Socio-economic situation in the first 6 months of 2017

 

1. Growth rate of gross domestic product

Gross domestic product (GDP) in the first 6 months of 2017 is estimated to increase 5.73% over the same period last year (first quarter increased 5.15%, second quarter improved over the first quarter with a growth rate of 6.17 %). Of which the agriculture, forestry and fishery sector increased by 2.65%, contributing 0.43 percentage points to the overall growth rate; The industry and construction sector increased by 5.81%, contributing 2.0 percentage points; Service sector increased by 6.85%, contributing 2.59 percentage points.

In the agriculture, forestry and fishery sector, the fisheries sector recorded the highest increase of 5.08% compared to the same period of 2016, contributing 0.15 percentage point to the overall growth rate; Forestry sector increased by 4.31%, lower than the 5.75% increase of 6 months of 2016, contributing 0.03 percentage point; Agriculture rose 2.01% from the 0.78% decrease in the same period last year, contributing 0.25 percentage point.

In the industrial and construction sectors, the industry grew by 5.33%, much lower than the 9.66% and 7.01% growth rate of the same period of 2015 and 2016, mainly due to the declining in mining by 8.2%, down 0.61 percentage points of the general growth rate, the deepest decrease compared to the same period from 2011 back to present[1]. The processing and manufacturing industry saw a 10.52% increase, equalling the 10.50% increase in last year’ same period, contributing 1.79 percentage points. The construction sector grew at a modest 8.50% rate, contributing 0.45 percentage point to the overall growth rate.

In the service sector, the contribution of a number of industries has a large share of the overall growth rate as follows: Wholesale and retail sales increased 7.10% over the same period last year, the industry with the highest contribution to General increase (0.65 percentage point); Accommodation and catering services increased 8.90%, contributing 0.35 percentage points; Financial, banking and insurance activities rose 7.66%, contributing 0.31 percentage points; Real estate business increased by 3.86% (the highest increase in 5 recent years[2]), contributing 0.21 percentage poin.

In terms of economic structure in the first 6 months, the agriculture, forestry and fisheries sector accounts for 15.06%; the industry and construction sector accounts for 32.76%; service sector accounts for 41.84%; product tax minus product subsidies accounted for 10.34%.

In terms of GDP use in the first 6 months, final consumption rose 7.04% over the same period of 2016, contributing 8.48 percentage points; Asset accumulation rose 9.50%, contributing 4.26 percentage points; the difference in exports and imports of goods and services at the trade deficit reduced 7.01 percentage points of the general growth rate.

2. Agriculture, forestry and fishery

a. Agriculture

The winter-spring rice cultivated area of ​​the country was estimated at 3,077.4 thousand hectares, a decrease of 5.7 thousand hectares compared to the winter-spring crop in 2016. The area of ​​winter-spring rice has tended to narrow gradually.

On June 15, southern provinces ended harvesting winter-spring crop; Northern provinces harvested 981.8 thousand ha, accounting for 85.8% of the cultivated area. According to preliminary report, the yield of winter-spring rice in the country was estimated at 62.1 quintals / ha, decreased 0.8 quintals / ha compared to winter-spring crop in 2016; Output reached 19.1 million tonnes, down 296.6 thousand tonnes.

As of mid-June, localities across the country have seeded 1,940.5 thousand hectares of summer-autumn rice, equaling 106.8% over the same period last year, of which the Mekong River Delta achieved 1,589.2 thousand hectares, equaling 104.4%. So far there have been 378.7 thousand hectares of early summer rice harvest in the Mekong Delta for harvest, up 20.4% over the same period in 2016.

By mid-June, localities in the country cultivated 607.4 thousand ha of maize, equaling 85.3% of the same period last year; 91.6 thousand ha of sweet potato, equaling 103%; 41.4 thousand hectares of soybeans, equaling 94.4%; 149.3 thousand ha of peanuts, equaling 95%; 697.6 thousand ha of vegetables, beans, equaling 103.7%.

