Socio-economic situation in two beginning months of 2017

1. Agriculture, forestry and fishery

a. Agriculture

As of mid-February, the whole country cultivated 2613 thousand hectares of winter-spring rice, equaling 109.2% from the same period last year.

As of mid-February, provinces over the country cultivated 250 thousand hectares of maize, equaling 103% from the similar period last year; 50.5 thousand hectares of sweet potato, equaling 88.4%; 20.1 thousand hectares of soya bean, equaling 59.5%; 65.8 thousand hectares of peanut, equaling 85.2%; 401.1 thousand hectares, equaling 97.3%.

The country’s flock of buffaloes in February was estimated to reduce by 0.1% compared to the identical period last year; flock of oxen increased by 1.9%-2.1%; flock of pigs grew by 4.5%-5.2%; flock of poultry went up by 4.3%-4.8%.

b. Forestry

Generally, in two beginning months of the year, the concentrated planted forest area was estimated to reach 3521 hectares, up 2.1% over the same period last year; the number of separately planted forest trees gained 10.7 trillion trees, up 0.9%; firewood production attained 3 million ster, a decline of 1.6%. Wood production in two beginning months of the year gained 875 thousand m3, a rise of 10.1% compared to the same period last year.

Generally, in the first two months of this year, the damaged forest area was 104 hectares, 1.6 times higher than the same period last year, of which the burnt forest area was 66.3 hectares, 2.1 times as high as that in the same period last year; the destroyed area was 37.7 hectares, 13.9% increase.

c. Fishery

Generally, in two beginning months of 2017, the production of fishing was estimated to reach 859.5 thousand tons, up 2.2% from the same period last year, of which the output of aquaculture gained 466.9 thousand tons, up 2.1%; the output of fishing caught achieved 392.6 thousand tons, up 2.4% (Sea catching reached 369.2 thousand tons, up 2.7%).

2. Industry

Generally, in the first two months of 2017, Industrial Production Index (IPI) increased by 2.4% over the same period last year.

The consumption indexes for the whole manufacturing industry in January 2017 decreased by 16% compared to the previous month and 4.4% compared to the same period last year. The stock indexes for the entire manufacturing industry as of February 01, 2017 increased by 13.3% from the similar period in 2016. The stock rate for the whole manufacturing industry in January 2017 was 74.4%.

The number of employees working in industrial enterprises as of February 01, 2017 rose by 2.5% compared to the same period last year, of which employees in the State enterprise sector decreased by 1.9%; employees in the non-State enterprise sector grew by 1%, and employees in the FDI enterprise sector went up by 4.4%.

3. Business registration situation[1]

Generally, in two beginning months of this year, the country had 14451 enterprises registered for new establishment with a total registered capital of 152.6 trillion dongs, up 3.9% in the number of enterprises and up 35% in the registered capital compared to 2016’s similar period; the average registered capital per newly established enterprise gained 10.6 billion dongs, up 29.9%. If it is included 181.3 trillion dongs of the enterprises which changed to raise the capital, the total additionally registered capital to the economy in the first two months of 2017 would be 333.9 trillion dongs. Newly established enterprises’ total registered number of employees in two beginning months of the year was 166.6 thousand persons, equaling 83.9% from the same period last year. In the first two months, there were 7977 enterprises re-operated, up 7.6% over the similar period last year, bringing the total of enterprises registered for new establishment and enterprises re-operated in two beginning months of 2017 to over 22.4 thousand enterprises.

The number of enterprises which finished the procedure for dissolution in two beginning months of 2017 was 2524 ones, increased by 14.9% from the same period last year (In two beginning months of 2016, it rose by 6.8% compared to the same period in 2015), of which there were 2326 businesses with a capital scale under 10 billion dongs, accounting for 92.1%.

