Social and economic situation in ten months of 2019
 

 

1. Production of agriculture, forestry and fishery

a) Agriculture

In 2019, there were 1,621.9 thousand hectares (ha) of winter rice cultivated over the country, equaling 96.4% of the cultivated rice area in the same crop last year, of which localities in the North gained 1,075.9 thousand ha, equaling 97.4% ( a fall of 28.3 thousand ha); localities in the South reached 546 thousand ha, equaling 94.3% ( a reduction of 33.1 thousand ha).

As of mid-October, the whole country harvested 888.7 thousand ha, accounting for 54.8% of the cultivated area and equaling 101.7% of the harvested area in the same period last year. Of which, the Northern localities recorded 711.1 thousand ha harvested, accounting for 66.1% of the cultivated area and equaling 101.2%; the Southern localities harvested 177.6 thousand ha, accounting for 32.5% of the cultivated area and 103.7%. Due to a decrease in the cultivation area, the winter rice yield this year was estimated at 8.09 million tons, a decline of 176.6 thousand tons compared to the winter crop last year.

Together with taking care and harvest of winter rice, localities over the country basically finished the summer-autumn rice production with the planted area of 2,009.3 thousand ha, a drop of 43.7 thousand ha compared to the same crop in 2018[1]. As of mid-October, the entire country’s harvested summer-autumn rice  area was 2,004.2 thousand ha, equaling 97.6% of the harvested area in the same crop last year. According to localities’ reports, the whole country’s summer-autumn rice productivity this year was estimated at 5,480 kilograms per ha (kg/ha), increasing by 20 kg/ha over the same crop last year, but due to a reduction in the cultivation area, the summer-autumn crop’s ouput in 2019 achieved 11.01 million tons, decreasing by 197 thousand tons.

As of October 15, 2019, the whole country cultivated 71.9 thousand ha of maize, equaling 101.6% of the figure in the same period last year; 11.8 thousand ha of sweet potato, equaling 99.2%; 4.4 thousand ha of soya bean, equaling 91.7%; 7.3 thousand ha peanut, equaling 101.4%; 80.4 thousand ha of vegetables and beans, equaling 103.9%.

October witnessed a stability in the buffalo and ox breeding throughout the country. Buffalo population continued to be estimated to decrease by 3.1% from the similar period last year due to low economic efficiency and narrowed grazing area; ox population was estimated to rise by 2.4% in October.

Poultry husbandry saw a 11.5% significant increase compared to the similar period last year. The whole country’s pig population in October 2019 decreased sharply by 20% from the same period last year due to the impact of African swine fever, the reduction in supply source as the main factor causing a rise in the price of pork. As of October 22, 2019, African swine fever was detected in 8,296 communes, 660 districts of 63 provinces and centrally-run cities leading to the death of nearly 5.7 million pigs weighing over 327 thousand tons, of which 3,681 communes, 412 districts of 56 provinces and centrally-run cities has suffered from the epidemic disease for over 30 days.

 

b) Forestry

Generally, concentrated planted forest area was estimated at 206.7 thousand ha, a decline of 4.6% compared to the same period last year; the number of separate planted forestry trees gained 67.9 million trees, a decrease of 2.4%; wood production achieved 13 trillion m3, a rise of 4.6%; and firewood production recorded 15.6 million steres, a decrease of 1.4%.

Generally for ten months, damaged forest area was 3.2 thousand ha, tripling the figure in  the same period last year, of which burnt forest area was 2.7 thousand ha, 5 times as high as the figure in the similar period last year; destroyed forest area was 517 ha, a rise of 2%.

c) Fishery

Generally for ten months of 2019, estimated fishing production reached 6,698.7 thousand tons, increasing by 5.4% from the corresponding period last year, of which the output of aquaculture gained 3,541.4 thousand tons, a growth of 6.2%; the production of fishery caught achieved 3,157.3 thousand tons, a rise of 4.4% (the production of sea catching reached 2,991.7 thousand tons, up 4.7%).