Production of some perennial industrial crops increased over the same period last year: tea reached 455.6 thousand tons, up 0.2%; Rubber reached 334.5 thousand tons, up 4.4%; Pepper reached 207.7 thousand tons, up 7.1%; particularly, cashew yields were 222.3 thousand tonnes, down 26.8% due to prolonged dry weather. Output of fruit trees was quite good: orange reached 304.6 thousand tons, up 24.8%; Dragon fruit reached 488 thousand tons, up 16.4%; Mango reached 448.3 thousand tons, up 2.2%.

Pig raising in the early months of the year was difficult due to the oversupply of demand, pork prices plunged over the same period last year. As of June, the countrys pig population decreased 3.8% over the same period last year; Buffalo reduced by 0.8%; Cattle increased 2.3% (dairy herd increased 5.2%); Poultry up 5.2%. Buffalo meat output reached 51 thousand tons, up 0.6% over the same period last year; Beef output reached 201 thousand tons, up 5.2%; Hog production reached 2.2 million tons, up 2.7%; Poultry meat reached 573 thousand tons, up 6.3%; Poultry eggs reached 5.6 billion fruit, up 6.5%; Fresh milk production reached 434 thousand tons, up 13.2%.

   b. Forestry

In the first 6 months of 2017, concentrated forestation area was estimated at 100.5 thousand ha, increasing 5.2% over the same period last year; The number of scattered planted trees was 55.1 million, up by 0.7%; Firewood production was 14.1 million tons, up 0.7%; Timber production was rather good with 4,835 thousand m3 , up 8.3%.

 The area of ​​forest damaged throughout the country in the first 6 months was 1,031.4 hectares, down 60.3% over the same period last year, of which the forest burned  area is 373.2 hectares, down 80.9%; The area of ​​cleared forest is 658.2 ha, increasing 2.2%.

c. Fishery

Aquaculture and catching activities in the first months of the year have prospered. Estimated total production of fishery in the first 6 months was 3,328.8 thousand tons, up 4.2% over the same period last year, of which there were 2.460.7 thousand tons of fish, up 3.7% and 332.4 thousand tons of shrimp, up 7.4%. The area of ​​aquaculture in 6 months was estimated at 907.9 thousand ha, up 3% over the same period last year; Aquaculture production reached 1,668.2 thousand tons, up 3.8%. Production of fishery in the first 6 months was estimated at 1,660.6 thousand tons, up 4.7% over the same period last year, of which sea fishing was 1,572.4 thousand tons, increasing by 4.9%. \

 

 

 

3. Industrial production

Generally for the first six months of this year, industrial production index increased by 6.2% over same period last year (in the first quarter increased 4.3%, second quarter up 7.8%), in which processing industry went up by 10.5%; Electricity production and distribution increased by 8%; Water supply and waste and waste water treatment increased by 7.8%; Mining alone decreased by 8.2% (mainly due to the decrease in crude oil and natural gas production by 11.6%).

Consumption index of the whole processing industry in the first 5 months of 2017 increased by 8.2% over the same period last year. Inventory index of the whole processing industry as of 1/6/2017 increased by 10.2% over the same period of 2016; The average inventory level in the first five months was 71.2%.

The number of employees working in industrial enterprises as of 1/6/2017 increased by 3.5% over the same period last year, of which state-owned enterprises decreased 0.9%; Non-state enterprises decreased by 0.5%; Foreign direct investment enterprises increased by 6.6%.

 

 
4. Operation of the business

a. Business registration status [3]

In the first half of this year, the country had 61,276 newly registered enterprises with a total registered capital of 596.2 trillion dong, up 12.4 percent in enterprises and 39.4 percent in registered capital over the same period of 2016; The average registered capital of newly established enterprises was VND9.7 billion, up 24%. If including 859.2 trillion of 18.1 thousand turns of businesses changed to increase capital, the total registered capital added to the economy in the first 6 months of 2017 is 1,455.4 trillion dong. In addition, there were 15,379 businesses returning to operation, up 3.2% over the same period last year, bringing the total number of newly registered enterprises and enterprises back to operation in the first 6 months of the year to approximately 76,700 businesses. Total number of registered laborers of newly-established enterprises in 6 months was 627.3 thousand people, decreased 2.8% over the same period last year.

