Socio-economic situation in ten months of 2016

1. Agriculture, forestry and fishery

a. Agriculture

As of mid-October, the Northern provinces harvested 810.9 thousand hectares of winter rice, accounting for 70.4% of the cultivated area and equalling 96.8% from the same period last year, of which the Red River Delta harvested 400.3 thousand hectares, accounting for 73% of the cultivated area and equalling 94.7%. According to the preliminary assessment, the winter rice productivity in the Northern provinces this year was estimated to reach 4980 kilograms per hectare, down 20 kilograms per hectare compared with the same crop in 2015 due to the influence of unfavourable weather[1]; estimated yield gained 5.73 million tons, down 106.6 thousand tons.

The cultivated area of winter rice in the Southern provinces as of above time-point was 661.1 thousand hectares, equalling 93.9% from the same period last year, of which 85.6 thousand hectares early winter rice was ready for harvest, accounting for 12.9% of the sowed area and equalling 94.3%.

As of mid-October, provinces over the country finished the harvest of 2105.9 thousand hectares of summer-autumn rice, equalling 102.5% against the similar period in 2015; the summer-autumn rice productivity this year was estimated to achieve 5390 kilograms per hectare, down 30 kilograms per hectare from the same crop last year; the yield reached 11.4 million tons, down 49 thousand tons. Together with the harvest of summer-autumn rice, as of October 15, 2016, provinces in the Mekong Delta harvested 410.4 thousand hectares of autumn-winter rice, accounting for 54.8% of the cultivated area and equalling 136.9% from the same period last year; the productivity on the harvested area was estimated to increase 50-100 kilograms per hectare compared with the corresponding crop in 2015. If it was not heavily influenced by the bad weather and insects, the yield of autumn-winter crop could have raised over 400 thousand tons against 2015’s same crop.

As of October 15, 2016, the whole country cultivated 94.3 thousand hectares of maize, equalling 96.9% from the same period last year; 16.7 thousand hectares of sweet potato, equalling 98.8%; 17.1 thousand hectares of soy-bean, equalling 76.3%; 85.3 thousand hectares of vegetables, equalling 97%.

The animal husbandry developed stably in general. The country’s flock of buffaloes was estimated to decrease by 1% compared with the last year’s same period; flock of oxen increased by 2%-2.5%; flock of pigs grew by 3.7%-4%; flock of poultry went up by 4.5%-5%.

b. Forestry

Generally, in ten months, the concentrated planted forest area was estimated to reach 175 thousand hectares, a decrease of 6.6% compared to the same period last year; wood production gained an estimate of 7611 thousand m3, a rise of 11.5%; firewood production gained 23.1 million ster, a decline of 0.4%.

Generally, in ten months, the damaged forest area was 4413 hectares, 2.3 times higher than the same period last year, of which the burnt forest area was 3286 hectares, 3.1 times as high as that in the same period last year; the destroyed area was 1127 hectares, 1.5 times.

c. Fishery

Generally, in ten months, fishing production was estimated to reach 5495.7 thousand tons, up 2% over the similar period last year, of which the output of aquaculture gained 2913.1 thousand tons, up 1.3%; the output of fishing caught achieved 2582.6 thousand tons, up 2.9% (Sea catching reached 2423.4 thousand tons, up 2.9%).

2. Industry

Generally, in ten months of 2016Industrial Production Index (IPI) increased by 7.2% from the same period last year, much lower than the growth rate of 9.8% in 2015’s similar period mainly because the mining and quarrying continued to drop sharply compared with the same period last year.

Consumption index for the entire manufacturing in September 2016 rose 2.9% over the previous month and 8.6% from the same period last year. Generally, in nine months, consumption index increased by 8.2% over the identical period in 2015 (a rise of 13.1% in the same period last year). 

Stock index for the entire manufacturing as of October 01, 2016 jumped up by 8.9% from the same period last year (a rise of 9.8% in the same period in 2015). Average stock rate for the whole manufacturing in nine months of 2016 was 67.6% (73.6% in the same period last year).

The number of employees working in industrial enterprises as of October 01, 2016 rose 4.8% compared to the same period last year, of which the State sector decreased by 1.7%; the non-State sector grew by 1.7%, and the FDI sector went up by 8.2%. As of above time-point, the number of employees working in the mining and quarrying industry fell by 7.3% from the similar period last year; the manufacturing increased by 5.7%; the electricity power generation and distribution went up by 0.2%; the water supply and sewage treatment climbed by 2.2%.