2. Industry

Generally, in ten months of 2019, Index of industrial production (IIP) was estimated to increase by 9.5% over the similar period last year, lower than the growth rate of 10.3% in the identical period in 2018. Of which the mining and quarrying saw a 1.2% rise (it increased by 2.3% in the same period last year), contributing 0.2 percentage point to the general growth; the manufacturing was on a 10.8% upward trend (it rose by 12.5% in the same period last year), contributing 8.3 percentage points; the electricity generation and distribution witnessed an increase of 9.9%, contributing 0.9 percentage point; the water supply and waste treatment expanded by 7.2%, contributing 0.1 percentage point.

The number of employees working in industrial enterprises as of October 01, 2019 recorded a rise of 1.3% over the same period last month and 2% against the similar period last year, of which employees in the State enterprise sector decreased by 1.9%; employees in the non-State enterprise sector grew by 0.6%; and employees in the FDI enterprise sector went up by 3.4%. 

 

 

 

 

 

 

 

 

3. Business registration situation[2]

In ten months, the whole country’s number of enterprises  registered for new establishment was 114.4 thousand ones with total registered capital of 1,434.4 trillion dongs and 1,024.5 thousand registered employees, a rise of 4.4% in the number of enterprises, 28.5% in the registered capital and 10.8% in registered employees compared to the same period last year. Average registered capital per newly established enterprise in ten months reached 12.5 billion dongs, going up by 23.1% against the identical period last year. Total registered capital added to the economy in ten months of 2019 was 3,327.8 trillion dongs, including 1,893.4 trillion dongs of the additional capital of 33.1 thousand enterprises increasing their capital. In addition, there were 34.9 thousand enterprises returning to operation, a growth of 24.8% over the similar period in 2018, bringing the total number of newly registered enterprises and re-operated enterprises in ten months of 2019 to 149.3 thousand enterprises. On average, there were over 14.9 thousand newly registered enterprises and re-operated enterprises every month.

The number of temporarily ceased enterprises with a certain time in ten months of this year was 26.3 thousand ones, an increase of 7.6% against the identical period last year. In ten months, there were 34.5 thousand  enterprises suspending their operation to wait for dissolution procedures, increasing by 34.8% over the similar period in 2018, of which 14.3 thousand enterprises had their business registration certificates revoked under the 2018 data standardization program, accounting for 41.5%; 11.2 thousand enterprises announced their dissolution, accounting for 32.5%; and nearly 9 thousand enterprises were waiting for dissolution procedures, accounting for 26%.

The number of enterprises which completed dissolution procedures in ten months of 2019 was 13.5 thousand ones, a rise of 1.3% over the same period last year, of which 12.2 thousand ones had the capital size of less than 10 billion dongs, accounting for 90.4%, a reduction of 0.1%.

 

 

 

 

 

 

 

 

4. Investment

Generally, in ten months of this year, total realized investment capital under the State budget achieved 260.4 trillion dongs, equaling 69.2% of the annual plan and increasing by 5.3% against the similar period last year (it equaled 70.3% and increased by 12.1% in the same period in 2018), of which the capital under central management obtained 36.6 trillion dongs, equaling 61.3% of the annual plan and decreasing by 19.3% from the similar period last year; the capital under local management reached 223.8 trillion dongs, equaling 70.6% of the annual plan and increasing by 10.8% compared to the identical period in 2018.

From the beginning of the year to October 20, 2019, FDI attracted 3,094 newly licensed projects with the total registered capital of US$ 12,833.8 million, an increase of 25.9% in the number of projects and a decrease of 14.6% in the registered capital against the similar period in 2018. In addition, there were 1,145 turns of license-granted projects from previous years registered to adjust investment capital with the additional capital of US$ 5,468.6 million, a decrease of 16.4% from the same period last year. Thus the total of newly registered capital and additional capital in ten months of this year reached US$ 18,302.4 million, reducing by 15.2% from 2018’s same period. Realized FDI capital in ten months of 2019 was estimated at US$ 16.2 billion, increasing by 7.4% over the identical period last year.  In ten months, there were 7,509 turns of capital contribution and share purchase of foreign investors with total contributory value of US$ 10.8 billion, a rise of 70.5% from the same period in 2018, of which 1,673 turns of capital contribution and share purchase increased the charter capital of enterprises with the contributed capital of US$ 6.5 billion and 5,836 turns of foreign investors bought domestic shares back without increasing charter capital with the value of nearly US$ 4.3 billion.

