Consultation workshop for the 2019 population and housing census

On September 7th, 2017, in Hanoi, the General Statistics Office (GSO) in coordination with the United Nations Population Fund (UNFPA) held the Consultation workshop for the 2019 population and housing census. Mr. Nguyen Bich Lam, Director General of GSO and Ms. Astrid Bant, UNFPA Representative in Vietnam co-chaired the workshop. Attending the workshop were Mr. Pham Quang Vinh, Deputy Director General of GSO; representatives of leaders of units under the GSO; representatives of 21 provincial statistical offices in the North; representatives of international organizations; representatives of ministries and line-ministries, research institutes and the National Economics University in Hanoi; representatives of the Vietnam Post Corporation and the FPT Information System.

This is the 2nd consultation workshop, held in the Northern provinces and cities. The first workshop was held on August 18, 2017 in Khanh Hoa province for consultation in provinces and cities in the South. The Population and Housing Census (the Census) is conducted every 10 years at 00 am, April 1st of years ended by the numeral 9. The fifth census is going to be conducted in 2019.

The Census 2019 aims to the basic and detailed information on Vietnam’s population and housing, as the basis for evaluating the results of implementation of socio-economic development policies and plans for the period 2011-2020 and formulating socio-economic development policies and plans for the period 2021-2030. Results of the Census will provide data on the population size detailed for the whole country for 10 years after the Census 2009; supplement the database of population and housing of the State, the Government and each locality in order to serve the research, analysis and forecast of the population and housing development process nationwide and in each locality, and serve international comparable requirements.

At the workshop, participants heard in turn the presentations on the draft work-plan for the Census 2019; The proposal for the contents to be collected from the Census 2019; Lessons learnt from the implementation process of the Census 2009 of Yen Bai Province’s Statistical Office; Lessons learnt from the pilot survey on labor and employment applied tablets in 2017 of Thai Binh Province’s Statistical Office.

Also at the workshop, the GSO presented improvements during the process of organizing the Census as follows: Take the administrative catalogue at the commune level as enumeration areas (EAs), only draw the base map without drawing the map of EAs; Making the list is done in two phases: Phase 1: work with Commune People’s Committee to have the list of households currently inhabit in the EA; Phase 2: review the household list in the phase 1; Organize the field survey in the form of using mainly handheld devices or tablets combined with the traditional method (paper questionnaires) in the EAs not feasible to conduct the survey in the above form.

There are two kinds of questionnaire in the Census 2019: Complete census questionnaire (short form) and sample survey questionnaire (long form). Proposed contents collected in the Census 2019 include: Traditional demographic statistical information; Statistical information on housing and living conditions of the households; Statistical information is integrated to compile some statistical indicators reflecting emerging population issues.

Speaking at the workshop, Mr. Nguyen Bich Lam, Director General of GSO, emphasized: “The Population and Labor Statistics Department adopted the opinions of participants to submit to the GSO’s leaders so that the Census will be conducted in the most effective way. From now to the time of carrying out the Census, the Ministry of Planning and Investment (GSO) should do a good preparation for the Census, focusing on the following contents: To develop the plan, identify the contents, survey criteria, designing of questionnaires and survey documents; to research, test the application of information and communication technology in collecting, processing and publishing the data; organize the pilot survey, preview survey and complete the survey contents and process; to select and provide professional training for enumerators, team leaders and supervisors at all levels; to ensure the logistics and information-communication infrastructure to prepare, collect, process, synthesize, analyze and announce the information; to estimate the budget for the Census”.

At the end of the workshop, participants contributed many positive opinions, these will be the basis for the GSO to continue to develop and complete the draft of action plans, questionnaires, handbooks, methods, process of survey, and strong application of information technology in the Census 2019.