The number of enterprises temporarily suspending operations in the first two months of the year was 16396 ones, a decline of 0.5% from the identical period last year, of which 8673 enterprises registered for time-limited temporary cessation of business, up 20.1% and 7723 enterprises suspended operations without registering or waiting for dissolving, down 16.5%.

4. Investment

Generally, the realized investment capital from the State budget in two beginning months of the year reached 27819.3 billion dongs, equaling 9.6% of the yearly plan and 6.9% rise over the similar period last year, of which the capital under central management obtained 5930 billion dongs, equaling 8.6% of the annual plan and up 0.5% from the same period last year; the capital under local management achieved 21889.3 billion dongs, equaling 9.9% of the yearly plan and up 8.8% from 2016’s same period.

From the beginning of the year to February 20, 2017, the foreign direct investment (FDI) attracted 313 newly licensed projects with the registered capital of US$ 2028.9 million, up 7.6% in the number of projects and up 6.5% in the registered capital against the similar period in 2016. Besides, there were 137 times of license-granted projects from previous years registering to adjust investment capital with the additional capital of US$ 759.2 million.

In two months of this year, there were 654 times of contributing capital and purchasing shares by foreign investors with the total contributed capital of US$ 619 million. Thus, the total registered capital of newly and additionally financed projects and the investment in the form of capital contribution, share purchase in two beginning months of 2017 reached US$ 3407.4 million, up 21.5% from the last year’s same period. Realized FDI capital in the first two months of 2017 was estimated to gain US$ 1550 million, up 3.3% from 2016’s similar period.

In two beginning months of the year, the whole country had 34 provinces and cities directly under the central management which received newly licensed FDI projects from 34 nations and territories.

5. Government revenues and expenditures

Total estimated government revenues from the beginning of the year to February 15, 2017 achieved an estimate of 131.8 trillion dongs, equaling 10.9% of the yearly estimate, of which domestic revenues reached 113.3 trillion dongs, equaling 11.4%; collecting from crude oil gained 5.2 trillion dongs, equaling 13.7%; collecting from export-import balance attained 13.3 trillion dongs, equaling 7.4%. Of the domestic revenues, 9.3 trillion dongs were from land use fee, equaling 14.6% of the annual estimate; 28.1 trillion dongs were from non-State industrial, commercial and service taxes, equaling 14.5%; 24.7 trillion dongs were from FDI enterprises (excluding crude oil), equaling 12.3%; 9.5 trillion dongs were from individual income tax, equaling 11.8%; 24.4 trillion dongs were collected from the State enterprises, equaling 8.5%; 3.1 trillion dongs were from tax on environment protection, equaling 6.8%.

Total government expenditures from the beginning of the year to February 15, 2017 were estimated to reach 134.8 trillion dongs, equaling 9.7% of the yearly estimate, of which spending for development investment achieved 12.5 trillion dongs, equaling 3.5%; payment of debts and their interest was 13.9 trillion dongs, equaling 14.1%; recurrent expenditures gained 108.2 trillion dongs, equaling 12.1%; payment of the principal from the beginning of the year to February 15, 2017 was estimated to be 19.6 trillion dongs, equaling 12%.

6. Trade, prices, transport and tourism

a. Retail sales of consumer goods and services

Generally, in two beginning months of the year, total estimated retail sales of consumer goods and services reached 640 trillion dongs, up 8.7% over the same period last year, if the price factor were excluded, the growth rate would be 5.6% (lower than the growth rate of 7.6% in the similar period in 2016[2]).

 

Estimated sales of accommodation and catering services in two beginning months of the year attained 75.8 trillion dongs, accounting for 11.8% of the total and up 4.2% from the same period last year. Sales of travelling achieved an estimate of 5.4 trillion dongs, accounting for 0.8% of the total and up 5.1% against the similar period last year. Sales of other services in two months were estimated to achieve 71.4 trillion dongs, accounting for 11.2% of the total and up 7.2% compared to 2016’s identical period.

b. Exports and imports of goods

Generally, in two beginning months of the year, export turnovers were estimated to reach US$ 27.3 billion, up 15.4% over the same period in 2016, of which the domestic economic sector achieved US$ 7.6 billion, a growth of 12.2%; the FDI sector (including crude oil) gained US$ 19.7 billion, 16.8% increase.