74 countries and territories had newly licensed investment projects in Vietnam in 10 months.

Vietnam’s direct investment abroad in ten months of this year had 128 projects newly granted the Outward Investment Registration Certificate with Vietnam’s total investment capital of US$ 311.9 million; 28 projects adjusting the capital with additional capital of US$ 100 million. Generally, Vietnam’s total offshore investment capital (including newly granted and additional capital) in ten months of 2019 gained US$ 411.9 million. In 10 months, there were 30 countries and territories receiving Vietnam’s investment.

 

 

 

 

5. Government revenues and expenditures

Total estimated government revenues from the beginning of the year to October 15, 2019 achieved 1,133.6 trillion dongs, equalling 80.3% of the annual estimate, of which domestic revenues recorded 908.1 trillion dongs, equalling 77.4%; collecting from crude oil gained 45 trillion dongs, equalling 100.9%; from export-import balance obtained 176.9 trillion dongs, equalling 93.5%. In domestic revenues, revenue from State owned enterprises was 121.5 trillion dongs, equalling 68.4% of the yearly estimate; revenue from foreign-invested enterprises (excluding crude oil) was 152.3 trillion dongs, equalling 71.3%; 175.6 trillion dongs were collected from non-State industrial, commercial and service taxes, equalling 72.7%; personal income tax revenue was 87.3 trillion dongs, equalling 77.1%; 44.9 trillion dongs were collected from environmental protection tax, equalling 65.1%; collecting from land use fees reached 99 trillion dongs, equalling 109.9%.

Total government expenditures from the beginning of the year to October 15, 2019 was estimated at 1,093.8 trillion dongs, equalling 67of the yearly estimate, of which regular expenditures were 774.9 trillion dongs, equalling 77.5%; expenditure on development investment achieved 208.6 trillion dongs, equalling 48.6%; 86.9 trillion dongs were spent on interest payment, equalling 69.6%.

6. Trade, prices, transport and tourism

a) Retail sales of consumer goods and services

Generally, in ten months of 2019, total retail sales of consumer goods and services reached 4,059.4 trillion dongs, increasing by 11.8% against the same period last year[3], if excluding the price factor, the growth rate was 9.4% (it increased by 8.9% in the same period in 2018).

By kinds of economic activity, retail sales of goods in ten months gained 3,083.4 trillion dongs, accounting for 76% of the total and an increase of 12.8% over the similar period last year. Estimated sales of accommodation and catering services in ten months of this year recorded 483.7 trillion dongs, accounting for 11.9% of the total and moving up by 9.6% from the same period last year. Sales of travelling in ten months achieved an estimate of 37.5 trillion dongs, representing 0.9% of the total and climbing by 11.9% against the similar period last year. Sales of other services in ten months was estimated at 454.8 trillion dongs, taking 11.2% of the total and expanding by 7.7% compared to the identical period in 2018.

 

 

b) Merchandize exports and imports

Merchandize exports

Generally for ten months of 2019, export turnover of goods was estimated at US$ 217.05 billion, a rise of 7.4% over the same period in 2018[4], of which the domestic economic sector achieved US$ 66.63 billion, moving up by 16.2%, accounting for 30.7% of the total export turnover; the FDI sector (including crude oil) gained US$ 150.42 billion, increasing by 3.9%, accounting for 69.3% of total export turnover (the proportion reduced by 2.3 percentage points from the corresponding period last year).

Regarding merchandize export market in ten months of 2019, the United States continued to be the biggest export market of Vietnam with the turnover of US$ 49.9 billion, going up by 26.6% over  the same period last year; followed by EU with US$ 34.2 billion, a decrease of 1.9%; China with US$ 32.5 billion, a drop of 2.9%; ASEAN with US$ 21.3 billion, an increase of 2.6%; Japan with US$ 16.6 billion, a rise of 7.5%; and South Korea with US$ 16.6 billion, a growth of 9%.

Merchandize imports

Generally, import turnover of goods in ten months of 2019 reached an estimate of US$ 210 billion, moving up by 7.8% from the same period in 2018, of which the domestic economic sector gained US$ 87.9 billion, climbing by 13%; the FDI sector achieved US$ 122.1 billion, jumping up by 4.4%. 

