Socio-economic situation in eleven months of 2016

1. Agriculture, forestry and fishery

a. Agriculture

As of mid-November, the whole country harvested 1240.5 thousand hectares of winter rice, accounting for 67.5% of the cultivated area and equaling 96.7% from the same period last year. The cultivated area of winter rice in the North reduced 14.7 thousand hectares compared with last year. According to the preliminary report, the productivity of winter rice this year in the Northern provinces was estimated to reach 4980 kilograms per hectare, down 30 kilograms per hectare from the same crop last year. As of mid-November 2016, provinces in the South sowed 388 thousand hectares of early winter-spring rice, equaling 95.9% from the same period last year.

As of November 15, 2016, the whole country cultivated 120.7 thousand hectares of maize, equaling 94.5% from the same period last year; 29 thousand hectares of sweet potato, equaling 91.5%; 6.3 thousand hectares of peanut, equaling 108.6%; 17.7 thousand hectares of soya-bean, equaling 63.3%; 153.3 thousand hectares of vegetables, equaling 100.1%.

According to results of the animal husbandry survey, as of October 01, 2016, the country’s flock of buffaloes had 2.5 million heads, down 0.2% from the same period of 2015; flock of oxen had 5.5 million heads, up 2.4%, of which the flock of dairy cows had nearly 283 thousand heads, up 2.8%. The country’s flock of pigs had 29.1 million heads, up 4.8% over the similar period last year; flock of poultry had 364.5 million heads, up 6.6%, of which the flock of chicken included 277.2 million heads, up 6.9%.

b. Forestry

Generally, in eleven months, the concentrated planted forest area was estimated to reach 198.7 thousand hectares, a decrease of 6.8% compared to the same period last year; wood production gained 8.5 million m3, a rise of 9.8%; firewood production gained 24.7 million ster, a decline of 0.4%.

Generally, in eleven months, the damaged forest area was 4492 hectares, 2.4 times higher than the same period last year, of which the burnt forest area was 3305 hectares, 3.1 times as high as that in the same period last year; the destroyed area was 1187 hectares, 1.5 times.

c. Fishery

Generally, in eleven months, fishing production was estimated to reach 6054.1 thousand tons, up 2.3% over the similar period last year, of which the output of aquaculture gained 3224.3 thousand tons, up 1.7%; the output of fishing caught achieved 2829.8 thousand tons, up 3% (Only sea catching reached 2654.4 thousand tons, up 3.2%).

2. Industry

Generally, in eleven months, Industrial Production Index (IPI) increased by 7.3% from the same period last year, lower than the growth rate of 7.4% in ten months of 2016 and much lower than the growth rate of 9.9% in 2015’s similar period[1].

Generally, in ten months, the consumption index grew 8.3% over the same period in 2015 (a rise of 12.8% in the same period last year). The stock index for the whole manufacturing as of November 01, 2016 went up by 8.8% compared with the similar period last year (a growth of 9.7% in the same period in 2015). The average stock rate for the entire manufacturing in ten months of 2016 was 66.9% (a rise of 72.9% in the same period last year).

The number of employees working in industrial enterprises as of November 01, 2016 rose 4.3% compared to the same period last year, of which employees in the State sector decreased by 2.6%; employees in the non-State sector grew by 1.7%, and employees in the FDI sector went up by 7.4%.

3. Business registration situation[2]

Generally, in eleven months, the country had 101683 enterprises registered for new establishment with a total registered capital of 797.7 trillion dongs (if it is included 1463.9 trillion dongs of additionally registered capital of the enterprises which changed to raise the capital, the total of registered and additional capital to the economy in eleven months would be 2261.6 trillion dongs), an increase of 17.1% in the number of businesses and an increase of 48.1% in the registered capital against the same period in 2015. The average registered capital per newly established enterprise in eleven months was 7.8 billion dongs, up 26.5%. Newly established enterprises’ total registered number of employees in eleven months was 1157.2 thousand persons, equaling 87.8% from the same period in 2015. In eleven months of this year, there were 24560 enterprises re-operated, up 31.7% over the similar period last year (In eleven months of 2015, it grew by 31.2% from the same period in 2014), bringing the total of enterprises registered for new establishment and enterprises re-operated in eleven months of 2016 to 126.2 thousand enterprises.