About the export market in two beginning months of this year, the United States was still the biggest export market of Vietnam with the turnover of US$ 6 billion, a rise of 18.9% compared to the last year’s same period. Followings were EU with US$ 5.4 billion, an increase of 13.2%; China with US$ 3.3 billion, up 36.4%; ASEAN with US$ 2.9 billion, up 15.9%; Japan with US$ 2.3 billion, a rise of 15.3%; South Korea with US$ 1.9 billion, a rise of 31.9%.

Generally, in two beginning months of the year, import turnovers reached an estimate of US$ 27.4 billion, up 19.6% from the same period last year, of which the domestic economic sector gained US$ 11.1 billion, up 22%; the FDI sector achieved US$ 16.3 billion, up 18%.

About the import market in the first two months of the year, China was still the biggest import market of Vietnam with the turnover of US$ 8 billion, up 23.8% against 2016’s corresponding period[3]. The next were South Korea with US$ 5.6 billion, up 35%; ASEAN

with US$ 3.6 billion, up 11%; Japan with US$ 2 billion, down 0.2%; EU with US$ 1.7 billion, up 24.6%; the United States with US$ 1.4 billion, up 31.4%.

About the trade balance of goods in January 2017, trade surplus was US$ 1.15 billion[4]. Estimated in February 2017, trade deficit

was US$ 1.2 billion, of which the domestic economic sector had a trade deficit of US$ 2.12 billion; the FDI sector (including crude oil) had a trade surplus of US$ 925 million. In general, in two beginning months of 2017, trade deficit was US$ 46 million, of which the domestic economic sector had a trade deficit of US$ 3.48 billion; the FDI sector (including crude oil) had a trade surplus of US$ 3.43 billion.

c. Consumer price indexes (CPI), gold and US dollar price indexes

Average CPI in two beginning months of this year increased by 5.12% against 2016’s similar period. CPI in February 2017 grew by 0.69% over December 2016, and by 5.02% from the same period last year.

Gold price index in February 2017 raised by 2.45% from the previous month, grew by 2.26% over December 2016 and increased by 10.42% against 2016’s same period. US dollar price index in February 2017 moved down by 0.07% from the previous month, went down by 0.15% from December 2016 and grew by 1.12% compared to 2016’s similar period.

Core inflation in February 2017 increased by 0.20% compared to the previous month and by 1.51% over the same period last year. Core inflation in two beginning months of this year rose by 1.69% against the similar period in 2016.

d. Carriage of passengers and cargos

Passenger carriage in February was estimated to reach 327.5 million passengers, up 9.4% from the same period last year and 14.9 billion passengers-kilometers, up 8.9%. Generally, in two months, passenger carriage reached 644.7 million passengers, raised by 8.5% over the corresponding period last year and 29.5 billion passengers-kilometers, by 10%. Of which passengers carried by road achieved 606.5 million passengers, a rise of 8.7% and 19.9 billion passengers-kilometers, a rise of 7.9%; by seaway: 1.1 million passengers, 8.6% increase and 54.3 million passengers-kilometers, 5.1% growth. Passenger carriage by airway reached the fair level with 6.9 million passengers, an increase of 12.4% and 8.2 billion passengers-kilometers, an increase of 17.4%. Passenger carriage by railway gained 1.7 million passengers, a drop of 8.4% and 0.8 billion passengers-kilometers, a decline of 3.5% from the same period in 2016.