The number of enterprises completing dissolution procedures in the first 6 months of 2017 is 5,443, down 1.2% over the same period last year (17% in the same period of 2016), of which 5,020 enterprises had capital size of less than VND10 billion, accounting for 92.2%. The number of enterprises halted in the first 6 months was 37,907, an increase of 21.8% over the same period last year, including 14,377 enterprises registered for temporary termination of business, up 17.8% and 23,530 businesses temporarily suspended from registration or awaiting dissolution, up 24.4%.

b. Business trends of the business

Survey results on business trends of enterprises in manufacturing and processing industry in quarter II / 2017 showed that: 43% of enterprises rated their business performance in the second quarter of this year better than the previous quarter; 19.2% of businesses rated difficulties and 37.8% of businesses said that their business situation was stable. Expected third quarter compared with the second quarter of this year, 52.1% of businesses would rate the trend improve; 12% of businesses forecast difficulties and 35.9% of businesses say that the business situation will be stable.

The general trend in the third quarter of this year, most enterprises forecast business performance is more optimistic than the second quarter, of which 53.4% ​​of enterprises forecast increased production volume; 10.6% of businesses forecast down and 36% of businesses forecast stable. Regarding the number of orders, 47.7% of the companies expected to have orders increase; 11.2% of businesses are expected to decrease and 41.1% of businesses are expected to stabilize. Related number of export orders is 40.3%; 10.3% and 49.4%. On employment, 20.1% of enterprises are expected to increase the size of their labor; 7.5% of businesses forecast a decline and 72.4% of businesses think that they will stabilize their size.

 

 

5. Service activities

Total retail sales of consumer goods and services in the first 6 months reached 1,924.1 trillion dong, up 10.1% over the same period last year, if excluding the price factor it increased by 8.4% (high than the 8.1% increase of the same period in 2016).

Passenger carriage in the first 6 months was estimated at 1,977.5 million passengers, up 9.3% and 88.9 billion passengers-kilometers, up 8.5% over the same period last year. Cargo transport in 6 months reached 705.2 million tons, up 8.8% and 130.6 billion tons-kilometers, up 5.8% over the same period in 2016.

Revenue from telecom operations in the first 6 months of 2017 is estimated at VND189.5 trillion, up 7% over the same period of 2016. By the end of June 2017, the total number of telephone subscribers was estimated at 126, 5 million, down 5.3% over the same period last year, of which the number of mobile subscribers reached 119.4 million, down 6.2% as the network operator carried out the collection of the waste SIMs in accordance with the Ministry of Information and Communications. Fixed broadband internet subscribers are estimated at 9.9 million, up 16.9% over the same period in 2016.

International visitors to Vietnam in 6 months were estimated at 6,206.3 thousand, increasing by 30.2% against same period last year, of which arrivals by air reached 5,212 thousand, increasing by 33%; By road reached 823.5 thousand, increasing by 15.8%; Arriving by sea reached 170.8 thousand, increasing by 26%.

In the first six months of this year, visitors from Asia reached 4,572.7 thousand turns of visitors (accounting for 73.7% of total visitors to our country), up 35% over the same period last year; Visitors from Europe reached 979.3 thousand turns (15.8%), up 23.9%; Arrivals from the Americas reached 434.4 thousand, increasing by 10.8%; Visitors from Australia reached 202.9 thousand, increasing by 9.5%; Visitors from Africa reached 17 thousand, up 27%.