The number of enterprises which finished the procedure for dissolving, terminating business activities in eleven months was 10468 ones, increased by 23.6% from the same period last year (In 2015’s same period, it decreased by 2.2% from the same period in 2014), of which there were 9768 businesses with a registered capital of less than 10 billion dongs, accounting for 93.3% and up 23.2%. By types of enterprise, of the total number of enterprises which finished the procedure for dissolving, terminating operations, there were 4207 single member limited liability companies (accounting for 40.2%); 3114 two-member limited liability companies (accounting for 29.8%); 1780 private businesses (accounting for 17%); 1364 joint-stock companies (representing 13%); and 03 partnerships.

The number of enterprises which temporarily ceased operations in eleven months of this year was 54046 ones, a decrease of 13.8% over the identical period last year, of which 18901 enterprises registered for time-limited temporary cessation of operations, up 27.3% and 35145 enterprises suspended operations without registration or waiting for dissolving, down 26.6%. Of the total number of enterprises registered for time-limited temporary cessation of operations, there were 7404 single member limited liability companies (accounting for 39.2%); 6420 two-member limited liability companies (accounting for 34%); 3206 joint-stock companies (taking 17%); 1870 private businesses (representing 9.8%), and 01 partnership. For enterprises suspended operations without registration or waiting for dissolving, there were 14743 single member limited liability companies (accounting for 41.9%); 10915 two-member limited liability companies (accounting for 31.1%); 6359 joint-stock companies (taking 18.1%) and 3128 private businesses (representing 8.9%).

4. Investment

Generally, in eleven months, the realized investment capital from the State budget was estimated to gain 233.6 trillion dongs, equaling 88.6% of the yearly plan and 14.4% rise over the similar period in 2015, of which the capital under central management obtained 55.2 trillion dongs, equaling 84.2% of the annual plan and grew by 14.9% from the same period last year; the capital under local management achieved 178.4 trillion dongs, equaling 90.1% of the yearly plan and moved up by 14.3% from 2015’s same period.

From the beginning of the year to November 20, 2016, the foreign direct investment (FDI) attracted 2240 newly licensed projects with the registered capital of US$ 13028.2 million, up 20.8% in the number of projects and down 3.9% in the registered capital against the similar period in 2015. Besides, there were 1075 times of license-granted projects from previous years which registered to adjust capital with the additional capital of US$ 5074.8 million. Thus, the total registered capital of both newly and additionally financed projects in eleven months of this year reached US$ 18103 million, down 10.5% from the last year’s same period. Realized FDI capital in eleven months was estimated to gain US$ 14.3 billion, up 8.3% from 2015’s similar period.

In eleven months of this year, the whole country had 49 provinces and cities directly under the central management which received newly licensed FDI projects from 63 nations and territories.

5. Government revenues and expenditures

Total estimated government revenues from the beginning of the year to November 15, 2016 achieved an estimate of 852.8 trillion dongs, equaling 84.1%[3], of which domestic revenues reached 683.5 trillion dongs, equaling 87.1%; collecting from crude oil gained 34.5 trillion dongs, equaled 63.4%; collecting from export-import balance attained 131.3 trillion dongs, equaled 76.3%.

Total government expenditures from the beginning of the year to November 15, 2016 reached an estimate of 1024.7 trillion dongs, equaling 80.5% of the yearly estimate. Of which, spending for development investment achieved 167.7 trillion dongs, equaling 65.8%; spending for economic and social development, national defense and security, administrative management gained 713.9 trillion dongs, equaling 86.6%; repayment of debts and provision of aids reached 136 trillion dongs, equaling 87.7%.

6. Trade, prices, transport and tourism

a. Retail sales of consumer goods and services

Generally, in eleven months, total estimated retail sales of consumer goods and services reached 3201.5 trillion dongs, up 9.5% compared with the same period last year, if the price factor were excluded, the growth rate would be 7.6% (8.3% in 2015’s identical period). By kinds of economic activity, retail sales of goods in eleven months was estimated to gain 2429.1 trillion dongs, accounted for 75.9% of the total and increased by 9.4% against the same period last year. Estimated sales of accommodation and catering services in 11 months attained 374.5 trillion dongs, accounting for 11.7% of the total and up 10.4% from the same period last year. Sales of travelling in eleven months of this year achieved an estimate of 31 trillion dongs, accounting for 1% of the total and up 11.4% against the same period last year. Sales of other services in eleven months were estimated to achieve 366.9 trillion dongs, accounting for 11.4% of the total and up 9.2% from the same period in 2015.

b. Exports and imports of goods

Generally, in eleven months of this year, export turnovers was estimated to reach US$ 159.5 billion, increased by 7.5% from the same period last year, of which the domestic economic sector achieved US$ 45.4 billion, a rise of 4.8%; the FDI sector (including crude oil) gained US$ 114.1 billion, a growth of 8.7%.