3. Business registration situation[2]

Generally, in ten months, the country had 91765 enterprises registered for new establishment with a total registered capital of 710.6 trillion dongs[3], an increase of 18.3% in the number of businesses and an increase of 46.2% in the registered capital against the same period in 2015. The average registered capital per enterprise reached 7.7 billion dongs, up 23.5% over 2015’s similar period. Newly established enterprises’ total registered number of employees in ten months was 1061.3 thousand persons, equaling 91.7% from the same period in 2015. In ten months of this year, there were 22486 enterprises re-operated, up 38.8% over the similar period last year (In ten months of 2015, it grew by 24.6% from the same period in 2014), bringing the total of enterprises registered for new establishment and enterprises re-operated in ten months of 2016 to 114.3 thousand enterprises.

The number of enterprises which finished the procedure for dissolving, terminating business activities in ten months was 9295 ones, increased by 21.6% from the same period last year (it decreased by 1.2% in 2015’s same period from 2014), of which there were 8677 businesses with a registered capital of less than 10 billion dongs, accounting for 93.4% and up 21.2%. By types of enterprise, of the total number of enterprises which finished the procedure for dissolving, terminating operations, there were 3758 single member limited liability companies (accounting for 40.4%); 2759 two-member limited liability companies (accounting for 29.7%); 1558 private businesses (accounting for 16.8%); 1217 joint-stock companies (representing 13.1%); and 03 partnerships.

The number of enterprises which temporarily ceased operations in ten months of this year was 50705 ones, a decrease of 15.7% over the identical period last year, of which 17574 enterprises registered for time-limited temporary cessation of operations, up 29% and 33131 enterprises suspended businesses without registration or waiting for dissolving, down 28.8%.

Of the total number of enterprises registered for time-limited temporary cessation of operations, there were 6865 single member limited liability companies (accounting for 39.1%); 6058 two-member limited liability companies (accounting for 34.5%); 2956 joint-stock companies (taking 16.8%) and 1694 private businesses (representing 9.6%), and 01 partnership. For enterprises suspended operations without registration or waiting for dissolving, there were 13917 single member limited liability companies (accounting for 42%); 10278 two-member limited liability companies (accounting for 31%); 6025 joint-stock companies (taking 18.2%) and 2911 private businesses (representing 8.8%).

4. Investment

Generally, total realized investment capital from the State budget in ten months was estimated to gain 204.9 trillion dongs, equaling 78.6% of the yearly plan and 13.4% rise over the similar period in 2015, of which the capital under central management obtained 48.4 trillion dongs, equalled 77.3% of the annual plan and grew by 14.5% from the same period last year; the capital under local management achieved 156.5 trillion dongs, equalled 79% of the yearly plan and moved up by 13.1% from 2015’s same period. Of which, the capital under the State budget at provincial level reached 110.2 trillion dongs, equalling 75.8% and up 16.4%; at district level: 38.1 trillion dongs, equalling 84.4% and up 7.4%; at commune level: 8.2 trillion dongs, equalling 110% and down 0.1%.

From the beginning of the year to October 20, 2016, the foreign direct investment (FDI) attracted 2061 newly licensed projects with the total registered capital of US$ 12265.3 million, up 24.4% in the number of projects and up 1.3% in the registered capital against the similar period in 2015. Besides, there were 967 times of license-granted projects from previous years which registered to adjust capital with the additional capital of US$ 5348.1 million. Thus, the total registered capital of both newly and additionally financed projects in ten months of this year reached US$ 17613.4 million, down 8.7% from the last year’s same period. Realized FDI capital in ten months was estimated to gain US$ 12.7 billion, up 7.6% from 2015’s similar period.

In ten months of this year, the manufacturing attracted highest FDI with newly licensed projects‘ registered capital of US$ 8389.4 million, accounting for 68.4% of the total newly registered capital; the real estate business reached US$ 999.3 million, accounted for 8.1%; remaining industries achieved US$ 2876.6 million, accounted for 23.5%. If the additionally registered capital of license-granted projects from the previous years was included, the total FDI capital of the manufacturing in ten months of this year gained US$ 12848.1 million, accounted for 72.9% of the total registered capital; the real estate business achieved US$ 982.6 million[4], took 5.6%; remaining industries attained US$ 3782.7 million, represented 21.5%.

The whole country had 48 provinces and cities directly under the central management which received newly licensed FDI projects from 58 nations and territories in ten months of this year.

5. Government revenues and expenditures

Total estimated government revenues from the beginning of the year to October 15, 2016 achieved an estimate of 736.4 trillion dongs, equalling 72.59%[5], of which domestic revenues reached 590.4 trillion dongs, equalling 75.2%; collecting from crude oil achieved 30.8 trillion dongs, equalled 56.6%; from export-import balance: 111.9 trillion dongs, equalled 65.1%.