Cargo carriage in February was estimated to achieve 115.1 million tons, up 13.3% from the same period last year and 21 billion tons-kilometers, up 7.2%. Generally, in two months, cargo carriage reached 233.9 million tons, up 15.3% compared to the identical period last year and 42.6 billion tons-kilometers, up 7.7%, of which the domestic transport gained 228.4 million tons, increased by 15.7% and 20.6 billion tons-kilometers, by 13.9%; overseas transport reached 5.5 million tons, grew by 1.2% and 22 billion tons-kilometers, by 2.4%. By types of transport, cargo transport by road obtained 182.5 million tons, up 16.4% over the same period last year and 11.2 billion tons-kilometers, up 18.7%; by waterway: 39.6 million tons, up 11.5% and 8.5 billion tons-kilometers, up 16.6%; by seaway: 11 million tons, up 13.7% and 22.3 billion tons-kilometers, up 0.4%; only by railway reached 0.8 million tons, a decline of 4.2% and 0.5 billion tons-kilometers, 8% decrease.

e. International visitors to Vietnam

Generally, in two months, international visitors to Vietnam was estimated to reach 2206.7 thousand arrivals, up 33% from the same period last year, of which visitors coming by airway gained 1819 thousand arrivals, up 37.1%; by road: 298.2 thousand arrivals, up 3.6%; by seaway: 89.5 thousand arrivals, up 101.3%.

In two beginning months of this year, international visitors to Vietnam from Asia achieved 1563.9 thousand arrivals, increased by 39.5% against the similar period last year. Visitors from the Europe in gained an estimate of 378.2 thousand arrivals, went up by 26.3% from the last year’s identical period. Visitors from the America obtained 179.1 thousand arrivals, moved up by 12.8% over the same period last year.

7. Social issues

a. People’s life and social security

Generally, in two beginning months of 2017, the whole country had 73.1 thousand times of households suffering from food shortage, down 21.2% compared with the same period last year, corresponding to 298.7 thousand persons suffering from food shortage, down 20.5%. To overcome this problem, from the beginning of the year, all administrative levels, sectors and organizations from central to local level provided difficult households with 5.3 thousand tons of grain food and about 1.1 billion dongs; 1.2 thousand tons of grain food and over 800 million dongs were provided only in February.

 b. Epidemic diseases and food poisoning

Generally, in two beginning months of 2017, the whole country had 4.5 thousand cases of hand, foot, mouth disease; 9.9 thousand cases of hemorrhagic fever; 43 cases of typhoid; 44 cases of virus encephalitis; 5 cases of meningococcal disease and 13 cases of Zika virus infection.

The total number of alive HIV-infected persons over the country as of February 17, 2017 was 215.6 thousand persons, of which 88.3 thousand cases turned to AIDS. The number of persons died of HIV/AIDS over the country as of above time-point was 90.1 thousand persons[5].

From the beginning of the year to present, the whole country had 13 serious cases of food poisoning, making 396 persons poisoned, of which 11 cases died.

c. Traffic accidents

Generally, in two beginning months of 2017, the whole country had 3465 cases of traffic accidents, including 1799 cases of traffic accidents and 1666 cases of traffic crashing, making 1570 persons died, injuring 609 persons and injuring slightly 2051 others. In comparison with the same period last year, cases of the traffic accidents in the first two months of 2017 decreased by 4.2% (cases of traffic accidents less serious and more reduced by 1.7%; cases of traffic collision by 6.8%); the death fell by 1.3%; the injured persons moved down by 52%; and slightly injured persons decreased by 2.2%. On average, each day in two months, the whole country had 56 cases of traffic accident, including 29 cases of traffic accidents and 27 cases of traffic crashing, making 25 persons died and injuring 10 persons and injuring somewhat 33 persons.

d. Fire and explosion, environment protection

Generally, in two beginning months of this year, authorities found 4666 cases of violating regulations of environment protection over the country, of which 3702 cases were treated with total fine of 46 billion dongs.

Generally, in the first two months of 2017, the country had 885 cases of fire and explosion, killing 20 persons and injuring 36 others, the value of damage was estimated over 400 billion dongs.