About the export market in eleven months of 2016, the United States was still the leading export market of Vietnam with US$ 34.7 billion, a rise of 14% compared to 2015’s same period. Followings were EU with US$ 30.5 billion, a rise of 8.3%; China with US$ 19.6 billion, up 26.7%; Japan with US$ 13.2 billion, a rise of 2.9%; South Korea with US$ 10.4 billion, a rise of 27.6%. Only exporting to the ASEAN market reached US$ 15.7 billion, a decrease of 6.6%.

Generally, import turnovers in eleven months of 2016 reached US$ 156.6 billion, up 3.5% from the similar period last year, of which the domestic economic sector gained US$ 63.8 billion, 3.4% growth; the FDI sector achieved US$ 92.8 billion, a rise of 3.6%. 

About the import market in eleven months of this year, China was still the biggest import market of Vietnam with the import turnover of US$ 44.6 billion, down 1% against the corresponding period last year[4]. The next was South Korea with US$ 28.9 billion, up 13.2%; ASEAN with US$ 21.2 billion, down 1.9%; Japan with US$ 13.6 billion, up 3.5%; EU with US$ 10.1 billion, up 7%; the United States with US$ 7.8 billion, up 8.7%.

Generally, in eleven months of 2016, trade surplus was US$ 2.84 billion, of which the domestic economic sector had a trade deficit of US$ 18.40 billion; the FDI sector had a trade surplus of US$ 21.24 billion.

c. Consumer price indexes (CPI), gold and US dollar price indexes

CPI in November 2016 grew by 0.48% from the previous month and by 4.50% over December 2015, and by 4.52% from the same period last year. Average CPI in eleven months of this year increased by 2.47% against 2015’s similar period.

Core inflation in November 2016 increased by 0.1% compared to the previous month and by 1.87% over the same period last year. Average core inflation in eleven months of 2016 rose 1.82% against the similar period in 2015.

Domestic gold price changed according to gold prices in the world. Gold price index in November 2016 fell by 1.12% from the previous month, grew by 13.85% over December 2015 and increased by 10.65% against the same period last year. US dollar price index in November 2016 moved up by 0.22% from the previous month, went down by 0.71% from December 2015 and dropped by 0.02% compared to 2015’s similar period.

d. Carriage of passengers and cargos

Generally, in eleven months, passenger carriage reached 3313 million passengers, raised by 9.4% over the corresponding period last year and 156.7 billion passengers-kilometers, by 10.8%. Of which passengers carried by road achieved 3109.3 million passengers, a rise of 9.5% and 104.4 billion passengers-kilometers, a rise of 8.3%; by seaway: 5.5 million passengers, 5.7% increase and 276.3 million passengers-kilometers, 2.7% growth. Passenger carriage by airway increased sharply with 36.8 million passengers, an increase of 26.4% and 46.1 billion passengers-kilometers, an increase of 20.1% because domestic airlines have promoted the exploitation of the domestic market. Passenger carriage by railway reached 9.1 million passengers, a drop of 12.3% and 3.3 billion passengers-kilometers, a decline of 15.8% from the same period in 2015.