 

 

 

6. Banking and insurance operations

Up to June 20, 2017, the total means of payment increased by 5.69% over the end of 2016 (same period last year increased 8.07%); Capital mobilization of credit institutions increased 5.89% (same period last year increased 8.23%); Credit growth in the first 6 months of 2017 reached 7.54%. The deposit interest rates are relatively stable. Interest rates in VND are common at 0.8% -1% pa for demand and time deposits of less than 1 month; 4.5% -5.4% per annum for term deposits from 1 month to less than 6 months; 5.4% -6.5% pa for term deposits from 6 months to less than 12 months; Terms over 12 months at 6.4% -7.2% per year. The common lending rate is 6% -9% pa for short term; 9% -11% pa for medium and long term. For the group of customers with financial transparency, short-term lending rates range from 4% -5% per annum.

Six-month premiums were estimated to increase 19% over the same period last year, of which: life insurance premiums increased by 30%; Non-life insurance revenue increased 9%.

7. Development investment

Total investment capital for the first 6 months of 2017 at current prices was estimated at VND 674.8 trillion, up 10.5% over the same period last year and equal to 32.8% of GDP, including: Capital State sector reached VND242.4 trillion, accounting for 35.9% of total capital and up 6.8% over the same period last year; Non-state sector reached VND 260.9 trillion, accounting for 38.7% and increasing by 14.9%; Foreign direct investment (FDI) reached VND 171.5 trillion, accounting for 25.4% and increasing by 9.6%.

Foreign direct investment from the beginning of the year to 20/6/2017 attracted 1,183 new licensed projects with registered capital of US $ 11.84 billion, up 56.3% in number of projects and 57. 9% of registered capital over the same period of 2016. In addition, 549 projects licensed from the previous years registered to adjust capital investment with additional capital of 5.14 billion USD. 2,501 turns of capital contribution, purchase of shares of foreign investors with total capital contribution of 2.25 billion USD. Thus, the total registered capital of new projects, supplementary capital and investment in the form of capital contribution, purchase of shares in the first 6 months reached $ 19.23 billion, up 54.8% compared with in the same period last year. Foreign direct investment (FDI) in the first six months was estimated at $ 7.7 billion, up 6.5% over the same period of 2016.

8. State budget revenues and expenditures

Total state budget revenue from the beginning of the year to 15/6/2017 was estimated at VND500.9 trillion, equaling 41.3% of the yearly estimate, of which domestic revenue was VND399.1 trillion, equal to 40 , 3%; Revenues from crude oil were 21.1 trillion VND, equaling 55.1%; The budget revenue from import and export activities was VND 80.6 trillion, equaling 44.8%.

Total state budget expenditure from the beginning of the year to 15/6/2017 was estimated at VND 533.4 trillion, equal to 38.4% of the yearly estimate, of which regular expenditures were VND 398.9 trillion, equal to 44.5%; Interest payment of VND50 trillion, equal to 50.5%; Only new development investment reached 83.3 trillion, equaling 23.3% of the year estimate. The principal repayment from the beginning of the year to 15/6/2017 was estimated at 88.1 trillion VND, equaling 53.8% of the year estimate.

 

 

 

9. Export and import of goods and services

a. Export and import of goods

For the first six months, export turnover was estimated at $ 97.8 billion, up 18.9% over the same period last year, of which the domestic economic sector reached $ 27 billion, an increase of 13, 8%; Foreign-invested sector (including crude oil) reached $ 70.8 billion, an increase of 21%. Excluding the price factor, export turnovers in 6 months increased 12.9% over the same period in 2016.

In the first six months, import turnover reached $ 100.5 billion, up 24.1% over the same period last year, of which: domestic economic sector reached $ 39.9 billion, an increase of 18 ,2%; Foreign invested sector reached USD 60.6 billion, up 28.3%. Excluding the price factor, import turnover in the first 6 months of 2017 increased 17.3% over the same period last year.

For the first 6 months of 2017, the trade deficit was $ 2.70 billion, of which: the domestic economic sector had trade deficit of USD 12.92 billion; the foreign invested sector (including crude oil) had trade suplus of $ 10.22 billion.

b. Export and import of services

Service exports in the first 6 months of 2017 were estimated at $ 6.4 billion, up 7.1% against the same period last year, of which: tourism services reached $ 4.3 billion, accounting for 67.7% % Of total exports and up 6.4%; Transportation services reached $ 1.2 billion, representing 19.5% and up 8.8%. Services import turnover was estimated at $ 8.2 billion, up 3.5% over the same period last year, of which: transportation services reached $ 3.9 billion, accounting for 47.6% of the total import value and decreasing by 1.8%; Tourism services reached USD 2.4 billion, accounting for 29.1% and increasing by 15.6%. Trade deficit in the first 6 months of 2017 is estimated at 1.8 billion USD, equaling 27.3% of service export turnover.