Regarding the structure of imported goods in ten months of 2019, the group of production materials with estimated turnover of US$ 191.3 billion recorded a 7.2% increase compared to the same period last year, accounting for 91.1% of the total merchandize import turnover. The group of consumer goods was estimated at US$18.7 billion, growing by 14.7% and accounting for 8.9% (a rise of 0.5 percentage point compared to the same period in 2018).

About merchandize import market in ten months of 2019, China was still the largest import market of Vietnam with turnover of US$ 62 billion, increasing by 16.1% against the corresponding period last year; followed by South Korea with US$ 39.4 billion, expanding by 0.6%; ASEAN with US$ 26.4 billion, climbing by 1%; Japan with US$ 16 billion, moving up by 2.1%; EU with US$ 12.2 billion, growing by 7.8%; the United States with US$ 12 billion, going up by 12.6%.

Generally for ten months of 2019, Vietnam had an estimated trade surplus of US$ 7 billion[5], of which the domestic economic sector recorded a trade deficit of US$ 21.3 billion; the FDI sector (including crude oil) saw a trade surplus of US$ 28.3 billion.

 

 
Imports

 

 

c) Consumer price indexes (CPI), gold and US dollar price indexes

Average CPI in ten months of 2019 expanded by 2.48% from the similar period in 2018. CPI in October 2019 increased by 2.79% against December 2018 and by 2.24% from the identical period last year.

Average core inflation in ten months of 2019 saw a 1.92% increase compared to the similar period in 2018.

Gold price index in October 2019 decreased by 0.57% from the previous month, grew by 17.38% over December 2018 and climbed by 19.01% from the same period last year.

The US dollar price index in October 2019 witnessed a 0.03% rise over the previous month, a 0.46% decrease against December 2018 and a drop of 0.56% compared to the same period last year.

 

 

d) Transport of passengers and cargos

Generally, in ten months of 2019, transport of passengers reached 4,230.5 million passengers, a rise of 10.6% over the corresponding period last year and 204.3 billion passengers-km, a rise of 10.4%, of which domestic transport gained 4,216 million passengers, an increase of 10.7% and 160.6 billion passengers-km, an increase of 11%; overseas transport achieved 14.5 million passengers, an increase of 7.3% and 43.7 billion passengers-km, an increase of 8.1%. By types of transport, transport by road in ten months achieved 4,003.7 million passengers, a rise of 10.9% against the same period last year and 134.3 billion passengers-km, a rise of 10.7%; transport by airway recorded 45.5 million passengers, a rise of 10.3% and 63.5 billion passengers-km, a rise of 10.9%; transport by inland waterway gained 167.9 million passengers, a growth of 5.9% and 3.3 billion passengers-km, an increase of 7%; transport by seaway reached 6.4 million passengers, 5.8% increase and 386.6 million passengers-km, a 7% growth; transport by railway reached over 7 million passengers, a decline of 6.7% and 2.9 billion passengers-km, a decrease of 8.8%.

Generally for ten months, the freight reached 1,387.7 million tons, an increase of 9.3% against the similar period last year and 265.5 billion tons-km, going up by 7.4%, of which the domestic freight reached 1,359.6 million tons, an increase of 9.4% and 148.3 billion tons-km, an increase of 10.1%; oversea freight reached 28.1 million tons, a growth of 4% and 117.2 billion tons-km, an increase of 4.3%. By types of freight, freight by road in ten months reached 1,065.5 million tons, a rise of 10.6% compared to the identical period last year and 71.4 billion tons-km, a rise of 10.8%; freight by inland waterway reached 250.1 million tons, growing by 5.5% and 52.2 billion tons-km, increasing by 6.3%; freight by seaway reached 67.5 million tons, a 5.4% increase and 137.9 billion tons-km, a rise of 6.6%; freight by airway reached 365.1 thousand tons, a growth of 10.5% and 949 million tons-km, an increase of 9.8%; freight by railway reached 4.2 million tons, a decrease of 11.7% and over 3 billion tons-km, a drop of 8.5%.