Generally, cargo carriage in eleven months reached 1160.5 million tons, up 10.9% from the same period last year and 219.7 billion tons-kilometers, up 4.1%. Of which the domestic transport gained 1130.4 million tons, increased by 11.1% and 101.1 billion tons-kilometers, by 7.8%; overseas transport reached 30 million tons, grew by 2.3% and 118.5 billion tons-kilometers, by 1.1%. By types of transport, cargo transport by road obtained 902.2 million tons, up 12.5% and 54.6 billion tons-kilometers, up 15.9% from the same period last year; by waterway: 198.3 million tons, up 6.6% and 41.2 billion tons-kilometers, up 6.7%; by seaway: 55.2 million tons, up 4.8% and 120.4 billion tons-kilometers, down 0.5%; only by railway reached 4.6 million tons, a decline of 24.3% and 2.9 billion tons-kilometers, down 25.4%.

e. International visitors to Vietnam

Generally, in eleven months, international visitors to Vietnam was estimated to reach 9004 thousand arrivals, up 25.4% from the same period last year, of which visitors coming by airway gained 7545.3 thousand arrivals, up 32.5%; by road: 1320.3 thousand arrivals, down 0.9%; by seaway: 138.4 thousand arrivals, down 11.4%.

In eleven months of this year, visitors to Vietnam from Asia achieved 6530.2 thousand arrivals, increased by 30.1% against the similar period last year. Visitors from the Europe in eleven months of 2016 gained 1450.8 thousand arrivals, went up by 17.1% from the last year’s identical period. Visitors from the America in eleven months of this year obtained 663.8 thousand arrivals, moved up by 12.6% over the same period last year.

7. Social issues

a. Farmers’ food shortage

In eleven months of 2016, the whole country had 263 thousand times of households suffering from food shortage, up 18% compared to the similar period last year, corresponding to 1088.4 thousand persons suffering from food shortage, up 17.6%. To overcome this problem, from the beginning of the year, all administrative levels, sectors, organizations from central to local level provided difficult households with 18.4 thousand tons of grain food and about 600 million dongs; 1.5 thousand tons of grain food were provided only in November.

b. Epidemic diseases and food poisoning

Generally, in eleven months, the whole country had 42.4 thousand cases of hand, foot, mouth disease; 328 cases of typhoid; 810 cases of virus encephalitis (24 died); 53 cases of meningococcal disease (05 died) and 68 cases of Zika virus infection. As of this time-point, the hemorrhagic fever epidemic has been recorded in 56/63 provinces, cities directly under the central management with 96.3 infected cases, of which 30 cases died; only in November, there were 14.3 thousand cases of hemorrhagic fever, of which 04 cases died.

In the month, 2225 HIV-infected cases were found, bringing the total number of alive HIV-infected persons over the country as of November 17, 2016 to 231.4 thousand persons, of which 87.3 thousand cases turned to AIDS. The number of persons died of HIV/AIDS over the country as of above time-point was 89.3 thousand persons.

From the beginning of the year to now, the whole country had 119 serious cases of food poisoning, making 3592 persons poisoned, of which 12 cases died.

c. Traffic accidents

Generally, in eleven months of this year, the whole country had 19429 cases of traffic accidents, including 9272 cases of traffic accidents and 10157 cases of traffic crashing, making 7907 persons died, injuring 5444 persons and injuring slightly 11740 others. In comparison with the same period last year, cases of the traffic accidents in eleven months of 2016 decreased by 6.8% (cases of traffic accidents less serious and more reduced by 1.6%; cases of traffic collision by 11.1%); the death fell by 1.5%; the injured persons moved down by 2.2%; and slightly injured persons decreased by 13.7%. On average, each day in eleven months of 2016, the whole country had 58 cases of traffic accident, including 28 cases of traffic accidents and 30 cases of traffic crashing, making 24 persons died and injuring 16 persons and injuring somewhat 35 persons.

d. Damage by natural calamity[5]

Generally, in eleven months of 2016, natural calamity made 189 person died and lost; 446 persons injured; nearly 3900 houses collapsed, swept away; 259.7 thousand houses blown off, unroofed; 240.1 thousand hectares of rice, 85.2 thousand hectares of vegetables and crops, 120.1 thousand hectares of forest trees and fruit trees and 46.1 thousand hectares of aquaculture flooded, damaged; 55.6 thousand heads of cattle, 1.5 million fowls and over 1000 tons of fishery died. The total value of damage caused by the disaster in eleven months of this year was estimated over 15.7 trillion dongs.

e. Fire and explosion, environment protection

Generally, in eleven months of this year, authorities found 13671 cases of violating regulations of environment protection over the country, of which 7519 cases were treated with total fine of 455 billion dongs.

Generally, in eleven months of 2016, the country had 2872 cases of fire and explosion, killing 115 persons and injuring 258 others, the value of damage was estimated about 1213 billion dongs.
