the production process of data ensuring the timeliness, transparence, accuracy and efficiency to meet the requirements of the Government, localities and information users better.
This is a multi-year program with many great contents such as the online survey system (e-Survey), the Portal Site of Official Statistics, the statistical database management system, the Statistical Information Database, and the Geographic Information System (GIS) requiring both agencies to make effort, collaborate and be responsible to implement. The GSO needs to closely coordinate, allocate resources and create the most favorable conditions for the successful implementation of the cooperation program. The first goal is that by 2021, the e-Survey will be successfully applied to the Economic Census in Vietnam.
