On the morning of October 04, 2017, in Hanoi, the General Statistics Office (GSO) in coordination with the International Labor Organization (ILO) and the Institute of Labor Science and Social Affairs (ILSSA) held the dissemination workshop on the informal employment report. Attending the workshop were Mr. Nguyen Bich Lam, Director General of GSO, chairperson of the workshop; Mr. Dao Quang Vinh, Director General of ILSSA; Mr. Chang-Hee Lee, Director of ILO Vietnam; Mr. Philippe Marcadent, ILO INWORK Director, Head of Outcome 6, ILO Headquarter; representatives of international organizations; representatives of units under the GSO; representatives of related ministries, departments and sectors; and provincial statistical offices of some provinces and centrally-run cities.
At the workshop, participants heard in turn presentations of ILO, GSO and ILSSA on: (1) The concepts, scope and how to determine formal and informal labor according to international standards; (2) The concepts, scope and how to determine informal labor applied in Vietnam and some major findings; (3) Policy proposals from the research results; (4) Report on pilot labor force survey in the first 6 months of the year 2017.
This is the first time the informal employment report has applied the framework of informal labor classification according to ILO’s recommendations to estimate the size and the structure of informal laborers in Vietnam, based on the dataset of labor force survey conducted by the General Statistics Office. Informal laborers could be found in all the formal institution, the informal institution and the household institution. Informal laborers consist of many objectives at the different status of employment such as: own account workers, business production establishment owners, unpaid family contributing workers and wage workers. Policy recommendations from the research results were given as follows: (1) Promote the formalization in informal institution; (2) Strengthen the linked policy in local economic development; (3) Strengthen public policies and guarantees for informal laborers; (4) Enhance the implementation on the labor law in the formal institution; (5) Strengthen the assistance on training to improve occupational skills for informal laborers; (6) Promote the development on volunteer social insurance program; (7) Strengthen the propaganda for improving the awareness on the labor law to both informal laborers and their labor users.
Participants in the workshop appreciated the informal employment report and helpful values of micro data on informal employment. The representatives of GSO and ILSSA gave satisfactory answers related to the questions about the informal employment from international organizations, ministries and line-ministries and research institutes.
In conclusion, Mr. Nguyen Bich Lam, Director General of GSO, proposed the Population and Labor Statistics Department to improve the publication of the Informal Employment Report, based on suggestions and discussions at the workshop. The informal employment database is a valuable resource for international organizations and researchers to carry out in-depth analysis to serve the needs of information users. On behalf of the GSO, Mr. Nguyen Bich Lam gave thanks to the technical support of ILO experts, the effective coordination of the work of ILSSA and provincial statistical offices. At the same time, he also hoped that the GSO would continue to receive support and cooperation from all sides so that the informal employment report would be completed in the shortest time as well as its information value would be fully exploited for serving information users the most effectively.