Of home revenues, 61.2 trillion dongs were from land use fee, equalling 122.5% of the annual estimate; 32 trillion dongs were from tax on environment protection, equalling 83.3%; 51.6 trillion dongs were from individual income tax, equalling 81.2%; 115.5 trillion dongs were from non-State industrial, commercial and non-state service taxes, equalling 80.5%; 118.2 trillion dongs were from FDI enterprises (excluding crude oil), equalling 74.3%. The collection from the State enterprises reached 148.7 trillion dongs, only equalling 58% of the yearly estimate, mainly because corporations and enterprises operating in the field of exploiting and processing petroleum, gas, coal, mineral and hydroelectricity had difficulties.

Total government expenditures from the beginning of the year to October 15, 2016 reached 924.8 trillion dongs, equalling 72.63% of the yearly estimate. Of which, spending for development investment achieved 154.1 trillion dongs, equalling 60.4%; spending for economic and social development, national defence and security, administrative management gained 643.2 trillion dongs, equalling 78.1%; repayment of debts and provision of aids 122.4 trillion dongs, equalling 78.9%.

6. Trade, prices, transport and tourism

a. Retail sales of consumer goods and services

Generally, in ten months of this year, total estimated retail sales of consumer goods and services reached 2896.6 trillion dongs, up 9.3% compared with the same period last year (lower than the growth rate of 9.7% in 2015’s similar period), if the price factor were excluded, the growth rate would be 7.4% (8.5% in 2015’s identical period). By kinds of economic activity, retail sales of goods in ten months was estimated to gain 2201.1 trillion dongs, accounted for 76% of the total and increased by 9.3% against the same period last year. Estimated sales of accommodation and catering services attained 336.6 trillion dongs, accounted for 11.6% of the total and up 9.3% from the same period last year. Sales of travelling in ten months of this year achieved an estimate of 27 trillion dongs, accounted for 0.9% of the total and up 6.8% against the same period last year. Sales of other services in ten months were estimated to achieve 331.9 trillion dongs, accounted for 11.5% of the total and went up by 9.5% from the same period in 2015.

b. Exports and imports of goods

Generally, in ten months of this year, export turnovers was estimated to reach US$ 144.1 billion, increased by 7.2% from the same period last year, of which the domestic economic sector achieved US$ 41.4 billion, increased by 4.9%; the FDI sector (including crude oil) gained US$ 102.7 billion, grew by 8.1%.

 About the export market in ten months of 2016, the United States was still the biggest export market of Vietnam with US$ 31.8 billion, a rise of 15% compared to 2015’s same period. Followings were EU with US$ 27.3 billion, a rise of 7.4%; China with US$ 17.3 billion, up 23.9%; Japan with US$ 12 billion, a rise of 3.4%; South Korea with US$ 9.5 billion, a rise of 29.1%. Only exporting to the ASEAN market reached US$ 14.2 billion, a decrease of 7.6%.

Generally, import turnovers in ten months of 2016 reached US$ 140.6 billion, up 2.1% from the similar period last year, of which the domestic economic sector gained US$ 57.4 billion, 2.4% growth; the FDI sector achieved US$ 83.2 billion, a rise of 1.9%. 

About the import market in ten months of this year, China was still the biggest import market of Vietnam with US$ 40.3 billion, down 1.2% against the corresponding period last year[6]. The next was South Korea with US$ 25.8 billion, up 10.8%; ASEAN with US$ 19.1 billion, down 2.8%; Japan with US$ 12.2 billion, up 1.7%; EU with US$ 9.1 billion, up 6.4%; the United States with US$ 6.7 billion, up 0.6%.

Generally, in ten months of 2016, trade surplus was US$ 3.52 billion, of which the domestic economic sector had a trade deficit of US$ 15.96 billion; the FDI sector had a trade surplus of US$ 19.48 billion.

c. Consumer price indexes (CPI), gold and US dollar price indexes

CPI in October 2016 grew by 0.83% from the previous month and by 4.00% over December 2015, and by 4.09% from the same period last year. Average CPI in ten months of this year increased by 2.27% against 2015’s similar period.

Core inflation in October 2016 increased by 0.07% compared to the previous month and by 1.86% over the same period last year. Average core inflation in ten months of 2016 rose 1.82% against the similar period in 2015.

Gold price index in October 2016 fell by 1.69% from the previous month, grew by 15.13% over December 2015 and increased by 11.22% against the same period last year. US dollar price index in October 2016 moved up by 0.07% from the previous month, went down by 0.92% from December 2015 and dropped by 0.54% compared to 2015’s similar period.

d. Carriage of passengers and cargos

Generally, passenger carriage in ten months reached 3010 million passengers, raised by 9.3% over the corresponding period last year and 142.3 billion passengers-kilometers, by 10.8%. Of which passengers carried by road achieved 2825.2 million passengers, a rise of 9.4% and 95 billion passengers-kilometers, a rise of 8.1%; by seaway: 5 million passengers, 3.8% increase and 250.9 million passengers-kilometers, 1.4% growth. Passenger carriage by airway increased sharply with 33.3 million passengers, an increase of 28.5% and 41.6 billion passengers-kilometers, an increase of 21.2%. Passenger carriage by railway reached 8.5 million passengers, a drop of 11.4% and 3.1 billion passengers-kilometers, a decline of 17.4% from the same period in 2015.