 

 

 

 

e) International visitors to Vietnam

Generally for ten months of 2019international visitors to Vietnam was estimated at 14,488.8 thousand arrivals, a rise of 13% compared to the same period last year, of which visitors coming by airway gained 11,510.8 thousand arrivals, accounting for 79.4% of international visitors to Vietnam moving up by 11.1%; visitors coming by road gained 2,764.7 thousand arrivals, accounting for 19.1% and increasing by 22.3%; visitors coming by seaway achieved 213.3 thousand arrivals, accounting for 1.5% and moving up by 6.6%. 

In ten months of this yearvisitors from Asia recorded 11,511.6 thousand arrivals, accounting for 79.5% of total international visitors to Vietnam, increasing by 15.2% over the identical period last year. Visitors from Europe in ten months reached 1,762.4 thousand arrivals, a rise of 5.5% from the same period last year. Visitors from America gained an estimate of 807.5 thousand arrivals, increasing by 7.1% over the corresponding period in 2018. Visitors from Australia 368.4 thousand arrivals, moving down by 1.1% against the similar period in 2018. Visitors from Africa achieved 38.9 thousand arrivals, put up by 11.7over the same period last year.

 

 

7. Social issues

a) Farmers’ food shortage

Generally, in ten months of 2019, there were 68 thousand households over the country suffering from food shortage, a decline of 33.8% from the same period last year, corresponding to nearly 275.6 thousand persons suffering from this difficulty, a decrease of 32.8%. To overcome this problem, from the beginning of the year, all administrative levels, sectors and organizations from central to local level supported difficult households with over 3.9 thousand tons of rice.

b) Epidemic diseases and food poisoning

Generally for ten months of 2019, the whole country had 67.3 thousand cases of hand, foot, mouth disease (2 cases died); 231.3 thousand cases of of hemorrhagic fever (39 cases died); 510 cases of virus encephalitis (12 cases died); 25 cases of meningococcal disease (1 case died); 36.5 thousand cases of scarlet fever suspected for measles, of which 6.7 thousand positive-for-measles cases (3 cases died).

Total number of living HIV-infected persons over the country as of October 18, 2019 was 209.9 thousand persons and 96.96 thousand cases turned to AIDS. The number of persons died of HIV/AIDS as of above time-point was 98.45 thousand persons.

Generally, in ten months, 58 cases of food poisoning occured throughout the country making 1,668 persons poinsoned (9 cases died).

c) Traffic accidents

Generally, in ten months of 2019, 14,251 traffic accidents occurred nationwide, including 7,542 cases of traffic accidents from less serious to become and 6,709 cases of traffic collisions, causing 6,318 deaths, 4,110 injuries and 6,763 minor injuries. Compared to the same period last year, the number of traffic accidents in ten months of this year declined by 4% (number of traffic accidents of differently serious levels reduced by 1.7%; number of traffic collisions decreased by 6.5%); number of death fell by 5.3%; number of injuries went down by 0.2% and number of minor injuries dropped by 9.2%. On average, there were 47 traffic accidents occurred nationwide each day in ten months of 2019, including 25 traffic accidents from less serious to become and 22 traffic collisions, causing 21 deaths, 14 injuries and 22 minor injuries.

d) Damages caused by natural calamity

Generally for ten months, natural calamity made 125 persons died and lost, 170 persons injured, 1,461 houses collapsed and swept away, over 66.1 thousand houses damaged, over 65.1 thousand ha of rice and 19.5 thousand ha of crops damaged. The total loss in asset caused by natural disasters in ten months was estimated at over 4.7 trillion dongs.

e) Environment protection, fire and explosion prevention

Generally, in ten months, 10,187 cases of violating regulations of environment protection were found over the country, of which 9,181 cases were treated with total fine of 99.4 billion dongs.

Generally for ten months of this yearthere were 3,194 fire and explosion cases occurring over the country, causing 82 deaths and 141 injuries, with an estimated damage of more than 1,101 billion dongs.

[1] Because of the continued land use conversion, the transferring of crop structure and crops, specifically as follows: 2.4 thousand ha of land have been converted to non-agricultural land to build irrigation works and infrastructures; 6.2 thousand ha of land have been converted to plant other annual crops; 14.5 thousand ha have been converted to plant perennial crops; 3.3 thousand ha have been converted for aquaculture; 7.4 thousand ha of land are non-productive due to the impact of hot and sunny weather and dryness; the remaining land area goes down due to the cessation of production to improve soil or change crops.
