On December 18, 2017, in Ha Noi, the General Statistics Office (GSO) held a workshop on the outcome of implementing the General Data Dissemination System (GDDS) in 2017 and plan for 2018. Mr. Pham Quang Vinh, Deputy Director General of GSO, Leader of the interdisciplinary working group for GDDS chaired the workshop. Attending the workshop were the representative of the International Monetary Fund (IMF); representatives of related ministries, line ministries, and representatives of leadership and staffs of units under the GSO.
Acting as Vietnam’s coordination agency for GDDS, annually, GSO actively makes plans and holds the meetings with ministries, line-ministries in order to summarize implemented works in the year and deploy the key working plans for the following year. At the annual meeting, ministries and line-ministries and GSO evaluated the results of GDDS implementation, statistical works of ministries and line-ministries, concurrently, offer solutions to implement statistical work better and better.
At the workshop, Mr. Dau Ngoc Hung, Director of Integral Statistics Department, National Coordinator for GDDS, presented the report on results of GDDS implementation in 2017 and plan for 2018. The key plans for 2018 were defined as follows: (1) Continuing the implementation of the Statistics Law 2015, Vietnam’s Statistics Development Strategy, ASEAN statistical integration project, the scheme on enhancement of the state management in statistical quality till 2030 and major schemes of the sector; (2) Continuing to complete the National Statistical Indicator System, the statistical reporting regime for ministries, line ministries; Implementing the collection, calculation and announcement of indicators assigned in the National Statistical Indicator System, indicators in the Enhanced General Data Dissemination System (e-GDDS) and the Special Data Dissemination Standard (SDDS); (3) Compiling and disseminating the data items required to ensure the scope, disaggregation, frequency, dissemination time as recommended by e-GDDS, towards approaching SDDS according to the developed roadmap; Promulgating the schedule for dissemination of State statistical information, enhancing dissemination of information on website of GSO and ministries and line ministries; (4) GSO in coordination with the State Bank of Vietnam (SBV), Ministry of Finance (MOF) and related ministries and line ministries to develop the National Summary Data Page (NSDP) for e-GDDS/SDDS indicators to disseminate on the website of GSO; (5) Ministries and line ministries to review and submit to competent authorities indicators which must be announced for the removal from the confidentiality list according to the regulation of the Statistics Law and the requirement of e-GDDS/SDDS; Strengthening the coordination, sharing, provision of information between the GSO and ministries and line ministries which implement e-GDDS; (6) Supplementing, updating timely and sufficiently the annotation data tables ensuring the structure and contents according to the Data Quality Assessment Framework (DQAF); (7) The Ministry of Planning and Investment (GSO), SBV, MOF and related ministries and line-ministries to urgently implement the IMF expert’s recommendations, ensure the implementation roadmap of e-GDDS and SDDS; (8) Consolidating the e-GDDS focal points of the concerned ministries and line ministries; Studying and learning experiences of some countries on e-GDDS and SDDS.
In the closing speech, Mr. Pham Quang Vinh, Deputy Director General of GSO, appreciated the serious and enthusiastic coordination of ministries, line ministries with the GSO. Mr. Pham Quang Vinh asked the Integral Statistics Department to acquire participants’ ideas in order to have better methods for the mechanism on coordination in the coming years. Ministries, line ministries need to check the content in the appendix, metadata of the report to supplement and complete the report before sending to the IMF. He also thanked the IMF for giving the active and efficient support to Vietnam’s statistical activities in the past time, and suggested the IMF to continue to support Vietnam’s participation in the SDDS.