Generally, cargo carriage in ten months reached 1048 million tons, up 10.2% from the same period last year and 199.3 billion tons-kilometers, up 4%. Of which the domestic transport gained 1020.7 million tons, increased by 10.4% and 91.3 billion tons-kilometers, by 7.2%; overseas transport reached 27.3 million tons, grew by 2.7% and 108 billion tons-kilometers, by 1.4%. Cargo transport by road obtained 814.7 million tons, up 11.7% and 49.3 billion tons-kilometers, up 15.1% from the same period last year; by waterway: 179.1 million tons, up 6.5% and 37.2 billion tons-kilometers, up 6.6%; by seaway: 49.8 million tons, up 4.2% and 109.7 billion tons-kilometers, up 0.3%; by railway: 4.2 million tons, a decline of 25.3% and 2.6 billion tons-kilometers, down 26.4%.

e. International visitors to Vietnam

Generally, in ten months, international visitors to Vietnam was estimated to reach 8077.4 thousand arrivals, up 25.4% from the same period last year, of which visitors coming by airway gained 6777.1 thousand arrivals, up 31.1%; by road: 1178.8 thousand arrivals, up 4.6%; by seaway: 121.5 thousand arrivals, down 14.9%.

In ten months of this year, visitors to Vietnam from Asia achieved 5874.7 thousand arrivals, increased by 30.4% against the similar period last year. Visitors from the Europe gained an estimate of 1272.8 thousand arrivals, went up by 16.2% from the last year’s identical period. Visitors from the America obtained 600.3 thousand arrivals, rose 12.9% over the same period last year.

7. Social issues               

a. Farmers’ food shortage

In ten months of 2016, the country had 253.5 thousand times of households suffering from food shortage, up 15.1% compared to the similar period last year, corresponding to 1050.4 thousand persons suffering from food shortage, up 14.9%. To overcome this problem, from the beginning of the year, all administrative levels, sectors, organizations from central to local level provided difficult households with 16.9 thousand tons of grain food and about 600 million dongs.

b. Epidemic diseases and food poisoning

Generally, in ten months, the whole country had 33.3 thousand cases of hand, foot, mouth disease; 283 cases of typhoid; 750 cases of virus encephalitis (24 died); 47 cases of meningococcal disease (05 died). The number of hemorrhagic fever sufferers from the beginning of the year to this time was nearly 82 thousand persons (26 died);

In the month, 695 HIV-infected cases were found, bringing the total number of alive HIV-infected persons over the country as of October 17, 2016 to 229.5 thousand persons, of which 86.9 thousand cases turned to AIDS. The number of persons died of HIV/AIDS over the country as of above time-point was 89 thousand persons.

From the beginning of the year to this time, the whole country had 111 serious cases of food poisoning, making 3292 persons poisoned, of which 09 cases died.

c. Traffic accidents

Generally, in ten months of this year, the country had 17249 cases of traffic accidents, including 8274 cases of traffic accidents and 8975 cases of traffic crashing, making 7120 persons died, injuring 4811 persons and injuring slightly 10408 others. In comparison with the same period last year, cases of the traffic accidents in ten months of 2016 decreased by 7.6% (cases of traffic accidents less serious and more reduced by 2.4%; cases of traffic collision by 11.9%); the death fell by 1.7%; the injured persons declined by 1.9%; and slightly injured persons decreased by 14.3%. On average, each day in ten months of 2016, the country had 57 cases of traffic accident, including 27 cases of traffic accidents and 30 cases of traffic crashing, making 23 persons died and injuring 16 persons and injuring somewhat 34 persons.

d. Damage by natural calamity [7] 

Generally, in ten months of 2016, natural calamity made 172 person died and lost; 324 persons injured; 3600 houses collapsed, swept away; 236.2 thousand houses flooded, blown off, unroofed; 234.7 thousand hectares of rice, 73.6 thousand hectares of vegetables and crops, 120.1 thousand hectares of forest trees and fruit trees, 30.1 thousand hectares of aquaculture flooded, damaged; 54.6 thousand heads of cattle, 917.2 thousand fowls and over 1000 tons of fishery died. The total value of damage caused by the disaster in ten months of this year was estimated at nearly 13.1 trillion dongs.

e. Fire and explosion, environment protection

Generally, in ten months of 2016, authorities found 12271 cases of violating regulations of environment protection over the country, of which 6458 cases were treated with total fine of 440.7 billion dongs.

Generally, in ten months of 2016, the country had 2660 cases of fire and explosion, killing 96 persons and injuring 224 others, the value of damage was estimated about 1156 billion dongs.