 

 

10. Price index

a. Consumer price index, gold price index and US dollar index

Consumer price index (CPI) in June 2017 decreased by 0.17% over the previous month; Average CPI in the first six months of this year increased by 4.15% over the same period last year; CPI in June 2017 increased by 0.20% compared to December 2016 and by 2.54% over the same period last year.

Core inflation in June 2017 increased 0.10% over the previous month and increased 1.29% over the same period last year. The average inflation in the first half of 2017 rose 1.52% over the same period last year.

Gold price index in 6/2017 increased by 0.25% over the previous month; Increased by 3.16% compared to December 2016 and by 4.39% over the same period last year. The US dollar price index in June 2017 decreased by 0.07% over the previous month and by 0.11% compared to December 2016 and up 1.50% over the same period in 2016.

b. Producer price index

Generally for the first 6 months of this year, the agricultural, forestry and fishery price index rose by 2.22% over the same period last year; Industrial production price index increased 1.02%; Raw material, fuel and material price index increased by 0.57%; Freight rates, warehousing rates increased by 1.74%; service price index rose by 3.65%.

Export price index of goods in the first 6 months increased 5.27% over the same period in 2016; Import price index of goods in 6 months increased by 3.30% over the same period last year. Commodity rates [4] In the first 6 months of this year increaded by1.90% over 2016’ same period.

 

 

11. Population, labor and employment

Average population in 2017 of the country is estimated at 93.7 million people, including 32.9 million people in urban areas, accounting for 35.1%; rural population 60.8 million people, accounting for 64.9%; Male population 46.2 million people, accounting for 49.3%; Female population 47.5 million people, accounting for 50.7%.

The labor force from 15 years of age up to July 1, 2017 is estimated at 54.5 million, an increase of 162.2 thousand over the same period in 2016. The labor force in the age group at that time, was estimated at 47.9 million, an increase of 405.3 thousand over the same period last year.

The number of employed workers in the first six months of this year was estimated at 53.4 million people, including 21.6 million people working in agriculture, forestry and fishery, accounting for 40.4% total; Industry and construction 13.6 million people, accounting for 25.6%; Service sector 18.2 million people, accounting for 34.0%.

The unemployment rate of workers in the first 6 months of 2017 is 2.28%, of which urban areas are 3.22%; the rural area is 1.81%. Unemployment rate of young people (aged 15-24) in the first 6 months was 7.48%, of which urban area is 11.98%; rural area is 5.79%. The rate of underemployment of workers in the first 6 months of the year is 1.72%, of which urban areas are 0.85%; the rural area is 2.15%. Proportion of employed persons having informal employment outside agriculture, forestry and fishery households[5] in 6 months is 57.1%, of which urban area is 48.8%; rural area is 64.3%.

12. Residential living and social security

The living standards of the population in the first 6 months of 2017 are generally stable. According to the preliminary report, the total mobilized funds from the central budget, provinces, cities and organizations and individuals reserved for social security and poverty reduction in the first 6 months of 2017 is VND 4,175 billion, including VND2,132 billion of gifts to support policy beneficiaries; 1,596 billion VND to support poor households and 447 billion VND for social and other relief. In addition, there are 13 million health insurance cards, free health insurance books / cards issued to beneficiaries of policy in the whole country.

 

Poverty among farmers decreased compared to the same period last year. In the first six months, there were 155.7 thousand households of food shortage, down 26.3% against the same period last year, equivalent to 638.5 thousand people of hunger, down 26.9%. To overcome hunger, from the beginning of the year, levels, branches and organizations from the central to local levels have provided food shortage households with 17.2 thousand tons of food and about 1.1 billion VND.

13. Educations

As of the end of June 2017, all 63 provinces and centrally-administered cities were recognized as having universal preschool education for 5-year-old children and universal primary education level 1, of which 14 provinces and cities are recognized as achieving the standard of primary education universalization level 3 according to the Governments Decree No. 20/2014 / ND-CP and Circular No. 07/2016 / TT-BGDDT of the Ministry of Education and Training.

According to the preliminary report, the national high school 2017 exam is held in 63 test groups, corresponding to 2,364 test scores and 36,832 exam rooms. The number of candidates registered was 866 thousand, of which 640 thousand candidates registered for admission to univesities, accounting for 75% of the total number of candidates registered to compete..

14. Situation of disease, food poisoning

In the first six months of 2017, there were nearly 21.7 thousand cases of foot and mouth disease in the whole country; 36.4 thousand cases of hemorrhage fever (9 deaths); 251 cases of typhoid; 275 cases of víu encephalitis (9 deaths); 19 cases of meningococcal meningitis (3 deaths); 27 cases of Zika virus infection; 334 cases of pertussis (5 deaths); 80 cases of hepatocellular disease (6 deaths) and 37 cases of Culex tritaeniorhynchus encephalitis. In the first six months of the year, there were 59 cases of severe food poisoning in the whole country, of which 1,346 were poisoned, of which 17 died.

The total number of HIV infected people living in the country as of June 17, 2017 was 218.3 thousand, of which 89.7 thousand had AIDS; The death toll from HIV / AIDS in the country to date was 91.1 thousand people.

15. Culture and sports

Cultural activities in the first 6 months of the year focused on celebrating big holidays, important events of the country and organizing activities to celebrate the Party, celebrate the spring of the year of Chicken. 

Sports achievements in the first 6 months won 335 medals of all kinds (136 gold medals, 104 silver medals and 95 bronze medals) on the international arena, including 13 gold medals; 13 silver medals and 16 bronze medals of world class.

16. Traffic accidents

In the first 6 months of 2017, 9,593 cases of traffic accidents occurred in the whole country, including 4,797 less serious and above cases and 4,796 cases of collision, 4,134 deaths, 2,386 were injured and 5,549 were slightly injured. Compared to the same period last year, the number of traffic accidents in the first half of the year decreased by 6.2% (less serious traffic accidents decreased 4.8%, traffic collisions decreased 7.6%); Number of deaths decreased by 5.2%; The number of injured people decreased by 17.9% and the number of minor injuries by 8%. Of the 4,797 cases of less serious injuries in the last 6 months, 4,661 cases (97.2%) occurred in roads, causing 4,031 deaths and 2,341 injuries; 76 railroad accidents resulted in 65 deaths and 30 injuries; 60 water and maritime traffic accidents resulted in 38 deaths and 15 injuries. On average, 1 day in 6 months, there are 52 accidents in the whole country, including 26 traffic accidents of less serious and more than 26 traffic crashes, 23 dead, 13 people Injured and 30 injured slightly.

17. Damage caused by natural disaster

In the first 6 months of 2017, natural disasters has made 27 people died and lost, 30 injured; 5.9 thousand houses flooded, landslide, roof blown away; 7.6 thousand hectares of rice and 3.8 thousand hectares of crops were flooded or damaged. The total value of losses in the first 6 months is estimated at more than 433 billion dong. Landslides continue to occur in the Mekong Delta, especially in An Giang, Dong Thap, Bac Lieu, Ca Mau and Can Tho provinces. In the first 6 months of 2017, there have been 20 landslides, affecting the lives of the people and causing hundreds of billion VND in damages..

18. Environmental protection and fire protection

In the first 6 months of 2017, 9,520 cases of violation of regulations on environmental protection in the whole country were discovered, with 7,920 cases with total fines of 114 billion VND. Also in the first six months of the year, there were 2,359 fires and explosions, 49 deaths and 129 injuries, estimated  damage was at VND1 trillion.
